A RESOLUTION ACCEPTING THE BID OF BURNS
INTERNATIONAL SECURITY SERVICES FOR
FURNISHING SECURITY GUARD SERVICES ON A
CONTRACT BASIS FOR ONE (1) YEAR RENEWABLE
ANNUALLY FOR TWO (2) ADDITIONAL YEARS TO THE
DEPARTMENT OF PARKS, RECREATION AND PUBLIC
FACILITIES AT A TOTAL PROPOSED FIRST YEAR
COST OF $52,317.00; ALLOCATING FUNDS THEREFOR
FROM THE 1986-87 OPERATING BUDGET;
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE
ORDER FOR THIS SERVICE.
WHEREAS, pursuant to public notice, sealed bids were
received August 4, 1986 for the furnishing of Security Guard
Service to the Department of Parks, Recreation and Public
Facilities; and
WHEREAS, invitations were mailed to fifty (50) potential
suppliers and thirteen (13) bids were received; and
WHEREAS, funds for this purchase are available in the 1986-
87 Operating Budget; and
WHEREAS, this service will be used by the Department of
Parks, Recreation and Public Facilities for the purpose of
providing unarmed security guards at the Orange Bowl and
additional guards from time to time on as -need -basis at its other
facilities; and
WHEREAS, the City Manager and the Director of the Department
of Parks, Recreation and Public Facilities recommend that the bid
received from Burns International Security Services be accepted
as the lowest responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The August 4, 1986 bid of Burns International
Security Services for furnishing Security Guard Service on a
contract basis for one (1) year renewable annually

for two (2) additional years to the Department of Parks,
Recreation and Public Facilities at a total proposed first year
cost of $52, 317.00 is hereby accepted with funds thereof hereby
allocated from the 1986-87 Operating Budget.
Section 2. The City Manager is hereby authorized to
instructed the Chief Procurement Officer to issue a Purchase
Order for this service.

REQUEST FOR PROFESSIONAL SERVICES
FOR
LAND SURVEYING
The City of Miami, Florida through the Public Works Department is
inviting interested parties to submit proposals for providing
professional Land Surveying services on a City -Wide basis over a
period of approximately 2 years.
Interested firms must contact Jim Leukanech, Asst. Construction
Engineer, at the City of Miami Public Works Department, 275 N.W.
2nd Street, Miami, Florida, 33128, Telephone (305)579-6874, for
the Request for Proposals Document. This document contains
detailed and specific information about the scope of services,
submission requirements and sel res. The deadline
for submission of proposals i August 4, 1986.
The City of Miami reserves the right to accept any proposal
deemed to be in the best interest of the City, to waive any
irregularities in any proposal, or to reject any and/or all
roposals nd to re -advertise for new proposals. (Job No. B-4490,
eq. No. 3 39).

It is respectfully recommended that the bid of Burns
International Security Services be accepted for
providing security guard services in the estimated
amount of $52,317 for the Department of Parks,
Recreation and Public Facilities for a one-year period
renewable for two additional one-year periods subject
to the: same terms and conditions.
__*, BACKGROUND:
The Department of Parks, Recreation and Public
Facilities needs one unarmed private security guard at
the Orange Bowl Stadium at night, weekends and holidays
and additional guards from time -to -time on an as -need
basis at its other facilities. The security guard
contractor will also be required to send a roving
patrol to Miami Baseball Stadium to service alarm
incidents. The cost of this service from Burns
International Security Services has been estimated to
be $52,317 annually based on guard rates of $6.32 per
hour. The contract will be for a one-year period
renewable for two additional one-year periods subject
to the same terms and conditions. Funding has been
provided for in the Orange Bowl operating budget.
The recommended bidder, Burns International, made a
qualification to their bid because of a typographical
error in the City's bid package. In the insurance
^ requirements the phrase "Additional Named Insured" was
used instead of the City to be "named as an Additional
Insured". The General Conditions section of the bid
permits the City to waive any minor informality such as
this.

Attached to Burns' bid was a letter requesting the
negotiation of some bid clauses primarily relating to
liability. Burns was informed that the City would not
negotiate and subsequently rescinded their original
letter.

Minority Representation: Lowest responsive bidder is
not a minority but does have an Affirmative Action

Dear Mr. Mullins:
Burns International Security submitted a bid in response to
the City of Miami (Bid #85-86-110) dated August 4, 1986. A
copy of the bid specifications was sent to Burns International
Securitys corporate offices to be reviewed by the legal de-
partment.
When Burns International submitted our bid a letter was attached
indicating several changes that we would like to negotiate.
The letter was based on Burns Internationals contract control
desks assumption that this bid was for crowd control at s adium
events.
The bid specifications were discussed with the contract control
desk and the actual requirements for security were outlined.
Burns International Security respectfully requests that the
letter attached to our bid be rescended and agrees to abide by
all specifications in Bid #85-86-110.
If additional information is needed, please do not hesitate to
contact Burns International Sales Representative John Weissinger
or myself.

Dear Mr. Mullins:
If Burns is awarded the above referenced bid, Burns would like
to negotiate certain clauses in this bid, including but not
limited to numbers 06, 08, 09, and 025 in General Conditions.
In addition, under Special Conditions, page 2 of 7, 06, line
5, strike out "any action" and insert "the negligent per-
formance.'! On page 4 of 7, 08, line 3, strike out "use;
activities and operations" and insert "negligent performance:"!
On the same page, 09, add at the 'end of this paragraph, "Any-
thing notwithstanding, either party reserves the right to
cancel this agreement with thirty (30) days written notice
to the other party."
