RESOLUTION NO.
A RESOLUTION DIRECTING THE ADMINISTRATION TO
BEGIN PLACING CERTAIN REQUIRED CITY
ADVERTISEMENTS IN THE MIAMI NEWS, WITH THE
EXCEPTION OF THOSE ADVERTISEMENTS WHICH ARE
DETERMINED BY THE CITY MANAGER TO BE PLACED
IN THE MIAMI HERALD IN THE BEST INTERESTS OF
THE CITY.
WHEREAS, in order to inform the general public of certain
activities of the City government it is necessary to place
certain notices in a newspaper of general paid circulation; and
WHEREAS, the City Commission is desirous of reducing
advertising costs; and
WHEREAS, the City Manager may find it is in the best
interest of the City to place a notice in a particular newspaper
of general paid circulation regardless of cost;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Effective January 1, 1987, when it is
necessary to publish a notice in a newspaper of general paid
circulation, all City departments, offices and boards are hereby
instructed to publish such public notices in the Miami News,
unless said notice is speeifioally approved by the City Manager
or his designee, to be published in the Miami Herald; said
newspapers being hereby required at all times to meet criteria
established by law.

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the Miami News for placement of
advertising, further authorizing the City Manager or his designee
to make a determination if some advertisements would be placed in
the Miami Herald, after consideration of ad content and the size
of the targeted audience.
BACKGROUND:
The General Services Administration Department has analyzed the
advertising costs incurred by the City of Miami and has examined
methods of reducing said costs. As a result, the attached
resolution was developed in order to reduce expenses and yet
provide necessary flexibility to the City administration when
required.
On December 19, 1985, the City Commission approved Resolution No.
85-1181 which directed the administration to begin placing all
required city advertisements in the Miami Herald instead of the
Miami News.
Below is a summary of the number of ads of each kind placed in
the Miami Herald and the total costs for the time period of
January through October 1986. There was no advertising placed in
the Miami News during this period.

A rate comparison between the Miami News and the Miami Herald,
indicates that rates are from three to four times more costly in
the Miami Herald. It is estimated that yearly savings would be

approximately $186,000 if all advertising now done in the Miami
Herald were to be done in the Miami News. However, advertising
costs are related to the circulation of the newspaper, the larger
the readership, the higher the cost. Therefore, it is important
to determine the necessity that an advertisement be given the
widest exposure possible, versus the placement of an ad for legal
or informational purposes.
Advertising costs for the City could be reduced if departments
were given the option to advertise in either the Miami News or
the Miami Herald. Selection by the City Commission of solely the
Miami News or the Miami Herald for advertising purposes does not
permit administrative flexibility. For example, if on cost alone
the Miami News is selected as the only newspaper in which to
advertise, then recruitment for positions with the City will be
negatively impacted. Auction announcements placed only in the
Miami News would not receive wide exposure, which reduces the
attendance, and therefore the income from these events.
Furthermore, the placement of full page size advertisements in
the Miami Herald as is often done, is extremely costly to the
City. In a recent example, a nearly full page ad in the Miami
Herald cost $6,986 compared to the approximately $1,575 it would
have cost in the Miami News. In the interest of cost savings it
is necessary the recommended action be taken.
In regard to advertising in the small, weekly newspapers used by
the City, it is again time to identify the newspapers to be used
during the upcoming year. It is proposed that information
regarding the small newspapers be brought up-to-date and that the
matter regarding advertising in small newspapers be brought to
the City Commission at the January meeting, when a selection can
be made.

ENCLOSURES
Attached for inclusion on the December 11, 1986 City Commission
agenda is a resolution authorizing advertising in the Miami News
and further authorizing the City Manager or his designee to
approve some advertising in the Miami Herald. As requested,
staff has prepared an analysis of newspaper advertising costs,
particularly in regard to the cost of the Miami Herald versus the
cost of the Miami News.
To clarify, there are three types of advertising done by the
City, legal, classified and retail/display. Each of these types
is used for a specific purpose. The legal ad is almost always in
the familiar small print, columnar classified format and appears
in the classified section of the newspaper. The classified ad
may be in either the usual classified format or in display format
but always appears in the classified section. Retail ads placed
by the City are always in display format and are usually placed
in the local section of the newspaper. Attached are examples of
the three types for your information.

The advertisement is in compliance with state law which requires
certain notices to be a minimum size, but since statute only
requires the ad to be in a newspaper of general paid circulation,
perhaps another approach could be used. Putting the full page ad
in the Miami News and a synopsis of the ad in the Miami Herald
which would advise people to contact the department for further
information, would satisfy the legal requirements, save money and
still keep the public informed.
Therefore, a resolution has been prepared which recommends that
the City Commission approve both the Miami Herald and the Miami
News for placement of advertising. The City Manager or his
designee would make the determination of the newspaper to be used
after consideration of ad content and the size of the targeted
audience. It is further recommended that departments be directed
to review ad formats and placement to determine if additional
cost savings can be achieved by using a less expensive type of ad
when publishing in the newspaper.
In regard to the small, weekly newspapers now being used by the
City, it is again time to identify the newspapers to be used
during the upcoming year. It is recommended that information
regarding the small newspapers be brought up-to-date and that the
matter regarding advertising in small newspapers be brought to
the City Commission at the January meeting, when a selection can
be made.
Attached for signature of the City Manager is a memorandum
recommending that the resolution be approved.
