ENCLOSURES:
It is respectfully recommended that the City Commission adopt on
lot reading an ordinance appropriating $200,000 from Special
Programs and .Accounts, Contingent Fund, which would fund four (4)
community cultural events, with a decrease in funding in succeeding
years, per the attached ordinance.
,o-N BACKGROUND
The Department of Community Development has prepared the
appropriate legislation regarding the City Commission's request at
its meeting of September 25, 1986, that an ordinance be drafted
which would allow the City of Miami to support four (4) community
activity projects for a period of four (4) years beginning this
fiscal year. The Commission further stated that after the initial
year's funding, the community project/event would receive a 20%
decrease in funding from the first year's allocation.
The City Commission expressed its intent to grant funds to events
that are established, have a proven track record and are part of
the history and culture of Miami.
At its September 25, 1986 meeting, the Commission granted $35, 000
in support of the Orange Blossom Classic, specifying that this
would be considered as one of the four events to be funded.
After discussion at the October 7, 1986 meeting, this item was
deferred to the November Commission meeting to provide the
e"11A administration with the opportunity to obtain four names of
festivals/community events from each member of the Commission and
tally the top four. It was further clarified that funding would be
for a five-year period, with a phase -out in the 5th year. It was
also requested that the Department of Community Development
establish funding guidelines. Attached is a copy of a previous*
funding policy drafted by the Department of Community Development
that was presented to the City Commission in July, 1985. rages 3
& 4 of that document outline criteria that would be recommended for
those events requesting funding by the City.

1) be sponsored by a not -for -profit corporation
2) be held on an annual. basis
3) promote Miami as a visitor destination
4) have regional, national and international impact
5) have an effective marketing strategy
G) reach a significant audience
7) have a. positive economic impact
6) demonstrate accuracy and reasonableness of funding request
9) indicate support from private and other government sources
That policy further stated that the event(s) must take place in
City of Miami limits and the maximum support would be no more than
1/3 of the event's total budget or $50,000, whichever was lose.
The following events have been submitted by the members of the City
Commission for funding consideration as part of the proposed
ordinance:

It should be noted that Commissioner Carollo has only submitted one
recommendation, which might affect the tally.
Please be advised that the Miami Book Fair is being funded this
fiscal year in the amount of $50,000, which was adopted as part of
the City's annual budget. If the Commission approves, this event
could continue to be funded with monies generated next year by the
20% decrease in funding of the other events.

Additionally, the Big Orange Festival is sponsored and promoted by
Miami Music Festivals, Inc., a for -profit corporation. All other
events are sponsored by not -for -profit organizations.
Staff has not been able to review the budgets nor marketing plans
for any of these events, however, all of the proposed events do
positively promote the City and reach a significant audience.
It is recommended that each year, as funding of the previous year's
organization is decreased, that the Commission consider using those
monies to fund events not previously funded based on the attached
policy, with an annual allocation not to exceed the $200,000.

To establish a policy anJ procedure for the administrative review
and funding for requests made to the City of Miami by community
groups, civic and cultural organizations and institutions, or
sponsors of a specific program, event or , festival.. This shall
include requests for financial support, in -kind City services
and/or facility fee waivers,
Special programs and events eligible for review under this policy
shall consist of one time events or activities such as festivals,
parades, cultural and recreational programs, conferences and
conventions, tournaments, pageants, promotional and economic
development activities.
On -going studies, on -going social service and economic
development programs, as well as requests for administrative and
operational costs only are not eligible for consideration under
r, this policy and will, therefore, be routed through the normal
Community Development or. Federal Revenue Sharing annual funding
processes.
Requests for the following are also not eligible for
consideration under this policy:
- capital outlay
- debt reduction
- fund raising activities
Organizations that schedule fund raising activities and do ndt
have sufficient cash flow will be eligible to request in -kind
services from the City prior to the event, to be repaid to the
City after the event is held.
The City's annual operating budget will establish a line item
amount for all special programs and events as part of the City's
annual budgetary process. The Special Programs Events Committee
will establish projected quarterly allocations based on past
experience of funding patterns once the line item amount for
n community programs and events has been established.
Policy
There are two categories under which City support can be
requested:
1) Community Programs and Events: These shall include a broad
spectrum of programs, projects and events developed by both

