A RESOLUTION AUTHORIZING THE CITY MANAGER TO
AMEND THE ECONOMIC DEVELOPMENT AGREEMENTS
WITH THE ALLAPATTAH BUSINESS DEVELOPMENT
AUTHORITY, INC., AND WYNWOOD COMMUNITY
ECONOMIC DEVELOPMENT CORPORATION, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR THE
PURPOSE OF EXTENDING THE CONTRACT AGREEMENT
FROM DECEMBER 31, 1986 TO JUNE 30, 1987 AND
TO PROVIDE AN ADDITIONAL T14ENTY FIVE THOUSAND
DOLLARS ($25,000) FROM TWELFTH (12TH) YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR
EACH ORGANIZATION FOR THE ACCOMPLISHMENT OF
THEIR ADMINISTRATIVE AND PROGRAMMATIC
OBJECTIVES.
WHEREAS, the City Commission is committed to economic
development and the expansion of trade and commerce; and
WHEREAS, the promotion of economic revitalization in the
neighborhoods of the City of Miami is an important part of the
City's economic development strategy; and
WHEREAS, Allapattah Business Development Authority, Inc. and
Wynwood Community Economic Development Corporation have received
a satisfactory work performance for the six (6) month
probationary period from July 1, 1986 to December 31, 1987; and
WHEREAS, the City Commission is desirous of continuing the
neighborhood economic development program and funds are available
from Twelfth Year Community Development Block Grant for such a
purpose;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to amend
the contract agreements with the Allapattah Business Development
Authority, Inc. and Wynwood Community Economic Development
Corporation to extend the expiration date from December 31, 1986
to June 30, 1987 effectively changing the contract period from
six (6) months to one year and to provide an additiqual r..�.—��s;.�,

Economic Development Corporation•

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the execution of an amendment, in
substantially the form attached hereto, to the Twelfth (12th)
Year Community -Based Organization agreements between Allapattah
Business Development Authority, Inc., Wynwood Community Economic
Development Corporation and the City of Miami for the purpose of
extending the contract period another six (6) months to June 30,
1987 and providing an additional twenty five thousand dollars
($25,000) from the Twelfth (12th) Year Community Development
Block Grant Funds.
BACKGROUND:
The Department of Community Development has analyzed the need to
execute the attached amendments to the existing City agreements
with both the Allapattah Business Development Authority and
Wynwood Community Economic Development Corporation.
On June 12, 1986, the City Commission passed Resolution No. 86-
463 Authorizing the City Manager to enter into agreements with
eleven (11) neighborhood economic development/community-based
organization's (CBO's). Seven CBO's were to be funded for a one
year period at fifty thousand dollars ($50,000) each.
Four of the eleven (11) CBO's were to be funded at a level of
twenty-five thousand dollars ($25,000) for a six (6) month period
on a probationary status. The Allapattah Business Development
Authority (ABDA) and Wynwood Community Economic Development
Corporation are two agencies currently under contract and on
probation.
The probationary status of six (6) months from July 1, to
December 31, 1986 for both ABDA and WCEDC, was recommended based
on the agency's unsatisfactory performance with its 1985-86 City
agreement.
Subsequently, the work performance of the two organizations
during this period has been evaluated and determined to be
satisfactory. In addition, the Department of Community
Development received satisfactory audits in July, 1986 for the
prior year contract of both agencies.

Within the six (6) months probationary period, ABDA has worked to
implement the City's Commercial Facade Program, was instrumental
in establishing the Allapattah Parking Advisory Committee of the
Off -Street Parking Authority, increased the membership of the
Allapattah Chamber of Commerce and organized, cosponsored and
produced the first annual Fair of Allapattah held on November 8,
1986 at Curtis Park.
WCEDC has also worked to implement the City's Commercial Facade
Program involving over twenty (20) local business in the
neighborhood. The agency helped reorganize the Biscayne Wynwood
Chamber of Commerce and established a new social club of Puerto
Rician City of Miami Police Officers, which helps create a police
presence in the neighborhood. In addition, WCEDC has submitted a
proposal for the purchase of a small building for the purpose of
creating a Wynwood Neighborhood Business Center to provide
services to area businesses. This proposal is still under
review.
Based on the foregoing, additional funding and a contract
extension is recommended.

AMENDMENT N0. 1
An Amendment to the Agreement dated , 1986
between the City of Miami, hereinafter referred to as the "CITY'
and
hereinafter referred to as the "CONTRACTOR".
WHEREAS, the City Commission passed Resolution No. 86-463 on
June 12, 1986 for the provision of services for economic
development; and
WHEREAS, the Contractor was funded for a probationary period
of six (6) months from July 1, to December 31, 1986; and
WHEREAS, additional funding and contract extension for the
CONTRACTOR is subject to a satisfactory compliance with its
current agreement; and
WHEREAS, it has been determined that the CONTRACTOR has
completed a satisfactory performance of its work program for the
six (6) month probationary period.
THEREFORE, in mutual consideration of the covenants made
herein and in the agreement of which this is an amendment, the
parties hereto understand and agree as follows:
1. That Article II, Section 2.1 of this Agreement between
the parties, above stated, is hereby amended to extend the
expiration date from December 31, 1986 to June 30, 1987.
2. That the CITY provide an additional twenty-five thousand
dollars ($25,000) in administrative and programmatic funding for
the purpose of assisting the CONTRACTOR in providing an economic
development program, from the Twelfth (12th) Year Community
Development Block Grant Program.
3. It is further understood that all the terms and
conditions outlined under the original Agreement will remain in
full force and effect without modification except as herein
stated.
