HomeMy WebLinkAboutR-86-0853J-86 898 RESOLUTION NO. �85 " A RESOLUTION APPROVING THE MOST QUALIFIED FIRMS TO PROVIDE PROFESSIONAL PLANNING AND DESIGN SERVICES FOR THE RENOVATION AND EXPANSION OF THE COCONUT GROVE EXHIBITION CENTER; AUTHORI77NG THE CITY MANAGER TO UNDERTAKE NEGOTIATIONS WITH THE MOST QUALIFIED FIRMS, TO ARRIVE AT A CONTRACT WHICH IS FAIR, COMPETITIVE AND REASONABLE, AND DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR ITS RATIFICATION AND APPROVAL. WHEREAS, the New Exhibition Center Oversight Advisory Committee has recommended to the City of Miami Commission that the City Manager be authorized to initiate the process for the renovation and expansion of the Coconut Grove Exhibition Center; and WHEREAS, in an effort to attract more conventions to the City of Miami, the City of Miami Commission proposes to renovate and expand the Coconut Grove Exhibition Center; and WHEREAS, it is anticipated that available funds remaining in the Subordinate Note held by Sun Bank Miami, N.A. will be utilized for an interim/permanent exhibition facility in the City of Miami; and WHEREAS, by Resolution No. 86-748 passed and adopted September 11, 1986, the City of Miami Commission approved the renovation and expansion of the Coconut Grove Exhibition Center as a Category "B" Project, appointed Jack Eads, Assistant City Manager, as Chairman of the Competitive Selection Committee, and established a Certification Committee of not less than three (3) professionals, qualified in the fields of endeavor or practices involved, to review the qualifications, performance data and related information provided by those responding to the City's Request for Professional Services; and 'Y COMMSSION MEETING OF OCT 23 1966 No. it I WHEREAS, the City, through public advertisement and direct mailing, solicited expressions of interest from qualified consultants:; and WiiFREAS, the Competitive Selection Committee alone} with the Certification Committee, evaluated the qualifications of those firms who responded to City's Request for Proposals, and selected the firms most qualified to provide professional architectural, landscape architectural and engineering services for this project, all in accordance with the Competitive Negotiations Act as defined in Florida Statues $287.055, City of Miami Ordinance #9572 and Section 18.52.3 of the City Code, for the acquisition of professional services; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby authorizes the City Manager to negotiate and enter into a professional services agreement on behalf of the City of Miami with the firm ranked first in order in Section 1 hereinabove. In the event that the City Manager cannot negotiate an agreement which, in his opinion, is fair, competitive and reasonable with the firm ranked first in order, then he is hereby authorized to terminate such negotiation and to proceed to negotiate with the second most qualified firm. In the event that he fails to negotiate a satisfactory agreement with the second firm, then he is authorized to undertake negotiations with the third most qualified firm. Section 3. The City Manager is directed to present the City Commission with the negotiated agreement at the earl*est scheduled meeting of the City Commission immediately following the negotiation of said agreement for its ratification and approval. On September 11, 1986 by Resolution No. 86-748, the City Commission designated as a Category "B" project, the renovation and expansion of the Coconut Grove Exhibition Center. In accordance with Florida statues 287.055, City of Miami Code Section 18.52.3 and City of Miami Ordinances No. 10062 and No. 9572; advertisements to request proposals for professional planning and design services were sent by direct mail and published in newspapers; the Certification Committee and the Competitive Selection Committee appointed by the City Manager, evaluated the qualifications of those firms which responded and selected the firms most qualified to provide the professional architectural, landscape architectural, and engineering services required for this project. The selection criteria established in accordance with ordinance No. 9572 and defined in the R.F.P. were reviewed and accepted. • At the beginning of each -presentation session, Juanita Shearer advised each Consultant Team of the information to be includQd in the presentation, and cautioned them to avoid any reference to design solutions related to the project under consideration. Each Team acknowledged the presentation requirements, which were in the R.F.P,, and agreed to them prior to beginning. After each presentation the Committee including the non -voting attendees discussed the merits of the Team and their range of expertise and experience. Once the presentations were concluded, the staff recommendations related to Minority and Women Business Participation were provided along with the points deducted in consideration of fees received from previous City Projects. Once this information was incorporated in the scoring of each Committee Member, the ranked scores were.prepared, scoring sheets signed and the results tallied. On October 6, 1986 the Consultant Selection Committee appointed in accordance with Resolution No. 86-748 adopted by the City Commission on September 11, 1986, convened to carry out their evaluation of the proposals submitted in response to the City's Request for Proposals (R.F.P.) for professional planning and design service for the renovation and expansion of the Coconut Grove Exhibition Center. The committee was given a verbal report of the Certification Committee's findings and voted to accept it. (See attached report) 0 Selection Committee Report Page 2 } 2. The scope of services for the project and the R.F.P. document were discussed to ensure a common level of understanding of the project. 3. The Selection Committee discussed and voted unanimously to "Short List" for presentations and interview a maximum of 6 respondents, in accordance with the procedures established by Ordinance 9512 and as outlined in the R.F.P. The Committee also acknowledaed that, if there was a substantial gap between the fourth and fifth or fifth and sixth ranked teams; only those in the clear majority would be "Short Listed". 40' A general discussion which concluded in agreement took place related to the criteria to be used for evaluation and the method of scoring. 