City funds must be a last source, and the sponsor must
demonstrate that other funding sources were sought prior to
applying for. City funding.
Priority Will be civen to those applicants that have at
least a dollar to dollar cash match.
Requests under this category will be considered on a
quarterly basis as follows:
For activities/events taking place during the months of
October through December, applications must be submitted
by August 1st. The Committee will meet 'in August to
evaluate proposals.
For activities/events taking place during the months of
January through March, applications must be submitted by
November lst. The Committee will meet in November to
evaluate proposals.
For activities/events taking place during the months of
April through June, applications must be submitted
February 1st. The Committee will meet in -February to
evaluate proposals.
For activities/events taking place during the months of
July through September, applications must be submitted
May 1st. The Committee will meet in May to evaluate
proposals.
The maximum amount granted under this category shall be
$10,000 in cash and/or the cost of in -kind City services.
An applicant may apply only once during the fiscal- year
under this category. Funds awarded under this category are
for one time only.
Applications for Community Programs and Events will be evaluated
based on the following criteria:
1. Amount of budget request; the specific expenditures and
other funding sources; whether or not City funding is an
appropriate source of funds.

2. Whether the applicant's efforts will positively impact on
the community's image on a local and regional level.
3. Whether the activity or event is responsive to the City's
multi -ethnic comm,,uni t.y's needs
4. Whether the rppl.icant demonstrates an effective
promotional cap,7bility.
S. The applicant's overall management capabilities
6. The quality of the program, project or event.
7. The impact on and involvement of the community.
8. Capability to attract financial support from community
resources.
2) Tourist and Economic (development Activities:
These shall include major festivals, economic development
activities and special. Events that are generally held on an
annual basis and that promote Miami as a visitor
destination. These events must have a major impact on
Miami's image regionally, nationally, and internationally;
have an effective marketing strategy; reach a significant
audience; and have a quantifiable, positive economic impact
on the City of Miami.
Funding under this category shall be limited to non-profit
organizations unless the funding is required to attract the
i event/activity to the City of Miami or the City determines
that the activity or event would be an effective national
and international marketing tool.
Organizations applying under this category must have at

least a two year track record of implementing successful
major events, must have a full time director or manager,
i must have a Board of Directors or Board of Trustees.

Events must take place in the City of Miami limits or only
those activities in City limits can receive City support.
The maximum amount granted under this category shall be no
more than 1/3 of the event's total budget or $50,000
whichever is less. Applications under this category shall
be accepted annually as follows:
For FY'85-86, applications must be submitted by August
30, 1985 for events taking place from October 1, 1985 to
September 30, 1986. In subsequent years, applications
will be accepted April 1st through May 1st for events
taking place during the City's following fiscal year.

application and feasibility of the project; accuracy of the
budget and reasonableness of the reque.:t; and indication of
substantial private and/or other governmental support.
Any organization or sponsor .of an activity or event which wishes
to receive City funds in either category shall apply to a Special
Programs and Events Review Committee, to be appointed by the City
Manager and to consist of representatives of various City
Departments and three community representatives. The Committee
shall review all requests and make recommendations to the City
Manager concerning such requests for presentation to the City
Commission. No requests for City funds shall be considered by
the Committee unless and until the applicant completes the
required application fozm.
The applicant will be required to submit an application during
the time specified under the appropriate category in order to be
eligible for consideration of receiving funding.
Application filing dates shall be defined as the date the
completed application is received by the City administration for
processing.

1. The name of the organization applying for the funds and
the address of its headquarters.
2. The names and residence addresses of its. principal
officers and management.
3. Description of the activity or event; the audience to be
served; mar),,eting plans; and why the activity should be
funded by the City.
4. The name and residence address of the person to whom the
City funds are to be disbursed.
S. Name, address, and phone number of principal contact
person knowledgeable of the event.
6. A -complete line item budget for the event to be held and
a list of all other sources of funds for the event; a
line item budget for how City funds would be used.
7. A list of all funding sources for which application was
made and status of the.request.
S. A statement as to whether the event will be a partisan or
political event.
9. A statement as to whether there will be an admission
charge to the event and whether the event will be open to
the general public.
10. The date(s) and location(s) within the City limits when
such event shall be held.
11. A financial statement For the immediately preceding
fiscal year of any public funds received by the
organization or persons seeking the funds, such statement
giving the amount of money so received, together with the
final distribution thereof.
It is the City's intent to try to help organizations become self
sufficient and to identify other funding sources. The potential
to generate revenues and/or attract new sources of funds will be
considered in all applications.

