This is to request that the City Commission discuss my proposal
for a one year pilot project that would 'improve the delivery of
services to the community in addition to bringing increased
revenues to the City of Miami.

City approves tennis operation ..
as pilot project in Kirk Munroe Park

Tennis and tourism.
That's what Krassi Ivanov will
serve when he takes over the
management of Kirk Munroe Park,
a City of Miami tennis facility in
Coconut Grove, next month.
'This is the first public/private
venture involving tennis and a city
park.
Mr. Ivanov; president of In-
ternation4l Tennis and Travel,
Inc., plans to begin a tennis
program at the park January 7. In
exchange for use of the park, at
3101 Florida St.. his company is to
provide maintenance, staffing and
insurance for the seven -court
facility.
' Five courts will be open to .the
public from 7 a.m. to 10 p.m. 'at'
$2.50 an hour per player, the same
rate that the city charged. The other
courts will be used for instruction. ,
Mr. Ivanov said the one-year
agreement with the city will cost his
company S50,000. The city. will
receive 10 per cent of the program's
earnings once Mr. Ivanov starts -to
make a profit. '{ .: i He 'said he
hopes to negotiate with the city in
three months for similar
arrangements in other city parks. ,.
Mr. Ivanov said his - tennis
program, called the International
Tennis Academy, - will recruit
students from West Germany, -
Austria, Switzerland and South
America. He plans to advertise the
program — ..which will involve
meals, transportation and hotel
accommodations as well as tennis
instruction —overseas.
He already has signed food and
beverage agreements with the
Peacock Cafe and Angela's Cafe in
Coconut -Grove, and is talking with
the Holiday Inn Brickell Point and
River Parc Hotel about discounted
rooms, he said.
Tourist packages will range from
$585 to S910 per person per week
and include 20 hours of tennis,
accommodations, breakfast and
dinner. For locals, a private 50.
minute lesson is $28. A group
session is S8 per person.
This deal is an experiment, said
Janet. Reid, marketing services
administrator . with the City of
Miami Department of Develop-
ment, � who negotiated the
agreement. The city will monitor
Mr. Ivanov's operation before it
agrees to renew the permit at the
end of the year. The city, which did
not seek bids for the pilot program,
will most likely seek competitive
bids when _ Mr. Ivanov's permit
expires December 31, 1987, she
said. .
"The facility was under-utilized
and l not"being maintained," Ms.
Reid said. "The private rector does

Mr. Ivanov, former director of
the Munich 'Olympic 'Center and
:coach of the Swiss National Junior
Tennis Team, "started 'the In-.
ternational -Tennis Academy in
Munich also a ' public/private
arrangement --just after the 1972
Olympic'garnes.'The center is still
open. In 1984, he opened a branch
in Delray Beach and made
arrangements with private tennis
-facilities. He 'moved to three
different 'tennis ' resorts before
' •closing shop 10 months ago.
"It was not working," Mr.
..Jvanov said. "No one place had the
right management. I was hoping
for organization in Miami and got
it," he said, explaining he wanted

operation's facilities. '
. Ms. Reid said the city will paint
the court, install new nets and fix
surface cracks before Mr. Ivanov
takes over the park January 1. The
tennis program, coached by
Miamian Mark Townsend, will
offer lessons for children, teen.

A special net rate of $40.00 per apartment, per night, plus 10% tax

EXECUTIVE OFFICE
FOR THE PERIOD OF: November 2, 1986 to November 1, 1987
The Hotel Riverparc will provide 10 rooms at the net rate of $75.00.
The above rate is based on the European Plan, run -of -the -house, and are subject
to applicable sales tax (10%). Rates apply to single or double occupancy. The

CONDITIONS OF THIS AGREEMENT •
I. ACCEPTABLE METHODS OF PAYMENT
a. Payment by Voucher
Should International Travel & Tennis, Inc., intend to have passengers
present vouchers in lieu of pre -payment, page 4 of this page
document must be completed and approved by our Credit Manager.
b. Pre -payment
Should the hotel not receive or approve request for voucher
acceptance in lieu of pre -payment, a first night's deposit is
required within 14 days of making reservation. Full pre -payment
must then arrive at the hotel prior'to the guests's arrival.
c. Escrow Deposit
Should the hotel not receive or approve request for voucher
acceptance in lieu of pre -payment, an escrow deposit may be
given to the hotel (in an amount equal to $5,000.00), to be
held for a period no shorter than the dates of this agree-
ment. Any charges not paid in a timely manner will be deducted
from this escrow money and the full amount of the escrow
deposit must be restored within one week of this deduction
to continue this agreement. The Riverparc Hotel will not pay
interest in any amount on -escrow or advance deposits.

Herr Ivanov hat die Spieler fur alle Turniere angemeldet.
Die Firma Rossignol stellt fur den Zeitraum 10.07.:- 26.08.84
ein geeignetes Fahrzeug zur VerfU9ung..Die Ubernachtung
erfolgt auf eigene Kosten in gUnstigen Quartieren. Die
Firma Rossignol ilbernimmt die Fahrzeugkosten, Benzinkosten
and Anmeldegebuhren. Sollten nach der Reise noch Gelder
zur VerfUgung stehen, werden wir anteilml3ig Ubernachtungs-
kostenbeitrHge zuweisen.
Treffpunkt: ist am 10.07.84 bei
Firma ROSSIGNOL, F'rauenstr.. 26-28, 8031 Maisach
um 17.00 h .
Dort werden'wir noch vor der Abfahrt die erforderlichen
Werbeaufnahmen machen.
Tennisshorts kdnnen leider entgegen bisheriger Zusagen nicht
geliefert werden. Die Nike-Schuhe Sind bis zu diesem ZeitDunkt
ausgabebereit.
