Odio City Manager RECOMMENDATION: DATt: NOV 19 im VI«: SUBJECT: Resolution for Commission Action RErtmeNc[f: Miami Police Department Athletic ENCLOSURts: Program It is respectfully requested that the City Commission allocate funding in an amount not to exceed One Hundred Thousand ($100,000.00) dollars from the City Miami Law Enforcement Trust Fund to cover necessary expenditures for the Police Department's Police Athletic Program. BACKGROUND: The City of Miami Police Department has implemented the Police Athletic Program in order to enhance our relationship with the community. This program provides an opportunity, mainly through sport activities, for youths and young adults to strive to do their best, build self-confidence, work as a team, develop self- discipline, learn sportsmanship, and work together on projects to improve their community. Over twelve hundred (1,200) youths and young adults have benefited from the boxing and weightlifting programs, and nine (900) hundred others have benefited from other activities provided. A short time after the implementation of the Police Athletic Program, unemployment, one of the major concerns of young adult participants, was addressed. Officers began asking around the community for available employment, and in January of 1984, the jobs program entitled "Cop -A -Job" was begun. "Cop -A -Job" has been successful in identifying and placing participants in one hundred ten (110) jobs to date. This program was an ambitious undertaking that had operated without FY 84-85 budget funding. The officers involved had dipped into their own pockets, and Chief Dickson had to financially support this effort from his office allowance. Nevertheless I am pleased to say that no youth has been turned away who lives in our City and wants to participate. F% �o�Ti ors ��- 9 s-o Ya 00b The Honorable Mayor and Members of the City Commission Page Two Resolution for Commission Acti on In August of 1985, the City of Miami Commission unanimously passed a resolution which allocated forty-five thousand ($45,000.00) dollars from the Law Enforcement Trust Fund to finance this program. Relentless hard work by the Miami Police Department and continued support from the Commission helped the program expand to Roberto Clemente Park in the Wynwood area. Roberto Clemente Park was chosen because of the increase in juvenile gang activity and potential conflicts between police and youth. The Wynwood Community is elated over the program and is directly involved in making it as successful as the Overtown site. Plans are now in the works to implement a third site in the Liberty City area. This program has brought positive local, national, and international media attention to the City of Miami. At present, the Miami Poli_e Department Athletic Program is in need of additional funds to replace worn out equipment, obtain new supplies, and to finance trips to competitions. Therefore, it is recommended that the City Commission approve this request for one hundred thousand ($100,000.00) dollars in order to adequately support this program which has proven its worth, and now needs our genuine support. The funds for this program are available within the City of Miami Law Enforcement Trust Fund and the Law Department has stated that this expenditure would be appropriate.
