A RESOLUTION ALLOCATING $75,000 FROM THE SPECIAL PROGRAMS AND ACCOUNTS: CONTINGENT FUND TO THE SENIOR CENTERS OF DADE COUNTY, INC., WHICH OPERATES A HOME DELIVERED FOOD PROGRAM FOR THE FRAIL ELDERLY; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENT WITH APPROVED AGENCIES, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. $75,000 from the Special Programs and Accounts: Contingent Fund are hereby allocated as specified below: AGENCY AMOUNT Senior Centers of Dade County, Inc. $75,000 Total Allocation $75,000 Section 2. The City Manager is hereby authorized to enter into agreement, in a form acceptable to the City Attorney, with the aforementioned agency to operate a home delivered food program for the frail elderly, subject to the conditions and limitations contained herein and in the City Code. Odio City Manager RECOMMENDATION: DATE DEC 51986 SUBJECT Allocation to Food Programs REFERENCES ENCLOSURES FILE It is respectfully recommended that the City Commission adopt the attached resolution which allocates a total of $150,000 from Special Programs and Accounts: Contingent Fund, to be divided in equal allotments of $75,000 to the Senior Centers of Dade County, Inc. -Home Delivered Meals Project and the Miami Jewish Home and Hospital for the Aged, Inc. -Douglas Gardens Senior Adult Day Care Center at Legion Park, and further authorizes the City Manager to enter into agreement with said agencies in a form acceptable to the City Attorney. BACKGROUND: The Department of Community Development recommends that $150,000 of Special Programs and Accounts: Contingent Fund be allocated to two (2) food programs previously supported by City of Miami Federal Revenue Sharing Funds. During the budget hearings in September of 1986, the City Commission approved Motion No. 86-659, expressing its intent to provide an additional $150,000 from the budget of the Department of Parks, Recreation and Public Facilities to food programs. It is recommended that the $150,000 be divided equally between food programs operated by the Senior Centers of Dade County, Inc. and the Miami Jewish Home and Hospital for the Aged, Inc. Both agencies operated effectively while under contract with the City and are the only previously City funded food programs which did not receive continued support during fiscal year 1986-87. The Senior Centers of Dade County, Inc. -Home Delivered Meals project received $199,000 of Federal Revenue Sharing Funds during 1985-86. This project provides home delivered meals on a Citywide basis to frail, elderly City residents who are unable to attend a congregate meal site and are not accessible to other "meals on wheels" programs. Frozen meals, which are provided on a seven (7) days a week basis, are delivered to the homes of participants. The reduced funding will necessitate a decrease in the level of service, but it will provide support to those clients determined to be most needy by the project. 86-990. The Honorable Mayor and Members of the City Commission Page two The Douglas Gardens Senior Adult Day Care Program at Legion Park operated by the Miami Jewish Home and Hospital for the Aged received $108,465 of Federal Revenue Sharing Funds from the City during fiscal year 1985-86. Services are provided in a City facility located at Legion Park. Douglas Gardens operates a multiple services program for the elderly, which includes a congregate setting hot luncheon meal, and is licensed as a senior adult day care center by the State of Florida. The attached resolution effectuates the intent of the City Commission expressed in Motion No. 86-659 approved during the 1986- 87 budget hearings. Attachment 86-990
