Mr. Cesar Odio
City Manager
City of Miami
3500 Pan American Dr.
Miami, Florida 33133
Gear Mr. Odio:
November 24, 1986
I am writing you at the direction of Ms. Diane -Johnson
and Mr. Danny R'resk i of the City of Miami Department of
Parks, Recreation and Public Facilities, to request an
appearance for myself and my associate Mr. James Dude::,
President of Miami Entertainment, at the December 11, 1986
meeting of the Miami City Council to discuss our plans for
presenting a major special event at Bicentennial Park over
Easter Weekend (April 179 18 and 19, 1987) .
The working title of this event is the Miami Music
Celebration, and it will be patterned after similar events
that I have presented in the Detroit area in the past.
These events are currently among the largest attended events
presented in this area. They are underwritten by
corporations and local media sponsors and are presented
absolutly free to the public.
The 1985 Budweiser Downtown Hoedown was attended by
665,000 people, the 1986 Hoedown was attended by 721,000
people, and our inaugural (1986) Motor City Music
Celebration drew 4259000.
By presenting the Miami Music Celebration at a time
when there is a great influx of people to southern Florida
we believe that we will be able to attract many of them to
our event. A conservative estimated attendance, based on
past experience, would dictate that this event will draw
between 250,000 and 500 , 0(:)0 people.
We would very much like your permission to meet and
discuss with the City Council this massive undertaking so
that you will have a better understanding of what we are
proposing. Also, so we can solicit your assistance and
support to insure its sucess.
We intend to make this an annual event that will
continue over a period of time to attract millions of people
to the Miami area.

It is imperative that we have your support and
cooperation for this first annual Miami Music Celebration as
we will be soliciting many hundereds of thousands of dollars
to underwrite this venture from corporations and local
media. In order to insure ourselves the greatest chance of
sucess we will depend on a strong working relationship
between ourselves and the different city departments that
may be involved.
Thank you for your time. I hope to hear from you in
the very near future.
Sincerel y,
U-A

Dear Mike:
I would like to recap our involvement with you, seeing that
we've been associated with you on four major promotions this
year alone. Needless to say, 1986 has been one busy year.
1. Let me start off with the Grand Prix Friday "Free Prix
Day" noon -time and evening concert:
- the noon -time band you provided, -Black Market, was
and 'excellent choice.
Our association with you and the fact that you
convinced Sanders to get involved, was perfect. I
felt that you were more than fair in attaching our
name to the evening concert with Dave Ruffin and
Eddie Kendricks in turn for Free Press mentions of
your week -end activities.
- Overall,-4your association with us was very effective.
2. Zoo Days (Pepsi Promotion):
--This promotion was effective for us not only because
you were giving away prizes, but Pepsi was donating
money ($.10 for each can consumers brought - over
and above actual can redemption) to the Detroit Zoo.
A great community service tie-in for us. We received
many phone calls from our readers for more information
pertaining to the event.

3. Chene Park - Jazz Series:
- Your work in this effort pays off. In a year we were
launching our new weekly city zone edition each
Thursday, the timing couldn't have been better.
Additionally, you couldn't have picked better sponsors
in St.roh's, WJZZ, Detroit Council of the Arts and
Detroit Recreation Department. This series will only
get bigger. It can't get better, because you've
already reached that plateau.
4. Motor City Music Celebration:
This was, by far, the largest event of the year for us.
Your organizational skills came through to get five
sponsors all in sync with one another. I cannot express
how much I admired the way you implemented this promotion.
The talent was by far the best in Detroit at that time.
You made it easy for us to participate in this event and
I came away convinced that over 600,000 concert -goers
were happy.
To sum it all up, I've appreciated working with you, secure
knowing that there is a professional out there that can make
things happen. Not once in our association with you did I
feel that we were getting less than what we bargained for.
I look forward to working with you next year, a year that
promises to be an important one for newspapers in Detroit.
Until then.
AL Sincerely,
eo !g,(O.Z.

I have had the opportunity as Community Affairs Manager of Ford
Motor Company to be associated with Mr. Mike Watts for the last 3 years.
We have collaborated on the worthy project of developing Chene Park on
Detroit's east riverf ront into a major out-of-doors cultural amphitheater.
In this venture I have grown to regard Mr. Watts as a sincere, dedicated
and industrious organizer. While we have had a business relationship only,
I consider Mr. Watts to be of excellent character and I know of nothing
that would reflect unfavorably upon him.
