_ -v 3--86-937 10/29/86 RESOLUTION NO. 86'-9CI A RESOLUTION APPROVING THE MOST QUALIFIED FIRMS TO PROVIDE PROFESSIONAL SERVICES FOR THE DESIGN OF PEDESTRIAN MALL 114 SOUTHEAST OVERTOWN/PARK h'EST; AITTHORI7,It4G THE CITY MANAGER TO UNDERTAKE NEGOTIATJO?ITS WITH THE MOST QUAJ-.IFJr.D FIRMS TO ARRIVE AT AN AGREEMENT WHICH IS FAIR, COMPETITIVE AND REASONABLE; AND DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR THEIR RATIFICATION AND APPROVAL. WHEREAS, the City Commission approved in principle the Southeast Overtown/Park West Community Redevelopment Plan (Resolution No. 82-755); and WHEREAS, the City Commission approved in principle Design Standards and Guidelines For The Southeast Overtown/Park West Redevelopment Project (Resolution No. 85-313); and WHEREAS, in the Design Standards and Guidelines For The Southeast Overtown/Park West Redevelopment Project two (2) pedestrian malls are proposed; and WHEREAS, the two (2) pedestrian malls proposed to be created on Seventh and Ninth Streets are the predominant public improvements that are to provide identity, unity and a central space for the Redevelopment Project; and WHEREAS, private development proposals have been reviewed and recommended for Phase I, of which eight (8) proposed developments have frontages on Seventh and Ninth Streets; and WHEREAS, specific designs for the Seventh and Ninth Street Malls need to be produced prior to completion of construction plans for fronting private developments; and CITY COM 03514 MEETING OF NOV 13 1966 )N N.. ©� 1 oh WHEREAS, the City Commission authorized the City Manager to prepare and issue a Request For Proposals for professional design servicetr 'end allocated $40,000 from FY 1984-85 Capital Improvemont.s Project funds for pedestrian mall design (Resolution No. 85-400) ; and WHEREAS, the City, through public advertisement and direct mailing, solicited expressions of interest from qualified consultants; and WHEREAS, a Certification Committee and Competitive Selection Committee, appointed by the City Manager., evaluated the qualifications of those firms who responded to the City's Request for Proposals, and selected the firms most qualified to provide professional architectural, landscape architectural and engineering services for tliis project, all in accordance with the Competitive Negotiations Act as defined in Florida Statutes, Chapter 287.055, the City of Miami Ordinances No. 9572 and No. 10062, and Section 18-52.3 of the City Code for the acquisition of professional services; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby approves the recommendation by the Competitive Selection Committee of the following firms as the most qualified to provide, along with designated subconsultants, professional architectural, landscape architectural and engineering services for the Southeast Overtown/Park West Pedestrian Malls Project, as listed in ranked order of recommendation: (a) No. 1: Prime Consultant: MU, Inc. 191 Giralda Ave., PH Coral Gables, FL 33134 Subconsultants: Maurice Gray Associates, Inc. The City Commission hereby authorizes the City manager to negotiate and enter into a professional services agreement on behalf of. the City of Miami with the firm ranked first in order in Section l hereinabove. The City Manager is directed to present the City Commission with the negotiated agreement at the earliest scheduled meeting of the City Commission immediately following the negotiation of said agreement for their ratification and approval. Section 4. The fee for design services shall not exceed the $40,000 authorized by Resolution No. 85-400 and allocated from FY 1984-85 Capital Improvements Project funds. Odio firms - Southeast Overtown/Park "O'City Manager REFERENCEPWest Pedestrian Malls ENCLOSVRES W RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution approving the most qualified firms to provide professional services for the design of pedestrian malls in Southeast Overtown/Park West; authorizing the City Manager to undertake negotiations with the most qualified firms to arrive at an agreement which is fair, competitive and reasonable; and directing the City Manager to present the negotiated agreement to the City Commission for their ratification and approval. BACKGROUND: The Department of Development, in furtherance of Resolution No. 85- 400 (adopted April 11, 1985) which authorized the City Manager to issue an RFP. for design services related to the proposed Seventh and Ninth Streets Pedestrian Malls, has coordinated the process whereby professional services are solicited for Category "B" projects. In accordance with Florida Statutes, Chapter 287.055, City of Miami Code, Section 18-52.3 and City of Miami Ordinances No. 9572 and No. 10062 advertisements to request proposals for professional design services were published in newspapers; and, the Certification