AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF ALI, PERMITS PEpUIRED BY LAW; SUBJECT TO A14D CONTINGENT UPON COMPLIANCE WITH SUCH CONDITIONS AND LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY OF M;IAM;I, I14CLUDING ASSURANCES THAT THE CITY WILL BE 114SURED AGAINST ANY POTENTIAL LIABILITY AND THAT THE ORGANIZERS WILL PAY FOR ALL OTHER COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENTS. WHEREAS, Coconut Grove Marketing Inc. will conduct the Coconut Grove Waiters Race and the Taste of the Grove Food Festival on November 23, 1986 and January 18, 1987 respectively and; WHEREAS, the City Commission, by Motion No. 86 -824, on October 7, 1986, expressed its intent to support these events; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. An amount not to exceed $4,500 is hereby allocated from Special Programs and Accounts, Contingent Fund, to cover the cost of City services and fees in support of the Coconut Grove Waiters Race and the Taste of the Grove Food Festival to be conducted by Coconut Grove Marketing, Inc. on November 23, 1986 and January 18, 1987, respectively. Section 2. In order to effectuate safe passage during the k Coconut Grove Waiters Race and the Taste of the Grove Food Festival the following streets are hereby closed to through CITY COMMISSION MEETING OF NOY 13 1986 M No. -6. vehicular traffic during the dates and hours specified below: Coconut Grave Waiters Race -- Sunday, November 23, 1986. McFarlane Poad from Peacock Park. to Main Highway South Bayshore Drive from Peacock Park to 27th Avenue Mary Street from Soutli Rayshore Drive to Grand Avenue Taste of the Grove - Sunday, January 18, 1987, 6:00 AM to South Bayshore Drive from Peacock Park to SW 27 Avenue McFarlane Road from Peacock Park to Main HiQhwav Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 3. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department - of Police is to be issued upon the full approval of the Chief of Police after giving all. due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 4. The aforementioned allocations, authorizations r and approvals are hereby subject to and contingent upon the organization's compliance with any and all applicable administrative directives and/or requirements, including those concerning insurance and payment for all other City services' and fees associated with said events. { I PASSED AND ADOPTED this 13th d&Y of Novemb&K 1986. RERERENCES Olio of Beer & wine City Manager ENCLOSUREs Commission Agenda Item November 13 1986 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution which allocates an amount not to exceed $4,500 from Special Programs and Accounts, Contingent Fund, in support of the Coconut Grove Waiters Race and the Taste of the Grove Food Festival to be conducted by Coconut Grove Marketing, Inc. on November 23, 1986 and January 18, 1987 respectively. The proposed resolution additionally authorizes the necessary street closures for these events. The City's support will be subject to the issuance of all permits required by law and compliance with such conditions and limitations as may be prescribed by the City. BACKGROUND: The Department of Community Development has prepared the appropriate legislation formalizing Motion No. 86-824, of October 7, 1986, which e.%presses the City Commission's intent to allocate $4,500 in support of the Coconut Grove Waiters Race and the Taste of the Grove Food Festival to be conducted by Coconut Grove Marketing, Inc., on November 23, 1986"and January 18, 1987 respectively. The organizers will pay for all other costs of the events. The attached legislation also authorizes the necessary street closures in connection with both events, subject to the issuance of all necessary permits required by law.
