THURSDAY, MARCH 26, 1987, OR A RECONVENED MEETING, AS THE PUBLIC HEARING DATE FOR CONSIDERATION OF THE ISSUANCE OF A DEVELOPMENT ORDER FOR THE MIAMI ARENA PROJECT, A DEVELOPMENT OF REGIONAL IMPACT; LOCATED AT APPROXIMATELY 702-98 NORTH MIAMI AVENUE (MORE PARTICULARLY DESCRIBED HEREIN) AS PROPOSED BY THE APPLICANT, DECOMA VENTURE; AND DIRECTING THE CITY CLERK TO SEND COPIES OF THE HEREIN RESOLUTION TO AFFECTED AGENCIES AND THE DEVELOPER. WHEREAS, in accordance with Chapter 380.06, Florida Statutes, local government is required to set a date certain and to give public notice 60 days in advance of a required public hearing on an Application for Development Approval for a Development Order for a Development of Regional Impact, prior to the issuance of a Development Order; and WHEREAS, the Miami Arena Projects meets the criteria for designation as a Development of Regional Impact, as set forth a Chapter 380.06, Florida Statutes; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Commission hereby establishes 3:30 P.M., Thursday, March 26, 1987, or a reconvened meeting, as the date for a public hearing for consideration of the issuance of a Development Order for the Miami Arena, located at approximately 702-98 Miami Avenue; . 727-99 N.W. 1st Avenue; 2-98 N.W. 8th Street and 16-68 N.W. 7th Street as proposed by the applicant, Decoma Venture. Section 2. The City Clerk is hereby authorized and directed to send certified copies of the resolution immediately to the Florida Department of Community Affairs, 2571 Executive Center Circle East, Tallahassee, Florida 32301; to the South Florida Regional Planning Council, 3440 Hollywood Boulevard, Suite 140, Hollywood, Florida 33021; and to Ms. Debbie Orshefsky, C/o Greenberg Traurig Askew Hoffman Lipoff Rosen and Quentel, Penthouse One, 1401 Brickell Avenue, Miami, Florida 33131. Establishment of Development of Regional Impact Public Hearing: Miami Arena Project It is respectfully recommended that the City Commission establish 3:30 pm Thursday, March 26, 1987, as the date for the Development of Regional Impact public hearing for the Miami Arena project, per the attached resolution, said project to be located at approximately 702-98 North Miami Avenue, as proposed by the applicant, Decoma Venture. Background The Planning Department is responsible for administering the state mandated review process relating to Developments of Regional Impact. Per Chapter 380.06 F.S., local government is required to set a date certain and to give public notice 60 days in advance of a required public hearing on an Application for Development Approval for a Development of Regional Impact, prior to issuing a Development Order. By letter (attached) the South Florida Regional Planning Council stated that the Miami Arena Project Application for Development Approval contained sufficient information for their review and was scheduled on the Council agenda of January 5, 1987. Further, the letter stated that the Development of Regional Impact public hearing must be set at the next scheduled meeting of the Commission and advertised at least 60 days in advance of the hearing, per Chapter 380.06 F.S. It is requested that the Commission establish March 26, 1987 as the Development of Regional Impact public hearing date for the Miami Arena project, which would allow for the required 60 days public notice.. The hearing must be advertised at least sixty (60) days in advance of the hearing. The hearing notice must specify that the information and reports on the DRI Application may be reviewed at the Council and/or City of Miami offices. The law also requires that the notice of public hearing be transmitted to the Division of Local Resource Management, Florida Department of Community Affairs, and the South Florida Regional Planning Council. Receipt of that notice will officially commence our fifty -day review period. At this time, the South Florida Regional Planning Council draft report and recommendations for the Miami Arena DRI are scheduled to be presented for official action at the regular Council meeting on January 5, 1987.
