RESOLUTION NO. 87" -1000
A RESOLUTION AUTHORIZING THE PURCHASE OF THE
FOLLOWING FUELS, REGULAR GASOLINE, UNLEADED
GASOLINE, SUPER UNLEADED GASOLINE (HI TEST)
AND DIESEL FUEL NO. 2 ON AN AS NEEDED BASIS
FROM THE LOWEST BIDDER AT THE TIME OF NEED ON
THE OPEN MARKET, AT A TOTAL ESTIMATED FIRST
YEAR COST OF $1, 596, 298.00; ALLOCATING FUNDS
THEREFOR FROM THE 1986-87 OPERATING BUDGET OF
THE DEPARTMENT OF GENERAL SERVICES
ADMINISTRATION; AUTHORIZING THE CITY MANAGER
TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO
ISSUE PURCHASE ORDERS FOR THIS MATERIAL.
WHEREAS, pursuant to public notice, sealed bids were
received November 26, 1986 for furnishing fuel and lubricants on
a contract basis for one (1) year, renewable annually for two (2)
additional years, to the Department of General Services
Administration; and
WHEREAS, invitations were mailed to 29 potential suppliers
and 10 responses were received; and
WHEREAS, funds for this purchase are available in the 1986-
87 Operating Budget; and
WHEREAS, oil companies and
distributors did not quote firm
prices for fuel in accord with bid requirements and are therefore
considered as non -bids; and
WHEREAS, this material is needed by the Department of
General Services Administration for the purpose of providing fuel
on as needed basis for all City Vehicles;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. That the purchase of the following fuels,
regular gasoline, unleaded gasoline, super unleaded gasoline (Hi
Test) and Diesel Fuel No. 2 from the lowest bidders at the time
of need, at a total estimated first year cost of $1, 596, 298.00,
is hereby approved with funds therefor hereby allocated from the
1986-87 Operating Budget of the Department of General Services
Administration.

instruct the Chief Procurement Officer to issue Purchase Orders
for these materials.

Purchase of Fuel

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the purchase of gasoline and
diesel fuel to be made on the open market at the time of need,
from the lowest bidder.
Total cost of these fuels for one year is estimated to be
$1,596,298.00, which funds are available in the Fleet Management
Division budget of the General Services Administration
Department.
BACKGROUND:
The General Services Administration Department has analyzed bids
received pursuant to bid #86-87-019, to furnish fuel and
lubricants on a contract basis for one year with provision for
annual renewals for two additional years. However, because of
the oii companies pricing policies, they will not bid firm prices
for gasoline and diesel fuel. A procedure of multiple supplier
award with purchases at the lowest price at the time of need has
been practiced for the past three years, this has resulted in
obtaining the best prices for City purchases of fuels. Since no
firm bids were received to provide fuels in accord with bid
requirements, it is recommended that the following fuels, regular
gasoline, unleaded gasoline, super unleaded gasoline (hi test)
and diesel fuel No. 2, be purchased from the lowest bidder at the
time of need. Amount of award is based upon estimated quantities
of lubricants required.
