appearance to regur-est City Assistance with The Allapattah Annual Fair
to take place on NJovenber 8th, 1986, at the Curt -is Park. ( This fair
is going to be d+ed.icatnd to the fight against dmgs) .

My name is Ralph Packinham and I am the Chairman Of The Board
of The Allapattah Merchant Association.
I come to speak to you on behalf of the people of Allapattah
represented here by the following community agencies:
-Mr. German lzquierdo, Director of the Allapattah Neighborhood
service center, Metro Dade County.
-Mrs Leticia Ruz, Executive Director of the Allapattah Y.M.C.A.
-Mr. Evelio Barriel, President of the Allapattah Chamber of
Commerce.
-Mr. Isidoro Rodriguez, Chairman Of the Board of Allapattah
Community Action.
-Osvaldo Hernandez, Director of the board of Off Street Parking
-Mr. Carlos Luis Brito, Executive'Director of Allapattah Business

-and...Mr Orlando Urra, Chairman of the Board of A.B.D.A
We come to you to ask for your help and financial asistance
to cover part of the very high cost of bringing about the first
annual Allapattah Festival which will be held Saturday, November 4
8th, 1986, and will have as it theme "Say No to drugs and crime".
The Fair will run from 10.00 AM to 10.00 PM that Saturday.
Continous Music will be provided in the form of live bands and
D.Js.
Among the many atractions that will offer to the community of
Allapattah, are:
-International Foods - A gourmet delight through the different
foods of our latin american sister countries.

Amusement Rides and atractions for the young and the family in
general will be provided.
Radio and television personalities will be present in this event.
Many will be sharing with us their songs and enterteiment.
There will be fun booths where people could try the skills and
patience&where the winners will receive a bag of groceries.
We will have a Dunk Tank, where members of our community have
volunteer to be soaked for that date. We are looking though for
extra volunteers and the list is open for anyone. (Smile w/ gesture).
The City of Miami's Police Department wll highlight our Fair with
Six Boxing Matches, Motorcycle presentation, and two shows. One
with K-9 Dogs and^Horses.
Mr. Caron Gim reknownd trainin center for proffesional Boxers,
will present a series of six amateur fights for the community'S
enjoyment.
. One of the highlights of the Fair is the march of Youth along 20th.
Street also known as " Boulevard Of The Americas" holding Banners
and Signs and accompany by a Marching Band, proclaiming Allapattah's
Fight against Drugs and Crime.
This is just a partial list of the many attractions and events that
will occur that Saturday.
This fair will benefit the Allapattah Community in many ways as well
as the rest of the city. It will give the Allapattah Community the
opportunity to show itself as a vibrant and developing neighborhood.
-It will encorage people from other areas of the city to come, visit
and shop at Allapattah.
-It will show to others the unification and cooperation that exist

among the many civic, business and religious organizations of
Allapattah.
-It will hopefully inspire other Community Based Organization
to work in similar programs within the Economic Development Plan
of Miami.
-The Fair will Serve as a voice and stage for many of the pressing
r eds of the community. As an example: Our Theme For This Year Is
" Say No To Drugs " .
-One very significant outcome of this event has been the total
cooperation of our diverse ethnic and cultural community.
-We will offer the total community a time of Fun and Wholesome

excitment for the family.
This event will be covered by all the major media sources
( Spanish and English )
As you.can see, Mr. Mayor and Commissioners...This is an ambitious
project and one which will give the Allapattah Community a New
and Possitive image in the City Of Miami.
For this reason we are requesting the following:

-C1 an-U Services
-Trash Disposals '
-Police Sercurity
-Fire Rescue Unit
-Generators and Eletrical Services
-Large Show Mobile with sound equipment
-Ad also the Small Show Mobile with sound equipment

-10 Buses to transport the elderly
-40 Booths ( Kioskos )
-and $ 5000.00 to cover extraordinary and miscelaneous expenses
such as 600 T-Shirts for our youth, Posters, Flyers, Trophies,
-and please, wave the fee of everything in the entire event

- Fellow citizens...
For many years, Allapattah was malegned, negleted and ignored#
but a new movement among the people of this community is
arising.
Merchants, Religious and Civic Leaders, Teachers, Social Workers,
Doctors, Lawyers, Young and old, Blacks and White, Hispanic and
Anglos, haVe-join together in one of the most ambicious projectS
that this community has ever undertaken.

All we ask is^to give us the tools. We have the heart, we have
the strength.and we have the will to make this community of ours
a showplace for the entire city.
I thank you. These community leaders thank you and most important
of all ... The People of Allapattah Thank You, for giving us the
opportunity to present our case.
