AN EMEROENCY ORDINANCE ABOLISHING THE
PLANNING AND ZONING BOARDS ADMINISTRATION
DEPARTMENT AND CONSOLIDATING THE FUNCTIONS OF
SAID DEPARTMENT WITH THE BUILDING AND ZONING
DEPARTMENT, ALSO PROVIDING FOR THE TRANSFER
TO THE BUILDING AND ZONING DEPARTMENT OF
FUNDS, PERSONNEL (EXCEPT FOR THE DIRECTOR),
RECORDS AND EQUIPMENT CURRENTLY BUDGETED FOR
THE PLANNING AND ZONING BOARDS ADMINISTRATION
DEPARTMENT; FURTHER PROVIDING FOR FUTURE
REAPPROPRIATION OF SAID BUDGETED FUNDS AND
AUTHORIZING THE EXPENDITURE OF SAID FUNDS BY
THE BUILDING AND ZONING DEPARTMENT
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE:
WHEREAS, Section 19A of the Charter of the City of Miami
provides that the City Commission may create new departments or
discontinue any department and determine, combine, and distribute
the functions and duties of departments and subdivisions thereof;
and
WHEREAS, it is the desire of the City Commission to exercise
such authority and to consolidate functions and duties of the
Planning and Zoning Boards Administration Department with the
Building and Zoning Department; and
WHEREAS, the general public will be served thereby in a more
economical, efficient, and satisfactory manner;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1.
a. The Planning and Zoning Boards Administration
Department is hereby abolished;
b. With the exception of the Director, all personnel,
funds, records, and equipment previously budgeted in the Fiscal
Year 1986-87 budget of said Department are hereby transferred and
reassigned to the Department of Building and Zoning; and
c The Department of Building and zoning is hereby
authorized to expend funds currently appropriated to the Planning
and Zoning Boards Administration Department which funds shall be
subject to future reappropriatiQu

Section 2. It is the intention of the City Commission
that the provisions of this Ordinance shall become and be made a
Part of the Code of the City of Miami, Florida, as amended, which
provisions may be renumbered or relettered and that the word
"ordinance,, may be changed to "section", "article", or other
appropriate word to accomplish such intention.
Section 3. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City of
Miami and on the further grounds of the necessity to make the
required and necessary payments to its employees and officers,
payment of its debts, necessary and required purchases of goods
and supplies and to generally carry on the functions and duties
of municipal affairs:
Section 4. The requirement of reading this ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four -fifths of the members of the Commission.
Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this ordinance are hereby repealed.
Section 6. If any section, part of section, paragraph,
clause phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.

RECOMMWATTON:
It is respectfully recommended that the City Commission adopt the attached
emergency ordinance abolishing the Planning and Zoning Boards Administration
Department and consolidating the functions of said department with the
Building and Zoning Department.
bAUKUKUUNU:
Since my _appointment as City Manager, I have identified and implemented a
series of organizational initiatives directed toward streamlining and
reforming the City's government. The primary thrust of these initiatives was
to reduce the number of associated cost of departments through a consolidation
or realignment of similar functions.
As part of this ongoing effort, I am abolishing the Planning and Zoning Boards
Administration Department and consolidating the function of this departnent
with the Building and Zoning Department.
This consolidation will result in a more economical way to serve the general
public and the Boards without reducing the level of service or efficiency.
