HomeMy WebLinkAboutR-87-0054J-86-1084 1/9/87 RESOLUTION NO. 8 7 - 5 4 A RESOLUTION INSTRUCTING THE CITY MANAGER TO ENTER INTO NEGOTIATIONS WITH THE DEPARTMENT OF OFF-STREET PARKING FOR THE USE OF CITY - LAND IN CONNECTION WITH THE IMPLEMENTATION OF AN ENHANCED PARKING PROGRAM FOR THE MIAMI ARENA; FURTHER INSTRUCTING THE CITY MANAGER TO PRESENT THE CONCLUSIONS OF SUCH NEGOTIATIONS TO THE CITY COMMISSION FOR APPROVAL. WHEREAS, the Miami Sports Arena Parking Program would create 2,865 operated parking spaces within a 1,000 foot radius of the Arena; and WHEREAS, the Department of Off -Street Parking has been working with a representative from the City Manager's office and the Cunningham/Bufman Group to develop a parking program which would enhance parking for the Miami Sports Arena; and WHEREAS, the Board of Governors of the National Basketball Association has represented to the Cunningham/Bufman Group that adequate parking is an important factor considered in selecting a City to obtain a National Basketball Association franchise; and WHEREAS, time is of the essence due to the fact that the National Basketball Association Expansion Committee will be visiting Miami for a site inspection at which time they will evaluate parking for the Miami Sports Arena; and WHEREAS, it is essential that an adequate funding source be provided to implement the Miami Sports Arena Parking Program. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission instructs the City Manager to enter into negotiations with the Department of Off - Street Parking for the implementation of a parking program for the Miami Sports Arena dated November 17, 1986, a copy of which is attached hereto and made a part hereof as Exhibit A. consisting of a total of 2,865 publicly operated s CQKMSSIO e� ft bp N JAN 8 1967 w_87-5 0 1000 foot radius of the Miami Sports Arena, more particularly, 250 spaces on the Max Bauer Meat Plant site; 330 spaces on the block immediately south of the Arena, owned by the FEC Railroad and George Lehor; 1,285 spaces on four blocks in the Overtown area; and 1000 spaces in a multi -use parking structure to be developed on the Arison tract which is located to the east of the Arena. The City Manager is hereby authorized to work jointly with the Department of Off -Street Parking and the Miami Sports and Exhibition Authority to establish a financing strategy which will facilitate an expeditious implementation of the Miami Sports Arena Parking Program. Carlto Director Department of 144 RECOMMENDATION: DATE: November 26, 1986 SUBJECT: ARENA PARKING PLAN It is recommended that the City Commission accept in principle an Arena • Parking Program which will create 2,865 publicly operated parking spaces within a 1000 foot radius of the Miami Sports Arena and authorize the City Manager to enter into negotiations with the Department of Off —Street Parking to achieve the program. IV 0 BACKGROUND: During the past three months the Department of Off —Street Parking, Sports and Exhibition Authority, City Manager's staff, and representatives of the Parkwest/Overtown area have been working with the Zev Bufman organization to develop a parking program which would serve the Miami Sports Arena. The basic requirement of the program is that sufficient parking must be available within a 1000 foot radius of the Arena to handle a capacity crowd (15►300) which would result in the need for approximately 4,300 (public and private) parking spaces assuming 20 percent transit utilization and 2.8 persons per vehicle. A second requirement was that interim parking lots located within the Parkwest/Ov ertown neighborhood must not interfere with proposed development and should not be considered to be available for more than five years. Further, any permanent garage structure must incorporate additional uses such as retail at ground level or residential and other compatible air rights development. A final criteria was that these parking facilities must be self supporting in order not to reduce the Department of Off -Street Parking financial capacity to complete projects in other neighborhoods which require the Department bonding ability. The proposed Arena Parking Program (Attachment 1) provides 2,865 publicly operated spaces within the 1000 feet radius. The facilities include 250 spaces on the Max �Bauer Meat Plant site which was approved for negotiation by the City Commission during the November 13, 1986 meeting; 330 spaces on the block immediately south of the Arena owned by the FEC Railroad and George Lehor; 1,285 spaces on four blocks in the Overtown area for which development is not anticipated in the near term; and 1000 spaces in a multi -use parking structure to be developed on the Arison tract which is the block located to the east of the Arena. M 0 T 1'0 N 87-54 .7 The financial implications of this program were analyzed in terms of either 150 or 200 events per year at the Arena. If the lesser level of events occurs the combined financial performance over ten years is a loss of approximately $1,275,000 discounted for inflation. The solution to recovering this loss is to impose a 25 cent per arena ticket surcharge to make up for the deficit. Assuming the imposition of the surcharge, approximately $316, 000 in surplus revenue would be available over the ten year period for distribution. The City Manager would negotiate the distribution assuming that conceptual approval is granted by the City Commission. If 200 events per year occur the financial performance of the combined parking facility 13 a surplus revenue of approximately $3, 600, 000 over the ten year period including the ticket surcharge. This amount Mould also be available for distribution. It is most important to understand that the financial loss of the parking garage would be made up in the early years from the surplus revenues which are projected to be available from the surface parking lots which are projected to be available for a maximum of five years as well as the Arena ticket surcharge. Without the interim use of the surface lots this program is financially infeasible and there will be insufficient parking available to support the effort to achieve a National Basketball Association franchise. CONCLUSION: The recommended program provides sufficient parking in conjunction with private facilities and public transportation to meet the needs of the Miami Sports Arena. The recommended program utilizes available cleared land on a short term basis which will not interfere with the development plan of the Parkwest/Overtown project. The proposed permanent parking structure will be designed in conjunction with City officials and neighborhood organizations to ensure that additional uses such as .retail and residential will be in -support of the Parkwest/Overtown goals and objectives. Conceptual approval of this proposed program will allow the Zev Bufman organization to make a definitive presentation to the National Basketball Association officials regarding parking solutions. Final approval of the specific projects will remain with the Off -Street Parking Board and the City Commission based upon negotiations to be conducted by the City Manager. Attachment 1 -2- is M : 87-54 • 0 ARENA PARKING PROPOSAL BASIC ASSUMPTIONS November 17, 1986 PARKING DEMAND ATTACHMENT 1 It is assumed the arena will be in use 150 to 200 times per year. Thus, a study at the minimum and maximum is included. Arena authorities estimate an average of 50 per cent occupancy over all the events. Arena Capacity 15,300 Estimated Average Capacity 7,650 Estimated Public Transit (20%) 1,530 Occupancy per Vehicle 2.8 Estimated Parking Demand Average Capacity 2,186 !Maximum Capacity 4,371 PARKING REVENUE Parking facility occupancy is assumed to be very high in the two facilities across the street from the Arena. Occupancy averaces will drop off as the distance from the Arena is increased. This In reflected in the utilization factor in each performs. Revenues were increased at the rate of 5 per cent per year in year■ one through five and 3 per cent in the remaininq years. Rates used are $5 per vehicle in the close facilities and 53 in the were distant lots. EXPENSES Expense items used were based on experience in existinq facilities. They were increased at 4 per cent per year. CONSTRUCTION COST The per stall cost for the garage is estimated to be $7,5O0 plus ALE expenses. The Bauer property and the FEC property will be available long enough to warrant the estimated $80O per stall to develop thew.
