CITY OF MIAMI. FLORIDA 68
INTER -OFFICE MEMORANDUM
To Honorable Mayor and Members
of the City Commission
Cesar H. Odio /Yj
FROM: City Manager
GATE: November 25, 19a6 FILE
SUBJECT Bus Shelters
REFERENCES:
ENCLOSURES:
Staff has been approached by a provider of bus shelters
requesting permission to erect bus shelters a t several locations
throughout the City. These shelf-rs would bq built and
maintained at the provider's expense and revenues would be paid
to the City for the use of our right-of-way.
The proposal has been reviewed by technical and legal staff who
recommend that a Request for Proposal be prepared in order to
obtain the most advantageous proposal to the City.
This item is being presented for discussion at the December 11
1986 City Commission meeting in order to determine whether we
should proceed to prepare an RFP.

Mr. Cesar Odio
City Manager
City of Miami
3500 Pan American Drive
Miami, FL 33133
Dear Mr. Odio:
r-the--time that. you and Juan Portnvndo
wwm able to spend with us today. After being there for a
few moments, we realized that our timing was simply terrible.
While our transit shelter project is important to us, its'
significance to the City is somewhat less. We understand
and we will try to keep it in the proper perspective as we
go forth into the RFP process.
Thank you again for your time and courtesy.
0 Sincerely,
Thomas F. Neville
President
TFN/as
cc: Mr. Ralph Reyes
Mr. Juan M. Portuondo - thank you for your input.
Enclosed is a listing of all transit shelter companies
in the U.S., Canada & Puerto Rico. I assume that your
RFP would require prior transit shelter experience. If
so, then the City of Miami contractor would have to come
from this listing. I'll be in touch with more specific
input about the shelter industry.

Production Guidelines
MECHANICAL SPECIFICATIONS:
Overall Poster Size: 48" wide x 69" deep
Display Size: 46" wide x 67" deep
RECOMMENDED PRINTING METHODS:
Silkscreen Process - excellent for flat and 4-color reproduction in any
quantity.
Lithography - extremely cost-effective when printing large quantities of 4-color process.
(Actually 8-colors - 4-color printed on face, then reverse -printed on back.)
Duratrans - a photographic process "printparency".
Excellent material for 'drop -ins' or snipes when installed over silk-screened opaline.
Provides excellent full color production at reasonable cost in short runs.
Photogelatin - excellent reproduction of four- and flat -color creative. More expensive
but better quality than silk-screened 4-color process.
PRINTING STOCKS:
Acceptable stocks include opaline, styrene and diffuser -backed photographic substrates
such as duratrans. Stock should be white and moderately transluscent, transmitting
approximately 12.15% of the light (densitometer tested). Please verify acceptability
of stock prior to printing.
RECOMMENDED MECHANICAL SIZE: 12". x 17-1/4"
PRINTERS:
. We will be happy to supply you with printers who can meet the quality requirements
of shelter advertising posters.
CAUTIONS:
The most common mistake made by both the designer and printer is failing to com-
pensate for the back lit panels. Color shifts can wreak havoc with the best -designed
display; a metallic not properly thinned will blacken at night, white -based colors darken,
and over -printing can cause two colors to create a potentially devastating third. Con-
versely, overprinting can create some super effects.

Los Angeles/Orange County,, CA
Los Angeles, the second largest U.S. City, has long been recognized as the
leading outdoor market. With virtually no effective mass transit, the population is
dependent upon automobile transportation. The vehicular nature of the market
makes it a prime locale for shelter advertising.
The Los Angeles/Orange County area has a population of 9.1 million and total
retail sales exceeding $50 billion. 2,600 shelter displays, located on the heaviest
travelled roadways, cover 4 major airports, 6 sports stadia, 42 colleges, 47
shopping malls, plus key office buildings, restaurants, ect. L.A. shelters also
appear in sections otherwise zoned out to outdoor advertising, i.e., Beverly Hills,
Century City, Westwood, etc. - the premium residential areas.

Evansville, IN
Evansville, Indiana is the dominant city in Southern Indiana, Southern Illinois and Western
Kentucky. Evansville's population and economy make it the marketing and financial center
for the Tri-State area. There is no larger city or metropolitan area within a 100 mile radius
of Evansville.
Evansville has two major shopping areas and a downtown that is in the process of a
dramatic revitalization. These retail centers have made Evansville the marketing hub of
the area and consequently, a nationally known test market. The metropolitan area boasts
several corporate headquarters along with manufacturing and marketing establishments
for numerous other national corporations.
Transit Media, Inc. provides an excellent penetration of the Evansville area. Locations are
on the main thoroughfares with emphasis in the retail areas. In addition to the shopping
districts, access is provided into high traffic locations with little advertising competition.

St. Louis, MO
This classic river city is exploding with excitement and growth. St. Louis is in the midst of a
region -wide renaissance, renovating the old and creating the new: commercial offices,
motels, manufacturing sites, shoppingg centers, residential areas and transportation facilities.
Since 1970, St. Louis has added 160,000 new jobs and $17 billion in construction. This
accelerating surge has revitalized the city economically, and given it a new image... an
image of growth, success, and opportunity. Downtown St. Louis now boasts a strong influx
of industry, corporate headquarters, residential development, retail activity, conventions, and
tourist trade. Downtown's Union Station and St. Louis Centre are prime examples of St.
Louis' development programs. The historic Union Station has begun a brilliant second life as
a shopping -hotel -dining complex, beautifully restored. It is the largest "adaptive restored"
protect in the country. The new $176 million St. Louis Centre shopping mall has 150 stores
and restaurants on 4 levels. Both are potent additions to St. Louis' many retail and tourist
attractions. Todays upbeat St. Louis has become the 14th largest market of the U.S in
popu!ation, households, and retail sales. The city leads the nation in education, health care,
and the Arts. It's the 2nd largest inland port in the U.S., third largest rail center and
corporate headquarters.
Transportation Media offers complete market coverage without restrictions. Shelters are
strategically located on major commuter thoroughfares in the most densely populated, com-
merce intense sections of this vital metropolitan area.

 Philadelphia, PA
W
The nation's fifth largest city is the commercial and transportation hub of the nation's fourth
largest market. Philadelphia is legendary for its revitalized and highly residential downtown,
its strong local neighborhoods encompassing the full socio-economic spectrum, and its
active retail core. The Gallery shopping complex of Market Street East, for example, is one
of the country's most successful shopping centers in sales per square foot. Anchored by
three major department stores, including the first J.C. Penney store ever to be built in an
urban downtown, the Gallery is viewed as a pacesetter by many other cities.

Washington,, D.C.
The nation's capital has become a sophisticated, exciting world class city with an ever
powerful role as a center of opinion making. Major investments in new hotels, a convention
center, restaurants, extensive commercial development, shopping malls and new residential
complexes, have transformed Washington into a glittering showcase. Besides the major
presence of government with its highly educated workforce, the city is an important tourist
destination and center of commerce, finance, higher education, and the arts.
Compared to the 50 states of the union, Washington out -ranks all but one in per capita
income. It also is home to. the nation's largest black middle income population.
In this City of both dense pedestrian and vehicular populations, ICN provides total
market coverage for every target consumer group. Coverage can be ethnic, downtown
business/retail/tourist oriented, or the high income commuter population from Maryland
and Virginia.
The equally affluent Metro transit commuters are reached via the positioning of the
shelters at entrances to the system throughout the District.