Committee and the Competitive Selection Committee appointed by the City Manager evaluated the qualifications of those firms which responded and selected the firms most qualified to provide the professional architectural, landscape architectural and engineering services required for this project. Funding for the professional design services (an amount not to exceed $40,000) was authorized by Resolution No. 85-400 and allocated from the FY 1984-85 Capital Improvements Program Budget. Attachments: Proposed Resolution Consultant Selection Procedures Summary t t P W �'1 8butheast Overtown/Park West Pedestrian Malls Consultant Selection Procedures Summary Legislation and Public Notice On April 11., 1985, the Miami City Commission approved Resolution No. 85-400 authorizing the City Manager to issue an RFF for design services related to the proposed Seventh and t3inth Street Malls and authorizing the appointment of a certification committee and competitive selection committee for the pedestrian malls project in accordance with the City of fli ami Code, Section 38-52. 3. The Resolution also authorized an amount not to exceed e40,000 from the FY 1984--85 Capital Improvements Program budaet. for initial design services for the pedestrian malls project. On February 3, 1.986, public notices were advertised soliciting Request For Proposals For Professional Services Related To The Desi n Of Pedestrian Malls In Southeast overtown/Par}: West see Attachment A or a copy of public notice As a result of this undertaking, fourteen (1.4) individuals/3esi.gn teams submitted proposals by the March 7, 1986 deadline (see Attachment B for list of individuals/design gams submitting proposals). Certification Committee Findings Pursuant to the City Code a certification committee met on March 28, 1986 to review submissions from individuals/design teams responding to the RFP. The certification committee's review was to ensure that certain items and requirements enumerated in the REP document were submitted. The committee certified eleven (11) design teams for the pedestrian malls project. (See Attachment C for a list of certification committee members and Attachment D for a list of certified design teams). f Selection Committee "Short List" On tpril 11, 1986, a competitive selection committee (see Attachment E for composition) met to "short-list" certified design teams for the Presentation and Interview Phase of the consultant selection process. It was the selection committee's decision that five (5) teams would be asked to participate in the Presentation and Interview Phase. After carefully reviewing the submissions of the eleven (11) certified design teams the selection committee recommended the following for further. consideration: Cruz -Stark Associates, PA Wallace, Roberts & Todd/WRT, Inc. O'Leary-Shafer.-Cosio, PA Ronald E. Frazier & Associates, PA Phillips & Brown e 0 P Selection Committee: Presentation i Interview Phase The competitive selection committee convened on May 2, 1986, to hear /0"11N presentations and to interview the five (5) desiarn teams "short- listed" for the pedestrian malls project. Prior to the actual presentations and interviews the selection committee voted to recommend the the three (3) hiahest_ scoring teams to the Manager. and City Corfiission for further consideration. (Please note that "highest score" momans that score closest to one (3). Tt was also agreed in advance, that in the event of a "tie" score, the "tied" teams would be assigned the same rank order.. Therefore, "tie" results relative to Ran)cs I through III would be reported to the Manager. After careful deliberation the selection committee made the following findings and final recomir- dation: Rank Total Score Team I 24 Wallace, Roberts & Todd/WRT, Inc. II 26 O'Leary-Shafer.-Cosio, PA III 36 Cruz -Stark Associates, PA III 36 Ronald E. Frazier & Associates, PA V 43 Phillips & Brown Therefor®, based on the rank order and total score presented in the above table, Wallace, Roberts & Todd/WRT, Inc; O'Leary-Shafer.-Cosio, PA, Cruz -Stark Associates, PA; and, Ronald E. Frazier & Associates, PA, were recommended to the Manager for further consideration, with WRT, Inc., being the competitive selection committee's first choice. (See Attachment F for a statistical breakdown relative to competitive selection committee member scoring). Minority Participation To meet the City of Miami's Minority and Women Business Affairs and Procurement Ordinance the selection committee evaluated levels of minority participation during two phases of the consultant selection process. During the initial evaluation phase teams were awarded up to a maximum of thirty (30) points for minority participation. At the presentation and interview phase of the process teams were awarded up to a maximum of twenty (20) points for minority participation.
