Prentice Rasheed, the Miami Amcop, Inc., Chariman, which is a Non -Profit Coll- ec::ive &ry Program, designed to help establish for profit business(es) for the striving poor. %41 I would like to propose, present, and request of the City of Miami, a ten \ (10) year loan with a low two percent (2%) interest rate for the purpose of helping the poor merchants which the banks and insurance corrpanies have declined and proclaim—, ed us as "high risks" based on the normal or high standard that the Government has set for making loans. and to sell reasonable insurance coverages. Because our situations are below normal, and we haven't the proper people to represent us in our poor situation(s), in this Government, in the United States of .America, we find it necessary (since the City Government has directly contributed to our below normal hardship situations; ) where we do not qualify to get a normal loan, then we request that the City Government help us correct our situation(s) by granting us a direct loan in the sum of One Million Dollars. I, Prentice Rasheed, the Miami Amcop Chapter Chariman, will directly and absolutely be responsible for paying all and every penny of our tax payers money back! I, Prentice Rasheed, is now in the process of making a movie, a book, ro.cording a record and arranging tours. I would like to turn those financial rights over to. the City of Miami for the sum to cover this One Million Dollars Loan. Ninety-five percent (95%) of all income beyond and above the loan debt will and shall be the profit of Prentice Rasheed with five percent (5%) to go to the City of Miami. This One Million Dollar Loan will mostly be used to help the poor merchants before this Christmas in the form of loans for those businesses in need of inven- tory and operating capital. These loans should help provide jobs and relieve the young men and women from having to sell drugs and comnit crimes. This effort should be looked on in the light of all those young men and women that have lost their lives because of the lack of econanic opportunities. Please note: The tax reduction on the Standing Buildings must be passed on to the lessee. The tax reduction for the New Buildings on vacant lots is to promote construction activities, to produce jobs as stimulation to the economy in the use of building and household products which will put tax revenue in a higher order from the jobs and new developments. The sale tax reduction will create incentatives for a better intergration for the poor communities by new business locations and developments and shoppers saving activities. Prentice F.
