THE TRANSPtR Or PERSONNEL, RECORDS, AND EQUIPMENT BUDGETED IN THE PY 1986-8f7 BUDGET 'Or SAID DEPARTMENT; ALSO CONSOLIDATING PUNCTION8 OF SAID DEPARTMENT WITH THE DEPARTMENT OF COMPUTERS, DEPARTMENT OF DEVELOPMENT, AND THE DEPARTMENT Or, COMMUNITY DEVELOPMENT WHILE AUTH09191NO EXPENDITURE OF APPROPRIATED FUNDS BY THE DEPARTMENT OF COMPUTERS, DEPARTMENT OF DEVELOPMENT, AND THE DEPARTMENT OF COMMUNITY DEVELOPMENT; CONTAINING A REPEALER PROVISION AND A 8VtRABILITY CLAUSE. WHEREAS, Section 19A of the Charter of the City of Miami provides that the City Commission may create new departments or, discontinueany department and determine, combine, and distribute the functions and duties,of departments and subdivisions thereof; and WHEREAS, it is the desireofthe City Commission to exercise such authority and to abolish the Department of Communications and to consolidate functions and duties of the Office of Cable Communications within the Department of Computers and to assign protocol -related functions to the Department of Development 'while assigning the public information f unction 'to the Department of Community Development; and WHEREAS, the general public will be served,thereby in a more economical, efficient, and satisfactory manner; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:I Section 1. a. The Department of Communications is hereby abolished; b. All personnel, records, and equipment previously assigned to the Cable Communications Division of said Department are hereby reassigned to the Department of Computers; c. (i) Except as hereinaf ter provided, all personnel, records, and equipment and previously assigned to the Public Affairs Division of the Communications Department are hereby i . I reassigned to the Department of Community Development; (ii) brie individual, filling the position of Assistant Direotor/Pubiid Affairs and one ihdividuai fiil.irtg the position of public Affairs Aide in said public Affairs Division are hereby reassigned to the Department of Development to perform'prot000l- related. functions. Section 2: The Department of Computers, the Department ;z OP Community Development, and the Department of Development are hereby authorized to expend funds which have been appropriated for expenditure by the Department of Communications. Section 3. it is the intention of the City Commission that the provisions of this ordinance shall become and be made a part of the Code of the City of Miami., Florida, as amended, which provisionsmaybe renumbered or relettered and that the: word "ordinance" may be changed to "section", "article", or other appropriate word to accomplish such intention. Section 4. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and on the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies,, and to generally carry on the functions and duties of municipal affairs. Section 5.,_ The requirement of reading this ordinance on two separate days is hereby dispensed with by an.affirmative vote of not,less than four -fifths of the members of the Commission. Section 6. All ordinances or parts of ordinances insofar as they are inconsistent or in oonfliot with the provisions of this ordinance are hereby repealed. Section 7. City Manager's Office. I have, however, determined that additional latitude exists for the simplification of the City's organizational structure. ,..0 Effective immediately, I am abol i shi ng the Department of c,, Communications. The, Cable. Communications and Public Information functions will be transferred to the Computers, Development and Community Development Departments respectively. Mr. Samit Roy, Support Services Administrator will assume programmatic responsibility for the Cable Communications function and Mr.. Frank Castaneda, Director of the Department of Community Development will assumer responsibility for `the Public In unction to L be 7placed within the Citizen's Response Center. Ms. - Virginia 'Godoy and Ms. Maria Fernandez wi l 1 be transferred to the Department of. Development from the Department of Communications to perform protocol -related functions. In- addition, I am L abolishing the Planning and Zoning Board's Admi ni stration and am consol i dati ng the functions of the P1 a n n i n g and Zoning. Boards Administration into the Building and Zoning Department. Editha' Fuentes, Director of the Building and Zoning Department' will assume responsibility for the Planning and Zoning Boards Administration function. As a result of the aforementioned consolidation, I have appointed Mr. Aureiio. Perez-Lugones to the position of Legislative Admi ni strator. Mr. Perez - Lugone,s wi 11 be responsible , for coordi nation of the regular and Planning and Zoning Commission agendas as well as legislative liaison between the.
