bc1"' T-5, 1986 at the Doral Hotel -on -the -Ocean
on Miami Beach. The Conference is being jointly sponsored
by the City of Miami Office of Professional Compliance,
Miami -Dade Community College New World Center Campus,
and Metro -Dade County Independent Review Panel. These
agencies are currently in the midst of finalizing
preparations for this event and all related activities.
IACOLE was established to provide an international forum
for the exchange of ideas by those involved in and/or
interested in the civilian oversight of police. Its purpose
is to focus concern on issues of police accountability
to the public, and the investigation and resolution of
citizen's complaints. Membership is comprised of ombudsmen,
civilian review organizations, academicians, police
commissioners, and law enforcement personnel.
Attendees to the conference will include members from
throughout the United States who will be representing
various aspects of the local, state and federal governments.
On the international level, many influential dignitaries,
as representatives of their governments, will be
participating f rom such foreign countries as Af rica,
Australia, Canada, the Caribbean, the United Kingdom,
and other European nations, as well. An estimated
attendance is expected to range f rom 300 to 400
participants.

I am sure that you can agree with me when I say that an event of this size
and nature requires adequate`unding in order to be the success it can and
should be. And, in view of the fact that the City of Miami is a cosponsor
of the conference, it is f or this reason that I am herein requesting to
appear before the City of Miami Urnmi ssi on to petition for support of the
