RESOLUTION NO. 8 _
A RESOLUTION EXPRESSING THE INTENT AND POLICY
OF THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA, THAT THE PROCUREMENT NEEDS OF THE
CITY OF MIAMI FOR GOODS, EQUIPMENT AND
SUPPLIES NOT BE MET USING ANY COMPANIES OR
SUPPLIERS WHO THROUGH THEMSELVES OR THROUGH
WHOLLY -OWNED SUBSIDIARIES EITHER (1) PURSUE A
POLICY OF MAKING PAYMENTS DIRECTLY OR
INDIRECTLY FOR THE PROTECTION AND SECURITY OF
THEIR HOLDINGS AND PROPERTIES IN ANGOLA TO
THE MARXIST-COMMUNIST MILITARY GOVERNMENT
FORCES OCCUPYING THE NATION OF ANGOLA; OR,
(2) DO BUSINESS WITH THE GOVERNMENT OF
ANGOLA; FURTHER URGING THAT OTHER CITY
GOVERNMENTS AND ALL GOVERNMENTAL UNITS ON THE
COUNTY, STATE AND FEDERAL LEVELS FOLLOW A
SIMILAR PROCUREMENT POLICY; FURTHER DIRECTING
THE CITY CLERK TO FORWARD COPIES OF THIS
RESOLUTION TO THE HEREIN NAMED OFFICIALS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. It is the intent and policy of the Commission
of the City of Miami, Florida, that the procurement needs of the
City of Miami for goods, equipment and supplies not be met using
any companies or suppliers who through themselves or through
wholly -owned subsidiaries either (1) pursue a policy of making
payments directly or indirectly for the protection and security of
their holdings and properties in Angola to the Marxist -communist
military government forces occupying the nation of Angola; or, (2)
do business with the government of Angola.
Section 2. Other city governments and all governmental
units on the county, state and federal levels are hereby urged to
follow a similar procurement policy for goods, equipment and
supplies.
Section 3. The City Clerk is hereby directed to forward
copies of this Resolution to President Reagan, the President of
the United States Senate, the Speaker of the United States House
of Representatives, members of the Congressional Delegation
representing any part of Dade County, the President of the Florida
Senate, the Speaker of the Florida House of Representatives, the
Florida League of Cities, and members of the Dade County State
legislation Delegation and the Dade County Commissioners. CITY COMMISSION

Dear Matty:
Thanks for sending me your resolution expressing the City of
Miami's intent and policy that the procurement reeds for the city
shall not be met using any companies who directly or indirectly
support or do business with the government of Angola. I
appreciate having the benefit of your views on this issue.
As you may know, last year I joined in support of Senate
Resolution S. 381, introduced by Senator DeConcini. The
resolution called for the President to invoke his special
authorities under the International Emergency Economic Powers Act
to discourage U.S. business transactions which conflict with U.S.
security interests in Angola. I supported the resolution because
it is my feeling our foreign policy in Angola has been
inconsistent. While we provide assistance to Jonas Savimbi and
UNITA in their battle against the Angolan marxist regime, another
side of our policy permits American corporations to continue a
"business as usual" relationship.
Shortly after coming to power in 1975, promises of free and
honest elections and greater civil liberties were given to the
Angolan people. Over ten years have passed and still no action
has been taken by the government on these promises. From my
view, we must pursue every effort to end Angolan dependency on
the Soviets and Cuba.

expressing the City of Miami Commission's opposition to doing business with
companies which conduct business in Angola. As you may know, I have been
active in pursuing the same goal at the federal level. Please be assured
that, as the Chairman of the House Foreign Affairs Committee, I will continue
to follow U.S. policy with regard to Angola very carefully, keeping the
Commission's position in mind.

Your letter of February 2 enclosing Resolution No. 87-96 of the
Miami City Commission came to me and I thank you very much. I warmly
commend the City Commissioners upon taking this stand against the
Marxist -Communist government of Angola.

I introduced a House Resolution last year calling upon the
President to provide assistance to UNITA while pressing for meaningful
negotiations regarding Democratic reforms and a withdrawal of foreign
forces from Angola. I also led the House of Representatives to repeal
a law forbidding United States aid to the freedom fighters in Angola
and later proposed $27 million in non-military assistance. We had the
pleasure in February last year of cosponsoring a luncheon for Mr. Jonas
Savimbi here in Washington. I believe that we have an obligation to
history to help others who are fighting for freedom. I will continue
to be on the alert here to assist the opposition in their fight for
liberation.
Again, thank you for bringing to my attention the Resolution of
the Miami City Commission.
