Re: Civic Center Housin Site
Dear Mr. Odio:
I am hereby requesting in behalf of Codec Inc. to be included
in the Agenda as apersonal appearance at the next City Commission
meeting scheduled for January 8, 1987.
The purpose of this request is to present our proposal to develop
the referenced site for affordable homeownership townhouse re-
sidences for low and moderate income families using the Dade
County Documentary Surtax Program to offer subsidized second
mortgages to the buyers.
Enclosed please find a Certified Board Resolution of December 11,
1986, authorizing me to make this request and presentation to the
City of Miami.
It is our undrstanding that the City Commission may designate a
non-profit entity with a proven track record as Developer with-
out requiring a formal Request for Proposal format, provided, as
in this case, title to the parcel is held by Dade County.

Dear Mr. Odio:
Pursuant to the direction of the City Commission at its
last meeting, CODEC will be prepared to present its proposal
for the development of the Civic Center site homeownership
townhouse residences at the next Commission meeting scheduled
for January 8, 1987.
It is our understanding that the City Commission may designate
a non-profit entity as Developer without requiring a formal
Request for Proposal format, provided, as in this case,
title to the parcel is held by Dade County.
Groundbreaking for the proposed 108 unit townhouse complex
can be held in May, 1987.
We look forward to working with city housing staff in
providing low and moderate income families with the
opportunity to obtain affordable residences.
