RESOLUTION NO. 8 7 4 1
A RESOLUTION APPOINTING THREE INDIVIDUALS AS
MEMBERS OF THE CITY OF MIAMI, FLORIDA, HEALTH
FACILITIES AUTHORITY.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following three individuals are appointed
to serve as members of the City of Miami, Florida, Health
Facilities Authority for the terms expiring on the dates as set
forth below and in each case to serve until his or her successor
is appointed and has qualified. The record of each membership
oath shall be filed with the Florida Department of State and the
City Clerk.

R 87 41 appointed three individuals to the Health Facilities
Authority. Two of said terms were to serve unexpired terms for
resignations from Gustavo Barreira and Olga Cosio. R-86-27 had
appointed said individuals to serve for terms expiring in January
9, 1990.
Bruno Barreira, Jr. is to replace Gustavo Barreira. Bruno
Barreira's expiration term in the R-87-41 is June 3, 1987 instead
of January 9, 1990. Ileana Ferrera is replacing Olga Cosio.
Ileana Ferrera's expiration term in R-87-41 is June 3, 1989
instead of January 9, 1990.
I spoke to Bob Clark, Chief Deputy City Attorney and Carlos
Garcia, Finance Director in connection with the above. Both Mr.
Clark and Mr. Garcia assured me that R-87-41 is correct because
previous resolutions had appointed members to the Health
Facilities Authority for four years, and that was incorrect.
Appointments are to be scattered and R 87-41 corrects past
errors.

It is respectfully recommended that the attached resolution
appointing three members to serve terms or the City of Miami Health
Facilities Authority, be adopted.
BACKGROUND
The Miami Health Facilities Authority, through the Director of
Finance, assists health facilities in the City of Miami by
issuing tax exempt bonds for the acquisition, construction,
financing and refinancing of hospital projects.
The Mayor's appointee, Vice -Chairman William Goldrich's term has
expired. Members Olga Cosio, appointed by Commissioner Carollo and
Gustavo Barreira, appointed by Commissioner Kennedy have resigned..
It is necessary at this time to make three appointments for new four-
year terms in order to have a complete Board and enable the Authority
to proceed on its function of issuing tax exempt bonds for hospitals
and other health care facilities.
Resolution 79-93 requires that the Authority members must be residents
of the City of Miami.

The enabling legislation adopted on February 22, 1979, whioh
oreated the Health Faoilities Authority, provided for the
appointment of five individuals to the Authority: one member to
serve a one year term; one member to serve a two year term; one
member to serve a three year term; and two members eaoh to serve
a four year term. Members were authorized to serve until his or
her suooessor was appointed.
Thereafter, on June 4, 1979, initial appointments were made
and the provision was made for appointments to terms of four
years upon the expiration of the initial terms of offioe. A
review of subsequent legislation disoloses: the term of
inoumbent member T. Willard Fair will expire June 3, 1987; and
the term of inoumbent member Charles M. Gottlieb will expire
June 3, 1988.
A000rdingly, the following vaoanoies need to be filled: (a)
one for a term expiring June 3, 1987; (b) one for a term whioh
p>, will expire June 3, 1989; and (o) one for a term expiring
Y' June 3, 1990. The departing members' appointments were from
nominations made respectively by Commissioners in the Commission
seats held by: (a) Commissioner Kennedy, (b) Commissioner
Carollo, and (o) Mayor Suarez.
