A RESOLUTION APPROVING, IN PRINCIPLE, THE
BRICKELL LOTH STREET PROMENADE DESIGN
DEVELOPMENT PLAN AND URBAN DESIGN GUIDELINES
FOR THE PUBLIC RIGHT-OF-WAY OF SOUTH-
WEST/SOUTHEAST LOTH STREET BETWEEN SOUTHWEST
1ST AVENUE AND BRICKELL AVENUE; A COPY OF
WHICH IS ATTACHED HERETO AND MADE A PART
HEREOF.
WHEREAS, the City of Miami Planning Advisory Board at its
meeting of December 17, 1983, Item No. 3, adopted Resolution No.
PAB 56-86, by a vote of 9 to 01 RECOMMENDING APPROVAL of the
Brickell loth Street Promenade Development Plan and Urban Design
Guidelines, in principle.
WHEREAS, the City Commission after careful consideration of
this matter deems it advisable and in the best interest of the
general welfare of the City of Miami and its inhabitants to
approve the Plan, in principle.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Commission approves, in principle,
the Brickell loth Street Promenade Development Plan and Urban
Design Guidelines dated December 8, 1986, a copy of which is
attached hereto and made a part hereof as Exhibit A, for the
public right-of-way of Southwest/Southeast loth Street between
Southwest 1st Avenue and Brickell Avenue.

Review and recommendation of the Design
Standards and Plan ( in principle) for the
Brickell Promenade, being an urban design
development plan for the publ is right-of-way of
SW/SE loth Street between SW 1st Avenue and
Brickell Avenue.
REQUEST To recommend approval of the proposed Brickell
Promenade plan, in principle.
BACKGROUND The Brickell loth Street Promenade was first
recommended in the Brickell Station Area Design
and Development (SADD) Plan approved by the City
Commission on April 23, 1981. In April of 1985,
the City Commission authorized the issuance of a
request for proposals for the purpose of
selecting a consultant to provide a design
development plan for SW/SE loth Street and urban
design guidelines. Following standard
procedures for consultant selection. The f irm
of Rodriguez Khuly Quiroga was awarded the
contract in December, 1985.
ANALYSIS The consultants have prepared a detailed design
development plan of the loth Street project from
SW 1st Avenue to Brickell Avenue. The proposed
plan enhances the pedestrian connection from the
transit station to the office population in
Brickell, combining retail activities and open
space in an urban setting. The Promenade design
includes paving patterns, . materials,
landscaping, street furniture, lighting, signage
and special amenity features. A complete
traffic and engineering analysis is also part of
the study. Prel iminary construction cost
estimates have been completed. Management and
operational recommendations are addressed as
well as design guidelines and standards . for
private development frdnting on SW loth Street.

The team of Rodriguez Yhuly Quiroga and the
Planning Department staff have worked closely
throughout the course of the study with City and
County representatives as well as private
property owners in the area.
RECOMMENDATION
PLANNING DEPARTMENT The Planning Department recommends approval in
principle, of the Brickell Promenade Design
Development Plan and Urban Design Guidelines.
PLANNING ADVISORY BOARD At its meeting of December 17, 1986, the Planning
Advisory Board adopted Resolution PAB 56-86 by a
9 to 0 vote, recommending approval of the above,
provided developers pay for the project, with the
exception of water and sewer expenditures, which
will be paid for by government agencies.

OVERVIEW
This report, along with the Final Design Presentation, represents the conclusion of the consultants work
on the City of Miami commissioned -Brickell Promenade Study. The study, which consisted of three
phases: .
1. Program Development and Planning Phase
2. Schematic Design Phase
3. Design Development Phase
focused on proposing specific design solutions for the three block long S.E./S.W. 10th Street corridor. The
proposed solutions are the end result of a thorough process involving an analysis of existing conditions and
proposed improvements along with a series of meetings with land owners and public officials.
The following primary objectives were identified at the end of the Program Development and Planning
Phase:
* Promote pedestrian movement from the Metrorail Station through an active, safe environment
to Brickell Avenue.
+� Provide a 24 hour multi -use urban activity center with a cultural/entertainment/retail
identity.
Provide a pedestrian focus for the Brickell Area at the core of Central Brickell.
Other underlying objectives were to create a quality environment with a unique sense of place and to
enhance the character and image of the area to encourage the private sector to take advantage of the
favorably zoned prime development opportunities in the Central Brickell area. Additionally, provisions
for accommodating the People Mover station and/or track(s) along or adjacent to the Brickell Promenade
corridor were addressed. Specific objectives were addressed by Zone* as the format of this report does.
*Please refer to Program Development and Planning Phase report dated April 25, 1986 for related data
inventory and analysis information. Zones 1, 2 do 3 correspond to the three blocks along loth Street from
West to :East.

