A. The ATLANTIC FLEET Commander has confirmed that the Aircraft Carrier SARATOGA (CV-60) will be in Miami in April, 1987. A special high level welcoming will be essential for the national e0%, and local dignitaries who will be invited. Additional funds will be necessary from the City of Miami. B. I have moved forward in our target plans of securing the Naval Reserve Center in Coconut Grove as a working center for the arts, and public park for the city. It is my understanding that the Coast Guard is attempting to relocate in the facility. We will probably have to go to the Whitehouse on this project, and I have begun to lay the groundwork. C. Progress is being made in our attempt to home port a Naval Reserve Destroyer or Frigate in Miami. Nineteen (19) such ships were place in Seaport cities in 1986. The Aircraft Carrier, during its visit to Miami should contribute in excess of two and a half million dollars ($2.5M) in reserve to our city, and the Naval Reserve Vessel, once it has its home port in Miami, should contribute many millions annually. I will address these three items at the City Commission in January, and 'I would appreciate you placing them on the agenda. I look forward to receiving the ten (10) months contract that we agreed to.
