A RESOLUTION CONFIRMING ORDERING
RESOLUTION NO. 86-981 AND AUTHORIZING
THE CITY CLERK TO ADVERTISE FOR SEALED
BIDS FOR THE CONSTRUCTION OF
MORNINGSIDE HIGHWAY IMPROVEMENT H-4523
IN MORNINGSIDE HIGHWAY IMPROVEMENT
DISTRICT H-4523•
WHEREAS, at the City Commission Meeting of December 11,
1986, Resolution No. 86-981 was passed which ordered a highway
improvement identified as MORNINGSIDE HIGHWAY IMPROVEMENT H-4523
in MORNINGSIDE HIGHWAY IMPROVEMENT DISTRICT H-4523; and
WHEREAS, pursuant to due public notice, a public hearing
was held before the City Commission on January 8, 1987, as to any
objections to the confirmation of Resolution No. 86-981 which
resolution ordered MORNINGSIDE HIGHWAY IMPROVEMENT H-4523 in
MORNINGSIDE HIGHWAY IMPROVEMENT DISTRICT H-4523; and
WHEREAS, no objections to the confirmation of said highway
improvement were sustained by the Commission, it is therefore in
order for the Commission to confirm said ordering resolution and
authorize the City Clerk to advertise for sealed bids for the
construction of said improvement;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Resolution No. 86-981 dated December 11, 1986,
which ordered MORNINGSIDE HIGHWAY IMPROVEMENT H-4523 in
MORNINGSIDE HIGHWAY IMPROVEMENT DISTRICT H-4523 is hereby
confirmed.

advertise for sealed bids for the construction of MORNINGSIDE

Resolution for
Morningside Highway Improvement

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution confirming the ordering resolution for
Morningside Highway Improvement H-4523, and authorizing the City
Clerk to advertise for sealed bids for the construction of said
improvement.
BACKGROUND:
The Department of Public Works, after studying the area and
considering the wishes of its residents, and in a continuing
effort to serve all residents of the City of Miami, is proposing
an assessable improvement under Section 56 of the Charter of the
City of Miami described as Morningside Highway Improvement H-
4523. This district is located in the area.bordered by N.E. 55
Terrace, N.E. 61 Street, Biscayne Boulevard and Biscayne Bay.
The condition of certain street rights of way in the Morningside
area has deteriorated. The pavement is narrow, in poor condition
and/or out of grade; side parkways are in poor condition; curbing
has deteriorated; and drainage problems exist. All of these
problems will be corrected on the streets included in Morningside
Highway Improvement H-4523. The proposed construction will
include asphaltic pavement, concrete sidewalk, concrete curbs
and/or gutters, storm drainage facilities and landscaping.
Morningside Highway Improvement is included in the City of
Miami's 1986-92 Capital Improvement Program. The construction of
this improvement will be funded by Highway and Storm Sewer
General Obligation Bond Funds. The estimated total cost of this
project is $2,100,000.

On September 159 1986, the Department of Public Works held an
evening, neighborhood meeting at Legion Memorial Park, 6447 N.E.
7 Avenue, to explain the proposed improvements to the 239
affected property owners. Thirty eight people representing
eighteen properties within the proposed improvement district
attended the meeting. Only two property owners at the meeting
expressed opposition to the proposed project. Those in favor of
the project told City staff that they would circulate a petition
in an attempt to gain City Commission approval of the project.
On November 5, 1986, the Morningside Civic Association submitted
a petition to the Department of Public Works requesting that the
City order and confirm Morningside Highway Improvement as soon as
possible. The petition contained 89 signatures representing 70
properties within the improvement district. An updated
tabulation of ballots for this project is attached.
This project was ordered at the December 11, 1986 Commission
meeting. It is now in order to confirm the ordering resolution
_ and authorize the City Clerk to advertise for sealed bids for the
construction of said improvement.
