HomeMy WebLinkAboutR-87-0014r 12/29/86 J-87-37 RESOLUTION NO. A RESOLUTION CONCERNING THE DR. MARTIN LUTHER KING COMMEMORATIVE PARADE TO BE CONDUCTED BY DR. MARTIN LUTHER KING JR. PARADE AND FESTIVITES COMMITTEE INC. ON JANUARY 19, 1987 AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMEN`PS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES AND THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY; CONDITIONED UPON THE ORGANIZERS PAYING FOR NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT BEYOND THE COSTS ALLOCATED BY RESOLUTION # 86-1027 ADOPTED ON DECEMBER 11, 1986. WHEREAS, The Dr. Martin Luther King Parade and Festivities Committee Inc. will conduct the 1987 Dr. Martin Luther King Commemorative Parade on January 19, 1987; and WHEREAS, on December 11, 1986, The City Commisssion expressed its support of this event by allocating an amount not to exceed $5,000; and WHEREAS, certain streets shall be closed to through vehicular traffic during specified dates and hours to insure the safety of the participants and pedestrians attending this event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the parade to be conducted by the Dr. Martin Luther King Parade and Festivities Committee Inc., the following streets are hereby closed to through vehicular traffic from 7:00 A.M. on to 3:00 P.M. on Monday, January 19, 1987: N.W. 62 Street from N.W. 7 Avenue to N.W. 17 Avenue N.W. 8 Avenue between 61 Street and 64 Street Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of hej"IONO Police after giving all due consideration to the safety and1987 ESOLUTION tio. 8 7 '" 1 r traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Such closing of streets is subject to The Dr. Martin Luther King Parade and Festivities Committee, Inc. obtaining insurance requirements as mandated by the City of Miami, Finance Department, Risk Management Division. Section 4. Said authorization is hereby conditioned upon the organizers paying for all costs of City services associated with said event beyond the costs allocated. ENCLOSURES: Commission Agenda Item January 8, 1987 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution authorizing certain street closures for the Dr. Martin Luther King Commemorative Parade subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services and assurances that the City will be insured against any potential liability conditioned upon the organizers paying for necessary costs of City Services associated with said event beyond the costs allocated. BACKGROUND: The Department of Community Development has prepared the appropriate legislation for certain street closures in connection with the 1987 Dr. Martin Luther King Jr. Commmemorative Parade to be conducted by the Dr. Martin Luther King Jr. Parade and Festivities Commmittee on Monday, January 19, 1987.
