B(;"813(i A RESOLUTION AUTHORIZING THE CITY MANAGER TO MAKE OFFERS TO PROPERTY OWNERS FOR ACQUISITION OF TWO PARCELS (PARCELS 10 AND 1 1) WITHIN THE 0VE1 -1TOWTt COMMUNITY DEVELOPMENT TARGET ARTA AND WHICH IS MORE PARTICULARLY AND LT;Gt,I,LY T)T?OCRIFTD IN THE ATTACHED EXIi IBI TS A AND T3, TO PE USED FOR THE DEVELOPMENT OF HOUSING AFFORDABLE TO LOW AND MODERATE INCOME FAT1ILIE^; FURTHER AUTHORIZING AND DIRECTIINTG THE CITY ATTORNEY TO PROCEED TO CLOSE ON THESE PARCELS AFTER EXAMINATION OF THE ABSTRACT AND CONFIRMATION OF OPINION OF TITLE; FURTHER ALLOCATING PREVIOUSLY APPROPRIATED 11TH -YEAR COMMUNITY DEVELOPMENT LAND ACQUISITION FUNDS IN THE AMOUNT OF .$1,000,000 TO COVER THE COST OF SAID ACQUISITION. WHEREAS, there is a shortage of standard housing in the City of Miami affordable to families and individuals of low and moderate income; and WHEREAS, the City of Miami is in dire need of suitable development sites for the development of such housing; and WHEREAS, the City Commission pursuant to Motion No. 86- 127, directed the City Manager to proceed in acquiring vacant housing sites in the Overtown Community Development Target Area for the development of such housing; and WHEREAS, Parcels 10 and 11 located at 1233 N.W. 3rd Avenue, 208-244 N.W. 13th Street and 1300 N.W. 2nd Avenue have been identified and recommended for the development of housing affordable to low and moderate income families under the City - sponsored Scattered Site Affordable Housing Development Program; and WHEREAS, the City of Miami is interested in acquiring parcels of land located in the Overtown neighborhood at 1233 N.W. 3rd Avenue, 208-244 N.W. 13th Street and 1300 N.W. 2nd Avenue for the development of housing affordable to low and moderate income families under the City -sponsored Scattered Site Affordable Housing Development Program; and .o. ICOYCOISSION MEETING OF NOV 13 1986 r`�13�i -1 - [ESOLUTION Nu. _____________-______- WHEREAS, appraisals have been obtained and efforts to secure the properties for valid public and municipal purposes through negotiation should be undertaken by the City; and WHERFA S, fondfi in the amount of $1 ,000,000 are available from 11th Year Community Development Block Grant funds for acquisition of the subject properties; and WHEREAS, the amounts set forth in Exhibits A and B are reasonable and in keeping with the costs of acquiring property through the normal negotiation process; and WHEREAS, the. City Commission previously established a policy under Resolution No. 77-73 to provide a bonus over the appraised value to owners who sell their property to the City through a. negotiated settlement in lieu of condemnation; NOW, T11FREFO1iE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: SECTION I. The City Manager is hereby authorized to negotiate with the property owners of two parcels of vacant land in the Overtown Community Development Target Area and which are particularly and legally described in the attached Exhibits A and B are hereby authorized for acquisition by way of negotiated purchase. SECTION 2. Odio "c"t ity Manager RNCOMM$NDATION: SU9.1ECT Resolution authorizing Acq"Ap5tion of Parcels in Overtown "EFERENCETarcel No. 10 and No. 11 ENCLOSURES. It is respectfully recommended that the City Commission adopt the attached resolution authorizing the acquisition of two parcels of vacant land in the Overtown Community Development Target Area through a negotiated purchase for the purpose of developing af. )rdable sales housing in the Overtown neighborhood. BACKGROUWD The Housing Conservation and Development Agency recommends the acquisition, through a negotiated purchase, of two parcels of vacant land in the Overtown Community Development Target Area for the purpose of implementing the City's Scattered Site Housing Development Program. The proposed resolution authorizes and directe the City Manager to proceed in acquiring the two subject parcels. On February 13, 1986, through Motion No. 86-127, the City Commission directed the City Manager to proceed in acquiring vacant housing sites in the Overtown neighborhood for the purpose of developing sales housing affordable to low and moderate income families under the City's Scattered Site Housing Development Program. Subsequently, two parcels of vacant land were identified by City staff and endorsed by the Overtown Community Advisory Board for acquisition by the City for the Program. The City retained the services of two appraisers in order to determine the fair market value of the subject parcels.
