AUTHORIZING THE CITY M)ANAGE.R TO I14STRUCT
THE CHIEF PROCURIJIENT OFFICER TO ISSUE A
PURCHASE BIRDER FOR THIS EQUIPMENT.
WHEREAS, pursuant to pudic notice, sealed bids were
received September 15, 1986 for the furnishing of Labor, and
materials for installation of a Pumping Station at the hiami
Springs Golf Course to the Department of Parks, Recreation and
Public Facilities; and
WHEREAS, invitations were mailed to thirty (30)
potential suppliers and one (1) bid was received; anu
WHEREAS, funds for this purchase are available in the
1985-86 Golf Course Enterprise Fund; and
WHEREAS, this equipment will be used by the Department
of Parks, Recreation and Public Facilities for the purpose of
replacing the existing pump station at the Miami Springs Golf
Course which is grossly inadequate; and
WHEREAS, the City Manager and the Director of the
Department of Parks, Recreation and Public Facilities recommend
that the bid received from Research Irrigation, Inc. be accepted
as the only responsible anu responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The September 15, 1986 bid of Research
Irrigation, Inc. for furnishing Labor and Material for
installation of a Pumping Station at the Miami Springs Golf
Course at a total proposed cost of $36,578.00 is hereby accepted
with funds therefor hereby allocated from the 1985-86 Golf Course
Enterprise Fund.

instructed the Chief Procurement Officer to issue a Purchase
Order for this equipment.

Ordinance No. 10062 established a goal of Awarding 51%
of the
City's total dollar volume of all expenditures for All Goods and
Services to Black, Hispanic and Women Minority
Business
Enterprises on an equal basis.
Minority Vendors who are interested in submitting bids
and who
are not registered with the City as minority vendors are
advised
to contact the City Procurement Office, 1390 N.W. 20th
Street,
Second Floor, Telephone 579-6380.
Detailed specifications for the bids are available upon
request
at the City Procurement Office.
The City Manager may reject all bids and readvertise.

RECOMMENDATION:
It is recommended that a resolution be passed accepting the bid
of Research Irrigation, Inc. for furnishing labor and materials
for Installation of a Pumping Station at Miami Springs Golf
Course to the Department of Parks, Recreation, and Public
Facilities at a total cost of $36,578.
BACKGROUND:
The Department of Parks Recreation and Public Facilities, with
the Department of Public Works, has studied the irrigation system
at the Miami Springs Golf Course. It was determined that the
existing pump station is grossly inadequate for 7 day -a -week
irrigation of the 110-acre facility. It was installed in 1974,
and repair costs have approximated $5,000 annually for the past
three years.
The replacement station will consist of a 75 hp. turbine pump, a
15 hp. turbine pump and an automatic, electronic control. The
combined savings from manual operation, repairs, and reduced
utility payments should amortize the City's investment within
four years.
Pursuant to public notice, sealed bids were invited and opened on
September 15, 1986. The recommended award is to Research
Irrigation, Inc. a non -minority firm and the only bidder. While
slightly over budget, the additional cost will be amortized over
the course of time, and does not justify further delay of this
purchase for rebidding.
