A RESOLUTION CONCERNING THE 1986 KING MANGO
STRUT PARADE AND FESTIVAL SPONSORED BY THE
i COCONUT GROVE JAYCEES, TO BE HELD DECEMBER
28, 1986 IN PEACOCK PARK AND DOWNTOWN COCONUT
GROVE, AUTHORIZING THE CLOSURE OF CERTAIN
STREETS TO THROUGH VEHICULAR TRAFFIC, SUBJECT
TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS
OF POLICE, AND FIRE -RESCUE; FUIRTHER
RESTRICTING THE AREA TO RETAIL PEDDLERS
DURING SAID HOURS; SUBJECT TO AND CONTINGENT
UPON COMPLIANCE WITH SUCH CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY.
WHEREAS, the Coconut Grove Jaycees have planned the annual
King Mango Strut Parade and Festival for December 28, 1986 in
Peacock Park and downtown Coconut Grove; and
WHEREAS, certain streets should be closed to through
vehicular traffic to provide safe passage for spectators and
participants;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to provide safe passage and a temporary
pedestrian mall during the 1986 King Mango Strut Parade and
Festival, the following streets are hereby closed to through
vehicular traffic from 12:00 p.m. on December 28, 1986, to 6:00
a) Commodore Plaza from Main Highway to Grand Avenue
b) Main Highway from Commodore Plaza to Grand Avenue
c) McFarlane Road from Grand Avenue to South Bayshore
d) All streets and avenue intersecting the area listed above
Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgment
predicated upon all factors set forth herein. CITY COMMISSION

REMARKS:

Section 3. Pursuant to the provisions of Ordinance'No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid on December 28, 1986, during
the hours of 12:00 p.m. to 6:00 p.m. on said closed streets, and
on all intersecting streets for two blocks in all directions.

ENCLOSURES:
RECOMMENDATION:
Concerning the 1986 King Mango Strut Parade and Festival, to be
held December 28, 1986 in Peacock Park and downtown Coconut
Grove, authorizing the closure of certain streets and restricting
the area to retail peddlers during the scheduled hours of the
event.
BACKGROUND:
The Department of Parks, Recreation and Public Facilities has
prepared the attached legislation pertaining to the 1986 King
Mango Strut Parade and Festival sponsored by the Coconut Grove
Jaycees. The sponsors anticipate approximately 300 to 400
participants and nearly 5000 spectators for this year's fun
parade and concert in the park. As in previous years, it is
requested that certain streets be closed to vehicular traffic in
order to provide safe passage from 12 p.m. to 6 p.m. on the day
of the event as follows:
a) Commodore plaza from Main Highway to Grand Avenue
b) Main Highway from Commodore Plaza to Grand Avenue
c) McFarlane Road from Grand Avenue to South Bayshore Drive
d) All streets and avenues intersecting the area listed
above.
The sponsors additionally request that this area be restricted to
retail peddlers during the event hours. All authorizations and
approvals are subject to the issuance of all permits required by
law, the complete review and approval of the Police and Fire
Rescue Departments, and compliance with all conditions and
limitations prescribed by the City of Miami.