By now, I am sure that you have become aware of the acclaim
received by Miami City Ballet for its inaugural performances at
Gusman Hall last month. There can be no doubt that its initial
performances have elevated the Company in the eyes of the public
and the media from a fledgling, start-up company to a level of
artistry and sophistication found only in well -established (and
well -endowed) companies in relatively few major cities in the
United States.
Ironically, Miami City Ballet's initial success is, in a
sense, also its greatest handicap. This is because critics will
expect a continuation of the same high level of artistry in the
Company's future performances. Moreover, the public is likely to
demand more performances and an expanded Company and repertoire.
Thus, it is important that Miami City Ballet quickly achieve a
firm financial foundation, so as to permit future growth and
development of the Ballet and in order to provide Miamians with
even more of the cultural enrichment that Miami City Ballet
enabled us to experience last month.
To date, community support for the new Company has been
heartening. In addition to private and corporate support, Miami
City Ballet has received $70,000 from the Miami Beach visitors
and Convention Authority, $10,000 ,from the--SbU. ith `I` o` rida--,CDnsor-
tium, and $53,892 from the Dade Council of Arts and Sciences.
Miami City Ballet has requested support from the City of

cultural treasure, we are already attracting international atten-
tion for the City whose name we share. Miami City Ballet opened
at Gusman Performing Arts Center to rave reviews from the Miami,
Ft. Lauderdale, Hollywood and Palm Beach press - as well as the
media from New York, Washington and St. Petersburg. Indeed, so
important is this new ballet company that it has already been in-
vited to dance in North and South Carolina, Tennessee, Wisconsin
and Israel. Even as I write this letter, a New York chapter of
the Friends of Miami City Ballet is being organized.
The response from the community to Miami City Ballet
has been excellent. In addition to private and corporate sup-
port, we have also received $70,000 from the Miami Beach Visitors
and Convention Authority, $10,000 from the South Florida Con-
sortium, and $53,882 from the Dade County Council of Arts and
Sciences.
Now we are asking for support from our City in the sum
of $50,000. Miami City Ballet is on the agenda for November 13.
I hope that I can count on your support for our request at that
time and that you will direct the City Manager to find funding
for Miami City Ballet in special programs and accounts.

I am writing to ask your support for the Miami City Ballet.
As you know, the Miami City Ballet opened at Gusman Performing Arts
Center to rave reviews from the Miami, Ft. Lauderdale, Hollywood and
Palm Beach press --as well as the media from New York, Washington, and
St. Petersburg. Even in its infancy this new ballet company has already
been invited to dance in Nortn and South Carolina, Tennessee, Wisconsin
and Israel and is attracting international attention for the City of
Miami.
There could be ABSOLUTELY NO BETTER CHOICE than Mr. Edward Villela
to establish a quality world renowned ballet company in our maturing
community. He is a unifying force for all ethnic groups in the
community.
Xavier, you know that I try to spend my community time on projects
that will enhance the "gross roots" of the community and have been
very selective on groups I assist. I have been honored to be a charter
Board Member of the Miami City Ballet and can personally attest to
tremendous effort, good planning and well -thought out direction of
the Company. Edward Villela is dedicated to this community and will
definitely bring "good" attention to the City of Miami from throughout
the World.

I have lived here, this has been founded on a realistic long—term time—
table with support from all segments of our community. The Company
is committed to being a part of the community and enhancing all aspects
of the cultural life of the community by bringing ballet to all people
regardless of their economic status. This is clearly exemplified by
the tremendous commitment and willingness of Edward Villela to present
ballet as an art form to all aspects of the community.
While a financial response from the community to Miami City Ballet
has been excellent, we are requesting support from our City in the
sum of $50,000. In addition to private and corporate support, we have

$70,000 from the Miami Beach Visitors and Convention Authority, $10,000

Our City's newest cultural treasure,
the Miami City Ballet, has already attracted
superb international attention for Miami. The
Miami City Ballet opened at Gusman Performing
Arts Center to rave reviews from both the
Florida (Miami, Ft. Lauderdale, Hollywood,
Palm Beach and St. Petersburg) and national
(New York, Washington) press. This new ballet
company has already established such a positive
reputation that it has been invited to dance
in Tennessee, Wisconsin, North and South
Carolina, and Israel.
