The Miami Design District Association has requested to be placed on the

3. That the City provide assistance in the amount of $250,000, to fund an
expanded marketing and promotion campaign for the Design District to
meet critical and immediate needs for retention and recruitment of
businesses and business activity. This funding is an interim measure
pending the establishment of the special taxing district, which could begin
to generate revenues by as early as January of 1988.
The Miami Design District faces tough, new competition regionally and
nationally. The competing desi

marketing and promotion campagigns with annual budgets in the range of
$400,000 to $600,000 and more. It is impossible to raise this funding
through voluntary membership dues and assessments. Also, the District
Association is well aware that the City cannot fund economic development
efforts for the Design District in this amount. k are, therefore, now
committed to working toward the taxing district mechanism as a means of
funding these activities on an on -going basis.
The current investments being made by the City in public improvements, in
economic development assistance, and in coordination of services, are
starting to pay off. Even though considerable vacant space exists,
business activity is reported to be on the increase, and business
departures have slowed.
Current City support has allowed the Association to produce marketing
materials and intiate a leasing campaign, which is also being supported by
Beacon Council participation in staging recruitment events at the two top
industry shows in the country in 1987.

Dear Mr. Lallouz:
By way of this letter, I would like to express my support
for the broad spectrum of programs which are now -being
provided under the auspices of the Miami Design District
with the City of Miami's financial contributions.
Thanks to the efforts of the Miami Design District's pro-
fessional staff and community leaders, results are already
being seen.
In order to provide for an ongoing source of operational
funds, I am in the process of convincing the Legislature
to provide local government with authority to levy special
assessments for Retail and Wholesale Districts in order to
provide funds for management and promotion.
I deeply appreciate the support and efforts of the Miami
City Commission and urge that this support be continued
while we pursue the Legislative authority that is needed
to provide for the future.