5. All Selection Committee Members were asked to state for the record any contact related to the Selection Procedures or any other relationship which they may have had with the various proposers. Hearing no issues which would pose a conflict of interest; the Committee began to evaluate each proposal. The Selection Committee proceeded as a group to - discuss the expertise and benefits of each proposal. At the conclusion of this, staff recommendations related to Location of Office and Minority and: Women Business Participation were provided and incorporated by each Selection Committee Member; and each person converted their raw scores to ranked positions. Each sheet was then completed and signed. The ranked scoring of each Committee Member was then tabulated. Two proposals which arrived late were retained for verification. Based on the.requirements of the R.F.P. and after conferring with the Law Department, the Committee voted not to consider the late proposals for the consultant selection process. Each of the accepted proposals were reviewed by the Certification Committee' and the following is a summary of their findings: 1) Fifteen (15) proposals were in compliance with the R.F.P. requirements and were certified for work on this project. The attached list of Certified Respondents shows that the Certified Teams' letter designations are A, B, C, to F, H, J, K, L, O, Q, R, S, T, U. i) In this group the proposals for Team A were originally taken directly to the City Clerk, rather than the receiving counter, and therefore the time of receipt stamped on the envelope was 11:05 A.M. Chapter 481, Part 1, Architecture. SCOPE OF SERVICES: The City of Miami is seeking the professional services of a qualified and experienced Arc h,�tecturaI firm to be the Prime Consultant for the planning and design of the expansion and renovation of the Coconut Grove Exhibition Center located at 3500- �' Pan American Drive, Mlxmi, Florida 3313I. The project includes the renovation of existing exhibition space and the development of additional convention epace wiCh Ar+enities such as prefunction, toilet, service, kitchen, `and storage areas to support the convention and exhibition activities. Improvements to the site are nlEo envisioned in terms of access, vehicular and pedestrian circulation, signage, amenities and enhancement. The existing building structure and exterior shell, utilities and site improvements must all be utilized to the maximum extent possible. The project will require professional Architectural, Engineering and Landscape Architectural Services and the Consultant Team will be required to carry out Schematic Design, Design Development, Construction Document, Bidding and Construction Administration Phases of a standard City of Miami, professional services agreement. SELECTION PROCEDURES: In accordance with Florida Statutes 287.055, City o•f Miami Code Section 18.52.3 and City of Miami Ordinances No. 10062 and No. 9512, the Consultant Selection Process will be carried out in three sequential phases: A) Certification B) Initial Evaluation C) Presentation and Interview A. Certification Phase: During this process a Certification Committee consisting of a registered architect, engineer and landscape architect on the City's staff will review the submissions for compliance with the Request for Proposals document and the requirements of the legislation. Each submission will be checked .to ensure that: . I, 1. 1 i� Each firm is currently registered to practice Architecture, Landscape Architecture and Engineering In the State of Florida in accordance with Chapter 481, Part I, FS _Chapter 481, Part 11 and FS Chapter 471, respectively:- (ii) Clear evidence of minority participation is demonstrated in the form of ownership or partial ownership of the firms by minority persons, or the presence of key staff professionals who are minorities. (ill) A Standard Porn 255 has been correctly completed for the entire Team. (iv) Standard Forms.254 have been correctly completed for each firm on the Teach. (v) The required number of copies of the submission are received on time, by the deadline and at the correct location. Proposals failing to meet any of these criteria will be eliminated from the selection process at this point. Ordinance No. 9572 also requires that the Certification Committee determine that the Teams presented in each proposal favorably demonstrate the following: (i) Capability and Adequacy of, personnel for this project. (ii) Good past performance in project administration and in cooperation with former clients. (iii) Ability to meet time schedules and budgets. (iv) Good past experience record. Teams which meet these and the previous.• requirements will be certified for this project. The Certification Committee will provide a report to the Selection Committee indicating its .findings and those which are to receive further consideration. The Consultant Selection Committee, established in accordance with Ordinance No. 9572 will receive the submission packages of the certified Teams in preparation for making their Initial Evaluation, and holding the Presentations and Interviews. The time and date of each presentation and interview will be indicated upon selection. The total timrF Allocated to each Team will be limited to 4s minutes, allowing abocit 20 minutes for the presentation and 15 minutes for the interview. Each Team is responsible far bringing their own equipment including slide projectors, stands and at I e a s t one 20 foot extension cord. The west wall of the meeting room is used as a screen. The Team's presentation must cover the following areas within the time limit: i) Method of Approach ii) Based on the scope of services described herein, the presentation should be a factual dissertation of the Team's organization, including any joint venture or professional, associations; the sub -consultants' organizations; the identification and qualifications of all professional staff, including that of the sub - consultants, that will be assigned to this project; support capabilities; and an outline of activities that will be undertaken by the professional and support staff; time schedules for accomplishing the activities; and a summary of procedures and methods 'developed and used by, .the Team to coordinate •and control projects and assure. delivery of the finished work product on time and on budget. It is not intended'nor acceptable that the Team solve any specific problems, provide consulting services, discuss or display design ideas for this project at this time, but rather that the Selection Committee be presented with information about how the entire Team would function on this City project. Previous Experience Having given the Selection Committee an overview of the Team's method of approach, at least three recent projects which the members of the Team have completed should be presented, preferably in slide form.
