A RESOLUTION RATIFYING BY A 4/5THS AFFIRMATIVE VOTE OF THE CITY COMMISSION THE ACTION OF THE CITY MANAGER IN HIS WRITTEN FINDING THAT A VALID EMERGENCY NEED EXISTS FOR THE CONSTRUCTION OF THE ORANGE BOWL STADIUM ADDITIONAL PRESS BOX FACILITIES PROJECT AND IN HIS EXECUTING THE ATTACHED AGREEMENT WITH KUNDE, SPRECHEP., YASKIN AND ASSOCIATES, AN ENGINEERING AND ARCHITECTURAL CONSULTING FIRM, TO DEVELOP PLANS AND SPECIFICATIONS AND TO OVERSEE THE CONSTRUCTION OF THE PROPOSED ORANGE BOWL STADIUM ADDITIONAL PRESS BOX FACILTIES PROJECT, WITH FUNDS THEREFOR IN AN AMOUNT NOT TO EXCEED $80,000 ALLOCATED FROM CAPITAL IMPROVEMENT FUNDS. WHEREAS, by Resolution 84-1376, Kunde, Sprecher, Yaskin and Associates, an engineering and architectural consulting firm, where engaged to study the feasibility of constructing a new V.I.P. seating area directly below the fourth level of the Orange Bowl Stadium Press Box; and WHEREAS, said Resolution further authorized said consulting firm to prepare preliminary drawings for a new V.I.P. seating area which were shown to the Commission at the July 25, 1985 Commission meeting; and WHEREAS, completion of the Additional Press Box Facilities needs to be completed before the University of Miami's 1987 season opening football game; and WHEREAS, an agreement was executed with said firm for the preparation of complete plans and specifications; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Odi o REFERENCES City Manager ENCLOSURES A RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution which would ratify the action of the City Manager in executing an agreement with Kunde, Sprecher, Yaskin and Associates, an engineering and architectural consulting firm, to develop plans and specifications and to oversee the construction of the proposed Orange Bowl Stadium Additional Press Box Facilities project. BACKGROUND: The Department of Parks, Recreation and Public Facilities has been investigating ways to provide additional V.I.P. seating in the Orange Bowl Stadium. By Resolution 84-1376, the engineering and architectural consulting firm of Kunde, Sprecher, Yaskin & Associates was engaged to determine the feasibility of constructing a new V.I.P. seating area directly below the fourth floor of the Orange Bowl Press Box. Kunde and Associates were also authorized to prepare preliminary drawings for a new V.I.P. seating area if they determined the project to be feasible. These drawings were prepared for presentation at the July 25, 1985 Commission meeting. Since completion of the Additional Press Box Facilities needs to be completed before the University of Miami's 1987 season opening football game, an agreement was entered into with Kunde, Sprecher, Yaskin and Associates to prepare plans and specifications for bidding this project and to .oversee its construction.