1.1 ZONE I
Zone 1 is the longest block (6001) situated immediately adjacent to the Brickell Metrorail Station between
S.W. lst Avenue and South Miami Avenue. This zone contains the most buildable frontage and includes
the historic Fire Station No. 4 currently undergoing renovation.
1.1.1 CONNECTION TO BRICKELL METRORAIL STATION
Provide paved bands and central area at intersection (S.W. 1st Avenue and Brickell Promenade)
to "announce" pedestrian crossing. (figure 1.0
* Provide appropriate pedestrian crossing lights at intersection.
* Provide a double row of Royal Palms at both sides of S.W. 1st Avenue. (figure 1.0
Provide Metal Gateway Trellis at East side of S.W. Ist Avenue. (figure 1.1 and C/1.2)
* Provide Metal Trellis Wall to screen station at West side of S.W. 1st Avenue. (figure 1.0
1.1.2 STREET CROSS SECTION
* Provide continuous valley gutter at South side with longitudinal drainage to allow "Linear
Plaza" effect when Zone 1 is reserved for exclusive pedestrian use. (figures C/1.2 do B/1.2)

Provide 14 on street parking spaces at North side for enticement purposes and for multi -use

1.2 ZONE 2
Zone 2 is the shortest block in the Brickell Promenade consisting of approximately 200' between South
II
Miami Avenue and Brickell Plaza. This block is the focus of the Promenade due to it's key location, at the
'hub or knuckle of the other two Zones, and it's existing abundant valuable vegetation. A group of large
canopy Live Oak trees occupy approximately a third of the area most of which lies within the two existing
city owned mini -parks.
1.2.1 CONNECTION TO ZONE 1 AND ZONE 3
* Provide paved bands and central area at intersection to "announce" pedestrian crossing. (figure
2.1)
Provide appropriate pedestrian crossing lights at intersection.
+� Provide Royal Palms as shown to announce Promenade. (figure 2.1)
* Provide Metal Trellis Gateway at end of Zone 1 as shown. (figure 2.1)
1.2.2 STREET CROSS SECTION
+� Provide continuous valley gutters at both the North and the South sides of the street for easy
conversion to Plaza during exclusive pedestrian use times. (figure 2.1)
` Provide 22' wide traffic area for one I I vehicular circulation lane each way.

* Preserve existing tree canopy as shown. Create a lawn area below the canopy for passive
activities. (figures 2.1 do 2.2)
Provide area to receive existing oak trees to be relocated from Zone 1 at southwest. corner of
Plaza/Park. (figure 2.1)
Provide Royal Palms as stipulated in 1.2.1.

Provide a continuous built-in bench along the edge of the Oak canopy for abundant seating
with minimum maintenance. (figures 2.1 & B/2.2)

Provide trash receptacles at Park/Plaza area.
1.2.6 LIGHTING
Provide light fixtures mounted on bollards.

* Refer to 1.2.9 for performance related lighting.
Provide recessed grate mounted uplights at Royal Palms.

Increase water main to meet revised fire flow requirements and potential development size.
* Provide new gravity sewer line at North side to service block 72. Upgrade system at South
side to service block 74.
Relocate existing overhead electrical and telephone lines underground. Provide adequate
manholes and conduit stub -out provisions for projected future developments.
* Upgrade existing storm drainage system to meet additional demands and . the latest
requirements of the City of Miami Public Works Department and Metro Dade County Water
Control Section.
* Replace existing cobra -head type street lighting fixtures with those specified.

1.2.9 LAND ACQUISITION
Acquire land adjacent to existing parks to create a desirable critical mass of open space at
this key location.

Provide Light/Laser Tower to accommodate stage related lighting and laser light shows at

Zone 3 is approximately 350' long and is situated between Brickell Plaza (S.E. 1st Avenue) and Brickell
Avenue. This block contains essentially no buildable frontage and is occupied by relatively new office
buildings and parking garages. Additionally, this Zone contains some valuable vegetation. Due to this, we
foresee the least change, relative to Zones 1 & 2, occurring along this block.
1.3.1 CONNECTION TO BRICKELL AVENUE
* Provide paved bands and central area at intersection (Brickell Avenue and Brickell Promenade)
to "announce" pedestrian crossing.. (figure 3.1)
Provide appropriate pedestrian crossing lights at intersection.
Provide 4 rows of Royal Palms: 1 at each side of Brickell Avenue and 2 rows in the median

OVERVIEW
Design guidelines for the private setback areas and building facades of developments fronting on the
Brickell Promenade have been developed in order to ensure continuity of design between the public
R.O.W. and the privately owned setback areas. The guidelines attempt to balance individual developer
freedom and preconceived design by being flexible wherever possible. The intention is to create a unified
place with an urban character responsive to the specific needs of a pedestrian -oriented environment in the
Brickell Precinct. This can only be accomplished through a concerted effort between the public agencies
and private landowners involved.
It should be noted that these guidelines are in addition to the requirements stipulated in the SPI-7 zoning
district regulations found in the City of Miami Zoning Ordinance.
The guidelines are organized by Zone to reflect the differences inherent to each of the three blocks along
the Brickell Promenade. Each Zone or block has specific design elements (paving, landscaping, lighting,
etc.) grouped in the same order. Specifications for all of the design elements have been compiled into
Appendix "A".
In addition to the design standards and guidelines outlined in this document, it is recommended that a
Design Review Committee be created to review planned developments along the Brickell Promenade.

