WHEREAS, the United States Department of the Interior: National Park Service administers the historic preservation program authorized by the National Historic Preservation Act of 1966, as'amended; and WHEREAS, an Historic Preservation Trust Fund has been established by the State of Florida under authority of Section 267.0617, Florida Statutes, which' includes a part of the Federal funds apportioned annually to the State by the United States Department of the Interior and other funds appropriated by the State legislature for historic preservation activities; and WHEREAS, the State. of Florida: Department of State; Division of Archives; History and Records, Management has offered the City of Miami a $5,500 grant in -aid to conduct historic preservation surveys in Buena ,Vista and Biscayne Boulevard; and WHEREAS,,the Commission of the City' of Miami, per. Resolution No. 86-705, accepted said grant-in-aid, and' the City Manager, executed the grant agreement; and WHEREAS', activities to be ar-compi i shed under this grant program include preparation of a local historic district designation for Buena Vista and a nomination to the National Register of. City Commission adopt the attached ordinance establishing a new;Special Revenue Fund entitled "Historic Preservation: Buena Vista'' and appropriating. funds for the same in the amount of $11,000, consisting of a $5,500 grant from the.S.tate of Florida: Department of State; and $5,500 from Fiscal Year 1986-87 Community Development, Block Grant: Citywide Historic Preservation and Planning Administration. BACKGROUND: The Department of Planning analyzed and presented to the City Commission at its September 11, 1986, meeting a resolution accepting a $5,500 grant from'the State of Florida, to prepare.a local historic district designation. for Buena Vista East and a National Register nomination for selected historic buildings on Biscayne, Boulevard.Per Resolution No. 86-705, the City Commission accepted the grant and authorized the City Manager to execute an agreement with the State of Florida. The agreement was signed on September 23, 1986. The purpose of this proposed ordinance is to establish a Special Revenue Fund to which project expenses can be charged. The City will be reimbursed upon 'completion of the project. The local match for the grant ($5,500) is in the form of in -kind services by existing P1a.nning.'Department staff.
