AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE
FUND ENTITLED: "HISTORIC pRESERVATION:
EDUCATION AND APPROPRIATING FUNDS FOR ' THE
OPERATION OF SAME IN THE AMOUNT OF W ,450,
CONSISfTNG OF. A-$14,225 GRANT FROM THE STATE OF
FLORIDA; DEPARTMENT OF STATE; AND $14,225 FROM
FISCAL YEAR 1985-87. GENERAL FUND AND COMMUNITY
DEVELOPMENT BLOCK GRANT: CITYWIDE HISTORIC
PRESERVATION AND PLANNING ADMINISTRATION;
CONTAINING A REPEALER PROVISION AND A SEVERABILITY
CLAUSE.
WHEREAS, the 'United States Department of the Interior: National park
Service administers the historic preservation program authorized by the
National.Historic Preservation Act of 1966, as amended, and
WHEREAS, an Historic Preservation Trust Fund has been established by the
State of Florida under authority of Section 267.06171 Florida Statutes, which
includes a part of. the Federal funds apportioned annually to the State, by the
United States Department of the Interior and other funds appropriated by the
State legislature for historic preservation activities; and

WHEREAS; the State of Florida:' Department -of State; Division of Archives,
History and Records Management has offered the City of Miami a $14,225 grant-
in -aid to promote historic preservation education; and
WHEREAS, the Commission of the City of Miami, per Resolution No 86-705
accepted said grant-in-aid, and the City Manager executed the grant agreement;
and
WHEREAS, activities to be 'accomplished under this grant program include
preparation of four publications explaining and educating the, public about
the City's heritage conservation program; and
WHEREAS, the Planning Department Will use existing .,staff and budgeted
Print Shop fees, to meet the fifty percent local match requirement of the
grant;
NOW, THEREFORE, BE IT ORDAINED BY. THE COMMISSION 'OF THE CITY OF MIAMI,
FLORIDA;

RECOMMENDATION:
It is respectfully recommended that the City Commi,Stion adopt the .attached
ordinance establishing a new Special Revenue Fund entitled "Historic Preservation:
Education" and. appropriating', funds. for the same in the amount :of. $28;450,
_ consisting of a $14,225 grant from Fiscal Year 1986-87 General Fund: Planning
Department, and Community Development Block Grant: Citywide Historic Preservation
and ,Planning Admi ni strati on.
BACKGROUND:
The Department of Planning analyzed and presented to the city Commission at, its.
September 11, 1986, meeting a resolution accepting a $14,225 grant from the State
of Florida, Department of State, to .prepare four publications explaining and
educating the public about the City's heritage conservation program. Per
Resolution No._86-705, the City_Commission accepted, the grant and authorized the
City,Maneger to execute an,agreement with the State of Florida. The agreement was
signed on September, 23, 1986.
The purpose of this ordinance is to establish a Special Revenue. Fund to which
project expenses can be charged. The Ci ty ' wi 11 be reimbursed upon completion of
the project. The local match for the grant ($14,225) is in the form of inrkind
services by existing Planning Department staff and. budgeted Print Shop fees,.
