A RESOLUTION CONCERNING THE THREE
KINGS PARADE TO BE CONDUCTED BY
WQBA RADIO STATION ON JANUARY 11,
1987 AUTHORIZING THE CLOSURE OF
DESIGNATED STREETS TO THROUGH
VEHICULAR TRAFFIC SUBJECT TO THE
ISSUANCE OF PERMITS BY THE
DEPARTMENTS OF POLICE AND FIRE,
RESCUE AND INSPECTION SERVICES AND
ASSURANCES THAT THE CITY WILL BE
INSURED AGAINST ANY POTENTIAL
LIABILITY; CONDITIONED UPON THE
ORGANIZERS PAYING FOR NECESSARY
COSTS OF CITY SERVICES ASSOCIATED
WITH SAID EVENT BEYOND THE COSTS
ALLOCATED.
WHEREAS, WQBA Radio Station will conduct the 1987 Three
Kings Parade on Sunday, January 11, 1987; and
WHEREAS, certain streets shall be closed to through
vehicular traffic during specified dates and hours to insure the
safety of the participants and pedestrians attending this event.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage during the
parade to be conducted by WQBA Radio Station, the following
streets are hereby closed to through vehicular traffic from 7:00
A.M. on to 7:00 P.M. on Sunday, January 11, 1986:
S.W. 4 Avenue between 8 Street and 15 Road
S.W. 5 Avenue between 7 Street and 18 Terrace
S.W. 15 Road between 11 Street and 4 Avenue
S.W. 18 Road between 4 and 5 Avenue
S.W. 11 Street between 4 and Avenues
S.W. 10 Street between 4 and 6 Avenues
S.W. 9 Street between 4 and 6 Avenues
S.W. 6 Avenue between 7 and 9 Streets
S.W. 7 Avenue between 7 and 9 Streets
S.W. 8 Avenue between 7 and 9 Streets
S.W. 9 Avenue between 7 and 9 Streets
S.11. 9 Court between 8 and 9 Streets

subject to State approval and obtaining Fire and Police
permits.
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which intersect
the enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgement
predicated upon all factors set forth herein.

Section 3. Such closing of streets is subject to WQBA Radio
Station obtaining insurance requirements as mandated by the City
of Miami, Finance Department, Risk Management Division.
Section 4. Said authorization is hereby conditioned upon
the organizers paying for all costs of City services associated
with said event.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the necessary street closures in
connection with the 1987 Three Kings Parade to be conducted by
Susquahanna Broadcasting Company (WQBA Radio Station), subject to
the issuance of all permits required by law and compliance with
such conditions and limitations as prescribed by the City of
Miami.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation in connection with the 1987 Three Kings
Parade to be conducted on Sunday, January 11, 1987. WQBA Radio
Station has requested authorization for the closure of certain
streets, in connection with the aforementioned Parade. The
attached resolution authorizes the necessary street closures for
the event.
