ALLOCATING FUNDS IN AN AMOUNT NOT TO EXCEED TWO HUNDRED EIGHTEEN THOUSAND NINE HUNDRFT) A1,'D SIXTEEN DOLLARS ($218,Q16.00) FROM, THE CITY OF MIAMI LAW ENFORCF,1 EINT TR11"7 FUND FOR THE PURPOSE OF PROVIDING MATCHING FUNDS TO IMPLEMENT THIS PROJECT; FURTHER AUTNORIZItdG THE. CITY MANAGER TO INSTRUCT THE DEPARTME14T OF Pr,RSONNEL MANAGEMENT TO EMPLOY SUCH PERSONS. WHEREAS, the City of Miami has an estimated 71,533 elderly residents (age 62 and over), of which some 4,32E live within the thirty-four (34) public senior sites located in the City of Miami; and WHEREAS, the City Commission recognizes the importance of, and fully supports, law enforcement efforts to reduce crimes against the elderly; and WHEREAS, the United States Department of Justice, through the Florida Department of Community Affairs, has awarded the City of Miami a $218,350 grant to provide public safely/crime prevention services to the elderly residing within the thirty-four (34) senior housing sites located in the City of Miami for the period from October 1, 1986 through September 30, 1987; and WHEREAS, the City Commission approved Resolution No. 86-55 allocating $20,000.00 for the implementation of a Senior Citizen Alert Network (SCAN) to provide direct communications with the Police Department to more effectively combat crime around senior citizen sites and offer better protection to the residents; and WHEREAS, the implementation of Senior Citizens -;Decialized Policing Program will provide additional resources to launch a full i CITY COUMSION MEETING OF OCT Z3 1986 FUM time dedicated program to prevent criminal sets against the elderly and help establish crime prevention programs in the 34 centers; and WHEREAS, the Senior Citizen Alert Network will work in conjunction with the Senior Citizens Specialized Policing Program to provide specialized police services to the residents of the congregate living facilities; and WHEREAS, 19 Part-time Law Enforcement Officers will be recruited and selected to provide police/crime prevention services to the elderly at public housing sites; and WHEREAS, these 19 Fart -time Law F-forcement Officers will receive three hundred twenty (320) hours of training and would be certified by Florida State Standards; and WHEREAS, funds to cover the required cash match, in the amount of $218,916, have not: been included within the Police Department's general fund operating budget for fiscal ,year 1986-87; and WHEREAS, the Chief of Police has recommended adoption of this resolution and funds to cover the cash match are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, both parties are agreeable to providing funds for the implementation of the program identified, under the terms and conditions set forth in said grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The action of the City Manager in applying for and accepting the grant application from the United States Department of Justice, through the Florida Department of Community Affairs, in the amount of $218,350 to provide specialized policing/crime prevention services to the elderly residing at public housing sites within the City of Miami, is hereby ratified, approved and confirmed. Section 2. Funds in an amount not to exceed Two Hundred Eighteen Thousand Nine Hundred and Sixteen Dollars ($218,916.00) are hereby allocated from the City of Miami Law Enforcement Trust Fund to provide matching funds for the implementation of the Senior Citizens Specialized Policing Program. Section 3. The City Manager is hereby authorized to instruct the Department of Personnel Management to employ such persons. PASSED AND ADOPTED this 23rd day of October , 1986. 4LC_,, /: IER L. Odi o City Manager 0 OATS: OCT 16 1986 ME: !UlJECT: Senior Citizens Specialized Policing Program Grant REFERENCES: ENCLOSURES: It is recommended that a resolution be adopted ratifying, approving and confirming the action of the City Manager in accepting a Two Hundred Eighteen Thousand Three Hundred and Pifty Dollar ($218,350.00) Senior Citizens Specialized Policing Program Grant from the Department of Justice through the Florida Department of Community Affairs, for the purpose of employing nineteen (19) Part --time Lai enforcement Officers to patrol thirty- four (34) senior citizen sites and to provide these residents with crime prevention presentations; allocating funds, in an amount rot to exceed Two Hundred Eighteen Thousand Nine Hundred and Sixteen Dollars ($218,916.00) from the City of Miami Law Enforcement Trust Pund for the purpose of providing matching funds to implement this project; further authorizing the City Manager to instruct the Department of Personnel management to employ such persons. The United States Department of Justice, through the Plorida Department of Community Affairs, has awarded the City of Miami a $437,266 grant to provide police/crime prevention services to the elderly residing at the thirty-four (34) public housing sites within the City of Miami. The City of Miami Police Department lans to carry out the program with a specialized team of nineteen ip19) state certified Part-time Law Enforcement Officers. s The Honorable Mayor and Members of the City Commission Page 2 Subject: Senior Citizens Specialized Policing Program Grant These nineteen Part-time Law Enforcement Officers will launch a dedicated full-time program to prevent/deter c-.iminal acts against the elderly and help establish crime prevention programs within the thirty-four (34) elderly public housing sites within the City of Miami. In addition, they will work tcE-ether with the senior citiuen volunteer; involved in the Senior Citizens Uert T'^ 1 -ork (SCAN), make crime prevention presentations, conduc.- sec_:rity surveys, and provide specialized police serVi.ces. Funds are available from the C- t,y of Miami Law Enforcement Trust Fund to provide the required cash match for the implementation of the Senior Citizens Specialized Policing Progr­n.
