A RESOLUTION ACCEPTING THE BID OF POWER FEDERAL DETECTIVE BUREAU FOR FURNISHING SECURITY GUARD SERVICE AT THE MANUEL ARTIME COMMUNITY CENTER TO THE DEPARTMENT OF COMMUNITY DEVELOPMENT ON A CONTRACT BASIS FOR ONE (1) YEAR RENEWABLE ANNUALLY AT A TOTAL PROPOSED FIRST YEAR COST OF $36,163.80; ALLOCATING FUNDS THEREFOR FROM THE 1986-87 OPERATING BUDGET; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE. WHEREAS, pursuant to public notice, sealed bids were received October 15, 1986 for furnishing security guard service at the Manuel Artime Community Center to the Department of Development; and WHEREAS, invitations were mailed to 33 potential suppliers and 10 bids were received; and WHEREAS, funds for this purchase are available in the 1986-87 Operating Budget; and WHEREAS, this service will be used by the Department of Community Development for the purpose of providing security guard service at the Manuel Artime Community Center; and WHEREAS, the City Manager and the Director of the Department of Development recommend that the bid received from Power Federal Detective Bureau be accepted as the lowest responsible and responsive bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The October 15, 1986 bid of Power Federal Detective Bureau for furnishing security guard services to the Department of Development on a contract basis for one (1) year renewable annually at a total proposed first year cost of $36,163.80 is hereby accepted with funds therefor hereby allocated from the 1986-87 Operating Budget. DEC ! 51988 TILE SIIeJECT Resolution for Award of Bid No. 86-87-005, Security Guard Services at Manuel REFERENCES: time Community Center ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached resolution awarding a contract for one year, for security guard services, to Power Federal Detective Bureau, the lowest complete responsive bidder in accord with Bid No. 86-87-005, per to the Department of Community Development's bid evaluation. Total cost of this service will'be $36,163.80. Funds are available in the Manuel Artime Community Center budget of the Department of Community Development for Fiscal Year 1986-87. nnrwr_RnTTmn The Department of Community Development has analyzed bids received pursuant to bid # 86-87-005, for security guard services at the Manuel Artime Community Center. The first lowest bidder, Minute Men Security & Patrol, Inc., provided services to the Manuel Artime Community Center from August 1982 through November 1983, at which time services were not extended due to unacceptable performance. Present references checked proved that bidder provides security for condominiums, and therefore, lacks necessary experience for the complexity of the Community Center. Also, bidder could not be reached over the telephone, has no answering machine. The second lowest bidder, Thompson Security, showed discrepencies in the references provided. Additionally, one reference stated that company does not provide services on a regular basis. The Minority Procurement Officer also tried to contact this bidder by telephone to no avail, therefore, bidder was also sent a letter in order to be reached. According to the Department of Community Development, acceptance of the above mentioned bids cannot be recommended due to the nature of services required at the Center. It is of the utmost importance that the City is able to contact the security company by telephone during working hours. 867980. Lion. Mayor and Members... This bidder meets all the specifications and has provided services at the Manuel Artime Community Center since November 1983 in a satisfactory manner, has overall knowledge of the Center, and therefore, is the most advantageous bid to the City. Total amount of this bid is $36,163.80 and funds are available in the 1986-87 budget of the this Artime Community Center, Department of -Community Development.
