Representatives of Keep Dade Beautiful and the Greater Miami
Chamber of Commerce wish to address the Commission regarding the
planting and sodding of two 1-96 exit ramps (adjacent to the
Knight Center and the Howard Johnson's) on Biscayne Boulevard
across from Bicentennial Park to be ready before the opening of
Bayside.
Please put this item on the March 31st agenda.

Dear Commissioner Kennedy,
I-395 Expressway Ramp
Landscaping
It has come to our attention that $500,000 in anticipated
excess funds will be transferred from the Department of
Off -Street Parking to the City of Miami to be used as deemed
appropriate by the City Commission. It is our understanding
that these funds can be made available for projects approved
by the Commission following proper presentation and demon-
stration of need. The Omni/Venetia Action Committee of the
1 Greater Miami Chamber of Commerce, in cooperation with Keep
Dade Beautiful, would like to request your help in placing
an application of this type before the Commission at their
next regularly scheduled meeting on March 31.
As you know, the ramp referenced above is an important
"gateway" to the City's major downtown showcases. It's
present condition is viewed as unsightly and unsafe. As
Bayside will open on April 8, we feel'the enhancement of this
area is critical to the thousands of visitors and residents
who will travel to the downtown area through this entry point.
Through an on -going cooperative effort, the Department of Off -
Street Parking has agreed to'assume responsibility for on-
going maintenance of this area once new landscaping has been
installed. All that remains for that responsibiilty to be
transferred from the State is a source of funding for the new
landscape material. It is for these funds that our applica-
tion will be submitted, an amount not to exceed $SO,000.00.
We hope that you will support our application by adding our
— presentation to the agenda for the March 31 Commission
Meeting. Furthermore, if you are satisfied with our intent,
we solicit your vote in favor of the funding.

Florida Department of Transportation, Miami Parking System

Re: I-395 Expressway Ramp Landscaping
In recent conversations with the Greater Miami Chamber of
Commerce staff, it has come to my attention that your committee is
pursuing funding from the City of Miami for the beautification of
an area beneath I-395, immediately west of Biscayne Boulevard. It
is my further understanding that the maintenance of this area
would be accomplished by the Department of Off Street Parking who
currently maintains the adjacent area.
The Department endorses the concept which you propose, and
subject to a technical review of your proposed plans will
certainly permit the placement of landscaping material.
Additionally, the Department will negotiate with Off Street
Parking to allow the necessary maintenance.
I look forward to working with you and your committee on this
important project.

Dear Mr. Block:
The Department of Off -Street Parking is prepared to assume full
responsibility for the maintenance of areas in and around the I-395
Expressway Ramp upon completion of appropriate landscaping. The Department
of Off -Street Parking and the Florida Department of Transportation have
similar lease arrangements in other parts of the City and a verbal consent
has been received by the Department to proceed when funding is available.
The appropriation of funds by the City Commission to develop this high
profile area of the City will improve a major "gateway" to Omni, Venetia
and Bayside, one of the City's major downtown showcases. The Department of
Off -Street Parking stands ready to work with the Greater Miami Chamber of
Commerce Omni/Venetia Action Committee in cooperation with Keep Dade
Beautiful on this very important project.

Dear Mr. Suarez:
I would like to take this opportunity to lend my support to
the efforts being made towards the beautification of the off
ramps and some of the on ramps of I-395. We at Bayside feel that
this area offers some of the first glimpses that visitors receive
of downtown Miami. It is also the first exposure they have to
Miami as they approach Bayside and that exposure will have a
definite and lasting impact on these visitors.
In the interest of promoting downtown Miami as well as
obtaining the best impressions from visitors to our project, we
offer our endorsement and support to the Greater Miami Chamber of
Commerce and other agencies who are working towards this end.