Zone 1 is the block along which most redevelopment will occur. The cross section of the street is
assymetrical thus creating decidedly different North and South sides. Please note this when reading the
following design guidelines.
2.1.1 SETBACKS

Ground Level Setback at the North side shall be 12'-011. (figures A/1.2 & C/1.2)

Zone 2 contains the most valuable vegetation found in- the Brickell Promenade. The design of the
Park/Plaza has been subordinated to this fact. It is our intention to preserve and enhance the existing
present character by providing ample seating along the Oak tree canopy edge, introducting a stage area
for performances, and encouraging spillover from privately owned establishments onto the public plaza.

Proper management is the key to activating the attractive physical features which have been designed
into the Brickell Promenade. The integration of public and private concerns into a directed management
program can lead to a unique retail/service/entertainment experience in the heart of the Brickell
Precinct.
It is recommended that an experienced management/marketing firm be retained jointly by private and
public interests, to direct and manage the Brickell Promenade facility.
Among the issues to be considered are:
Creative Merchandising to serve a broad range of shoppers and diners.
Marketing Strategies

Cultural Events programming at Park/Plaza and Zone 1
Exclusive Pedestrian use scheduling

A table has been developed to illustrate the flexibility of operations within the Brickell Promenade. The
table indicates appropriate times to allow different vehicle types as well as exclusive pedestrian use.
Programmed special events are charted for both Zones 1 and 2. Assumptions were made with respect to
predominant pedestrian traffic and service availability time blocks. In accordance with this table a series
of vehicular circulation rerouting maps have been developed to illustrate the viability of closing. portions
of the Brickell Promenade for exclusive pedestrian use at programmed times.

1. General: Tree Grates and Frames shall be of cast
iron as manufactured by Neenah Foundry Company.
Ductile iron, aluminum or bronze can be furnished
on special order.
2. Material: Gray Iron castings shall conform toA.S.T.M.
A-48-83 Class 35 or better.
3. Finish: All castings shall be manufactured true to
pattern: component parts shall fit together in a
satisfactory manner. They shall be of uniform quality;
free from blowholes, porosity, hard spots, shrinkage
distortion or other defects. They shall be smooth and
well cleaned by shotblasting.
4. Paint: Tree grates and frames shall be furnished
without paint or primer as the standard. See page 35
for details on prime and finish paint.
5. Weight: Deviation shall not exceed plus or minus
5% of catalog or drawing weight..
6. Submittals: Manufacturer's shop drawings shall be
submitted to the architect/engineer for approval
prior to manufacture. The architect/engineer shall re-
tain the right to reject castings not conforming to this
specification and/or approved submittal drawings.

INSTALLATION PROCEDURES FOR NEENAH TREE
GRATES AND FRAMES
1. Frames: Gray iron frame sections are to be bolted together and
cast into the concrete surround. They must be level and the
seat (for the grate) must be in a true, flat, plane to prevent
rocking of the grate.
Not all frame styles are available for all grates. If lug placement
on frame is critical, check at time of order to make sure the style
of frame you desire is available for the grate ordered. If no par-
ticular frame style is specified, our standard will be furnished.
Note: To ensure proper fit, especially when grates are bolted to the
frame. grate or a template should be placed in the frame when
the concrete surround is poured. Care must be taken to
prevent concrete from adhering to the surface of the grate
during the pour.
The seat for the grate shall be cleaned prior to setting the grate.
2. Tree Grates: Grates shall be set in and flush with the top of
the frame.
Grate halves or quarters shall be bolted together on the under
side when bolt slots are provided.
Clean any foreign matter from the grates prior to setting.
3. Security Bolting: If required, tree grates may be bolted or screwed
securely to the frame. Drilling and tapping, by the manufacturer.
For flush fastening, use a "Blue Devil" tamperproof socket screw
as manufactured by Safety Socket Screw Corporation, Chicago,
Illinois, or approved equal.
If flush mounting is not a requirement, a pent head bolt may
be used.
Both of the above security bolts require special tools for removal.
Note: Some tree grates with sufficient thickness can be bolted
flush with a recess for the bolt head.
Lighting Grates: If special insert grates for access to light fixtures
t are used, these grates shall be fastened to the tree grates with
flat head screws.
5. Special Supports: When other than half sections (1800) are
specified, grates must be supported from below using other
suitable means, by others.
All or any part of the above specifications and procedures may be
incorporated in your project documents.

testing. This report presents our understanding of the word: requested
and our findings.
PROJECT INFORMATION/SCOPE OF SERVICES
This test was conducted on a standard matrix paver. The subject
work consisted of analyzing the subject precast paver of 28-days
age, for compressive strength, absorption and density utilizing
'•ASTM C936-82 as the reference specification.
FINDINGS
