REQUEST To furtherspecify the form and procedure of appeals to the Courts from land -use decisions of the Commission. ANALYSIS The Law Department has suggested that this procedure will result in a three -judge appellate panel that is more likely to include jurists who are knowledgeable in planning and zoning than a single judge, as allowed by the existing procedure. The Law Department further suggests that judicial decisions based on thorough knowledge are more equitable to both the appellant and the City. RECOMMENDATIONS PLANNING DEPT.
