ORDINANCE NO, 1 0206
AN ORDINANCE ESTABLISHING A FIVE-
YEAR FUNDING PROGRAM USING $200,000
FROM SPECIAL PROGRAMS AND ACCOUNTS,
CONTINGENT FUND, FOR THE PURPOSE OF
FUNDING EIGHT (8) COMMUNITY
CULTURAL EVENTS; FURTHER PROVIDING
THAT, USING THE, FIRST YEAR'S
FUNDING AMOUNTS AS A BASE, FUNDING
FOR EACH EVENT FOR EACH SUCCEEDING
YEAR SHALL BE DECREASED BY AT LEAST
20%. FROM THE BASE YEAR'S ALLOCATION
FOR A MAXIMUM FUNDING PERIOD OF
FIVE YEARS; FURTHER CONTAINING A
REPEALER PROVISION AND A SEVER -
ABILITY CLAUSE.
WHEREAS, the City Commission wishes to establish a funding
program whereby $200,000 will be used to support eight (8)
community cultural projects; and
WHEREAS, the City Commission by Resolution 86-753, of
September, 25, 1986, granted $35,000 in support of the Orange
Blossom Classic and by Resolution 86-846, of October 23, 1986,
granted $15,000 to the Bethune-Cookman football game; and
WHEREAS, the City Commission specified that these events be
considered as two (2) of the eight (8) events to be funded; and
WHEREAS, the City Commission on November 13, 1986, passed
Motion 86-917, specifying that the remaining $150,000 be distri-
buted equally among the following six (6), community cultural
events; Calle Ocho Open House Festival, Fiesta by the Bay,
Miami/Bahamas Goombay Festival, Miami City Ballet, Sunstreet
Festival and the Three Icings Parade;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. A funding program is hereby established using
$200,000 from Special Programs and Accounts, Contingent Fund, for
the purpose of funding on a five-year basis, the following eight
community cultural events;

Section 2. It is hereby further provided that, rising the
first year funding amounts as a baso, funding for each event for
each succeeding year shall be decreased by at least 20from the
base year's allocation for a maximum .funding period of five years.
Section 3. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.
Section 4. If any section, part of section, paragraph,_'
clause, phrase, or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall_ not be affected.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt on
1st reading an ordinance establishing a funding program for the use
of $200,000 from Special Programs and Accounts, Contingent Fund,
which would fund eight (8) community cultural events. It is also
recommended that the City Commission approve the attached
resolution allocating $150,000 of the $200,000 to six (6) community
cultural events, since resolutions had previously been passed
allocating $50,000 of this amount to two (2) organizations.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation regarding the City Commission's request at
its meeting of November 13, 1986, that the amount of $200,000 be
distributed among eight (8) community activity projects.
The attached ordinance mandates that the $200,000 be distributed as
follows:
