CONDITIONS AND LIMITATIONS AS MAY BE
PRESCRIBED BY THE CITY OF MIAMI.
WHEREAS, the Coconut Grove Chamber of Commerce has planned
the 1986 Banyan Festival for November 15 and 16, 1986 in Coconut
Grove and in the City's Peacock Park which will include arts and
crafts exhibitions and sales along Commodore Plaza, Matilda and
Fuller Streets; and
WHEREAS, said certain streets should be closed to through
vehicular traffic during the specified dates and hours of of the
event to ensure the safety of participants and spectators;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MAIMI, FLORIDA:
Section 1. In order to effectuate safe passage and to
establish a temporary pedestrian mall on November 15 and 16,
1986, from 7:00 a.m. to 7:00 p.m., for the 1986 Banyan Festival
sponsored by the Coconut Grove Chamber of Commerce, the following
streets are hereby closed to through vehicular tr~fic for the
specified dates and times:
a) Commodore Plaza from Main Highway to Grand Avenue
b) Fuller Streeet from Main Highway to Grand Avenue
c) Matilda Street form Florida Avenue to Oak Street
d) All streets and avenues intersecting the area listed
above
Section 2. Such closing of streets is subject to the

issuance of permits by the Departments of Police, and Fire -
Rescue. Said permit from the Department of Police is to be
issued upon the full approval of the Chief of Police after giving -
all due consideration to the safety and traffic needs of
residents, businesses, and religious institutions in the area for
entering and crossing through said arterioles and upon the

favorable exercise of the City Manager's judgment predicated upon
all factors set forth herein.
Section 3. Pursuant to the provisions of Ordinance No. 8851,
enacted September 28, 1978, all. retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid on November 15 Ind 16, 1986
during the boars of the Ranyan Festival fror; 7:00 a.m. to 7:00
p.m. on Commodore P1,37a and Fuller Street, bo-it from Main Highway
to Grand, and on Matilda Street. from Florida Ave. to Oak Street,
and on all intersecting streets for two blocks.
Section 3. The aforemention authorizations and approvals are
subject to and contingent upon the or.ganization's compliance with
any applicable administrative directives and/or requirements. —

Resolution for Street Closure -
Banyan Festival

Recommendation:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the closure of certain streets,
subject to the issuance of all necessary permits, during the
scheduled hours of the 1986 Banyan Festival, sponsored by the
Coconut Grove Chamber of Commerce, to be held November 15 and 16,
1986 in Coconut Grove and the City's Peacock Park, said closure
further establishing an area prohibited to retail peddlers during
the specified dates and hours of the event.
Background:
The Department of Parks, Recreation and Public Facilities has
worked with the Coconut Grove Chamber of Commerce to plan the
1986 Banyan Festival for November 15 and 16, 1986 in Coconut
Grove and in the City's Peacock Park. The festival will include
arts and crafts exhibitions and sales along Commodore Plaza,
Matilda and Fuller Streets, preliminarily approved by the Police
Department. In order to ensure the safety of participants and
spectators during the event and to prohibit retail peddlers from
the festival area, the following streets should be closed from
7:00 a.m. to 7:00 p.m. on those dates:
a) Commodore Plaza from Main Highway to Grand Avenue
b) Fuller Street from Main Highway to Grand Avenue
c) Matilda Street form Florida Avenue to Oak Street
d) All streets and avenues intersecting the area listed
above
The street closure will be subject to final review and approval
of the Departments of Police and Fire -Rescue, as is customary.
Additionally, the organizer will be required to comply with all
applicable administrative requirements, including the provision
of event insurance and payment for all City services and fees.
