A RESOLUTION ACCEPTING THE BID OF HAROLD G.
JAFFER, INC. FOR FURNISHING ALL LABOR,
MATERIALS AND EQUIPMENT NECESSARY FOR
DRILLING A WELL AT THE CITY OF MIAMI'S MIAMI
SPRINGS GOLF COURSE TO THE DEPARTMENT OF
PUBLIC WORKS AT A TOTAL PROPOSED COST OF
$7,500.00; ALLOCATING FUNDS THEREFOR FROM THE
GOLF COURSE ENTERPRISE FUND-MIAMI SPRINGS
GOLF COURSE; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE A PURCHASE ORDER FOR THIS SERVICE.
WHEREAS, pursuant to public notice, sealed bids were
received December 22, 1986 for furnishing all labor, materials
and equipment necessary for drilling a well at the City of
Miami's Miami Springs Golf Course the Department of Public Works;
and
WHEREAS, invitations were mailed to 11 potential suppliers
and 1 bid was received; and
WHEREAS, funds for this purchase are available in the Golf
Course Enterprise Fund -Miami Springs Golf Course; and
WHEREAS, this service will be used by the Department of
General Services Administration for the purpose of completion of
a computerized electronic irrigation system installation; and
WHEREAS, the City Manager and the Director of the
Department of Public Works recommend that the bid received from
Harold G. Jaffer, Inc. be accepted as the lowest responsible and
responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The December 22, 1986 bid of Harold G. Jaffer,
Inc. for furnishing all labor, materials and equipment for
drilling a well at the City of Miami's Miami Springs Golf Course
to the Department of Public Works at a total proposed cost of
$7,500.00 is hereby accepted with funds therefor hereby allocated
from the Golf Course Enterprise Fund -Miami Springs Golf Course.

Section 2. That the City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a Purchase Order
for this service.

-22, for furnishing All Labor, Materia s "RZ"
ece sary to drive a 14 or 16 inch well at the City of Miami's
Miami Springs Golf Course, located at 650 Curtiss Parkway for the
Department of Public Works.
Ordinance No. lb062 established a goal of Awarding 51% of the
City's total dollar volume of all expenditures for All Goods and
Services to Black, Hispanic and Women Minority Business
Enterprises on an equal basis.
Minority and women vendors who are interested in submitting bids
and who are not registered with the City as minority or women
vendors are advised to contact the City Procurement Office, 1390
N.W. 20th Street, Second Floor, Telephone 579-6380.
Detailed specifications for the bids are available upon request
at the City Procurement Office.
The City Manager may reject all bids and readvertise.

REFERENCES.
ENCLOSURES.
It is respectfully recommended that the City Commission adopt the
attached resolution awarding a contract for the drilling of a well
and installation of 14 inch casing at the Miami Springs Golf Course
to Harold G. Jaffer, Inc., the lowest responsive bidder in accord
with Bid No. 86-86-027. The cost for the furnishing of all labor,
materials and equipment necessary for a 50 foot well and drilling
15 feet past the end of the casing is $6700; with an additional
cost of $80 per foot for any necessary footage depth. Funding is
available in the Golf Course Enterprise Fund -Miami Springs Golf
Course.
BACKGROUND:
The Departments of Public Works and Parks, Recreation and Public
Facilities has analyzed bids received pursuant to bid No. 86-87-027,
to provide the drilling of a well and installation of 14 inch casing
at the Miami Springs Golf Course. This item is necessary in order
to complete installation of a computerized electronic irrigation
system. Both departments recommend award be made to Harold G. Jaffer,
Inc., as the lowest acceptable responsible and responsive bidder, in
the amount of $6700 and any additional footage depth necessary at
a cost of $80 per foot not to exceed ten feet, or $800. Funds for
this purpose are available in the 1986-87 Golf Course Enterprise
budget for the Miami Springs Golf Course, Department of Parks, Rec-
reation and Public Facilities.
