TESTIMONY REGARDING A UNIFIED DEVELOPMENT REQUEST FOR PROPOSALS FOR THE DEVELOPMENT OF A FULL -SERVICE BOAT YARD FACILITY. MARINA AND ANCILLARY MARINE -RELATED RETAIL USE ON CITY - OWNED WATERFRONT PROPERTY LOCATED AT 2640 SOUTH BAYSHORE DRIVE, COMMONLY REFERRED TO AS THE MERRILL STEVENS DRY DOCK COMPANY LEASED PROPERTY; AND TO AUTHORIZE THE ISSUANCE OF A RFP; SELECT A CERTIFIED PUBLIC ACCOUNTING FIRM AND APPOINT MEMBERS OF A REVIEW COMMITTEE TO EVALUATE PROPOSALS AND REPORT FINDINGS TO THE CITY MANAGER AS REQUIRED BY THE CITY CHARTER AND CODE. WHEREAS, the City of Miami Charter Section 53(c) allows for "Unified Development Projects” where an interest in real property is owned or is to be acquired by the City and is to be used for development of improvements; and WHEREAS, on October 7, 1986, by Resolution No. 86-808, the City Commission determined that the development of City -owned property located at 2640 South Bayshore Drive, commonly referred to as the Merrill Stevens Dry Dock Company leased property, would best be accomplished using the Unified Development process for a full -service boat yard facility, marina and ancillary marine - related retail use; and WHEREAS, on October 7, 1986, by Resolution No. 86-808, the City Commission set a Public Hearing, as required by Charter Section 53(c), for November 13, 1986, at 2:30 p.m. to take S testimony regarding said Unified Development Request for Proposals and at its conclusion, if disposed to proceed, authorize the issuance of a Request for Proposals, select a certified public accounting firm and appoint members of a review committee to evaluate proposals and render a written report to the City Manager; and CITY COMMISSION MEETING OF NOV IS 1986 1 ESOLUTION No. REMARKS: WHEREAS, it is in the best interests of the City to reschedule the Public Hearing set for November 13, 1986, at 2:30 p.m. to December 11, 1986 at 11:15 a.m.; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. A Public Hearing set for November 13, 1986, at 2:30 p.m. to consider a Unified Development Request for Proposals for the development of a full --service boat yard facility, marina and ancillary marine -related retail. use on City -owned waterfront I property located at 2640 South Bayshore Drive is hereby rescheduled for December. 11, 1986 at 11:15 a.m. 5 Section 2. As required by City Charter and Code Section 53(c), the City Commission shall, at the conclusion of the Public Hearing, authorize the issuance of a Request for Proposals, select a certified public accounting firm and appoint members of a review committee to evaluate proposals and render a written report to the City Manager. l PASSED AND ADOPTED this 13th day of November 1986. Odio FROM:City Manager For City Cr—immi spicn Feting y of November 13, 1986. ::CLOSURES: i 1 i a RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution rescheduling a Public Hearing set for November 13, 1986 at 2:30 p.m. to December 11, 1986 at 11:15 a.m. to take testimony regarding a Unified Development Request for Proposals for the development of a full -service boat = yard facility, marina and ancillary ma.rine-related retail use on City -owned, waterfront property located at 2640 South Bayshore Drive, commonly referred # to as the Merrill Stevens Dry Dock Company leased property. BACKGROUND: On October 7, 1986, the City Commission adopted Resolution No. 86-808 de- claring that the most advantageous method for development of the Merrill Stevens Dry Dock Company leased property is by a Unified Development Project. Pursuant to Resolution No. 86-808, the Commission further authorized the preparation of a Draft Request for Proposals by the Department of Development and set a Public Hearing for November 13, 1986 at 2:30 p.m. to take testimony regarding the Draft Request for Proposals. On October 28, 1986, the City Manager and the Department of Development held a workshop with the Waterfront Board to discuss the contents of the Request for Proposals. The Waterfront Board has requested additional time in order to prepare recommendations regarding the contents of the Draft Request for Proposals. It is recommended that the attached Resolution be adopted rescheduling a Public Hearing set for November 13, 1986 to December 11, 1986 at 11:15 a.m. to afford sufficient time for preparation of a Draft Request for Proposals for the development of the Merrill Stevens leased property. At the conclusion of the rescheduled Public Hearing, Section 53(c) of the City Charter and Code requires the Commission, if disposed to proceed, to authorize the issuance of a Request for Proposals, select a certified public accounting firm and appoint members of a review committee to evaluate proposals and render a written.report to the City Manager.
