RESOLUTION NO.
A RESOLUTION CONCERNING THE 1987 COCONUT
GROVE ART FESTIVAL TO BE HELD FEBRUARY 14, 15
AND 16, 1987 IN PEACOCK AND MEYERS PARKS AND
IN DOWNTOWN COCONUT GROVE, AUTHORIZING THE
CLOSURE OF CERTAIN STREETS TO THROUGH
VEHICULAR TRAFFIC AND CREATING AT TEMPORARY
PEDESTRIAN MALL, SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF POLICE AND
FIRE-RESUE; RESTRICTING SAID AREA TO RETAIL
PEDDLERS DURING THE SCHEDULED HOURS OF THE
EVENT; GRANTING THE REQUEST OF THE SPONSORS
TO SELL BEER AND WINE DURING THE EVENT,
SUBJECT TO THE ISSUANCE OF A TEMPORARY PERMIT
BY THE STATE OF FLORIDA DEPARTMENT OF
BUSINESS REGULATION, DIVISION OF ALCOHOLIC
BEVERAGES AND TOBACCO; SAID AUTHORIZATIONS
FURTHER SUBJECT TO AND CONTINGENT UPON
COMPLIANCE WITH SUCH CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY
OF MIAMI, INCLUDING PAYMENT FOR ALL CITY
SERVICES ASSOCIATED WITH THE EVENT.
WHEREAS, the Coconut Grove Association has planned the 24th
Annual Coconut Grove Art Festival to be held February 14, 15 and
16, 1987; and
WHEREAS, the sponsor also requested permission to sell beer
and wine for a three day period during the event at various sites
throughout Coconut Grove but within event boundaries; and
WHEREAS, it has further been requested that certain streets
be closed to through vehicular traffic, establishing a pedestrian
mall for the duration of the event to provide for the safety of
attendees and participants;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to provide safe passage and a temporary
pedestrian mall for attendees and visitors during the 1987
Coconut Grove Arts Festival, the following streets are hereby
closed to through vehicular traffic from 7:00 a.m. to 7:00 p.m.
on February 14, 15 and 16, 1.987:
a) South Bayshore Drive from Charthouse Drive to
McFarlane Road.
b) McFarlane Road from South Bayshore Drive to
Grand Avenue.

(c) All streets and Avenues intersecting the areas listed
above.
Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire -Rescue.
Said permit from the Department of Police is to be issued upon
the full approval of the Chief of Police after giving all due
consideration to the safety and traffic needs of residents,
businesses and religious institutions in the area for entering
and crossing through said arterials and upon the favorable
exercise of the City Manager's judgment predicated upon all
factors set forth herein.

Section 3. Pursuant to the provisions of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will
not be valid on
February
14, 15 and 16,
1987, during the hours
of 7:00 a.m. to
7:00 p.m.
on said closed
streets, and on all intersecting streets
for two
blocks in all
directions.
Section 4. Upon
the issuance of a
temporary
permit by the
Florida Department of
Business Regulation, Division of alcoholic
Beverages and Tobacco,
to sell beer and
wine, and
pursuant to the
City Code, the request of. the Sponsors to sell beer and wine for
a three day period in connection with the Coconut Grove arts
Festival on February 14, 15 and 16, 1987 is hereby granted in
compliance with Ordinance 9777, further subject to the issuance
of all permits required by law.
Section 5. The aforementioned authorizations and approvals
are subject to and contingent upon the organization's compliance
with any applicable administrative directives and/or
requirements, including payment for all City services required in
connection with the event.

Concerning the 1987
Coconut Grove Art

It is respectfully recommended that the City Commission adopt the
attached resolution concerning the 1987 Coconut Grove Arts
Festival to be held February 14, 15, and 16, authorizing the
closure of certain streets, restricting the area to retail
peddlers and authorizing the sale of beer and wine at various
sites during the scheduled hours of the event.
BACKGROUND
The Department of Parks, Recreation and Public Facilities has
prepared the attached legislation pertaining to the 24th annual
Coconut Grove Arts Festival. Dates for the event are February
14, 15,'and 16, 1987. As in previous years, the Coconut Grove
Association, sponsors, have requested the closure of certain
street to create a temporary pedestrian mall and thus provide for
the safety of attendees and participants during the hours of 7:00
a.m. to 7:00 p.m. on each event day, as follows:
a) South Bayshore Drive from Charthouse Drive to McFarland
Road.
b) McFarlane Road from South Bayshore Drive to Grand
Avenue.
c) All streets and avenues intersecting the areas listed
above.
The sponsors additionally request that this area be restricted to
retail peddlers during event hours, and that authorization be
granted to sell beer and wine at various sites within those
boundaries. All authorizations and approvals are subject to the
issuance of all permits required by law, the complete review and
approval of the Police and Fire Departments and compliance with
all conditions and limitations prescribed by the City, including
payment for all City services required in connection with the
event.
