Q " 9 A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPROVED APPLICATION CALLED THE HOMELESS ASSISTANCE PLAN TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) REQUESTING FUNDS IN THE AMOUNT OF $41,000 FOR A PROPOSED EMERGENCY SHELTER GRANT PROGRAM; FURTHER AUTHORIZING THE CITY MANAGER, UPON APPROVAL OF SAID GRANT BY HUD, TO ACCEPT THE SAME AND TO EXECUTE THE NECESSARY IMPLEMENTING CONTRACT WITH HUD; AND FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT WITH DADE COUNTY TO ADMINISTER SAID EMERGENCY SHELTER GRANT PROGRAM. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to submit an approved application called the Homeless Assistance Plan to the U.S. Department of Housing and Urban Development (HUD) for a proposed Emergency Shelter Grant Program. Section 2. The City Manager, as Chief Administrative Officer for the City of Miami, upon approval of the above Grant by HUD is hereby authorized to accept the grant and, upon receipt of same, execute the necessary implementing contract with HUD and negotiate a contract with Dade County to administer the said Emergency Shelter Grant Program. City Manager IN'i Ertl. -OF FIC_ MEMORANCUM Mayor and City Commission RECOMMENDATION: DATE JAN 161967 FIL SUBJECT Emergency Shelter Grant Program Application REFERENCES- Commission Agenda Item ENCLOSURES: January 22, 1987 It is respectfully recommended that the City Commission adopt the attached ordinance and resolution, appropriating $41,000 of Emergency Shelter Grant program funds from the U.S. Department of Housing and Urban Development (HUD), authorizing the City Manager to submit the grant application for these funds to HUD, and further authorizing the City Manager, upon approval of said grant by HUD,. to accept the same and negotiate the necessary implementing contracts and agreements. BACKGROUND: The U.S. Department of Housing and Urban Development has appropriated a total of $10 million for FY 1987 for the new Emergency Shelter Grant Program. Allocations have been made to metropolitan cities and urban counties utilizing the same formula as the FY 1986 Community Development Block Grant formula, that would receive grants of $30,000 or more. The balance of the funds have been allocated to the states. The City of Miami has been allocated $41,000 under this formula. The only other entitlement recipient in Florida is Metropolitan Dade County, which has been allocated $51,000. The State of Florida has been allocated $308,000. The purpose of the Emergency Shelter Grant Program is to help improve the quality of emergency shelters for the homeless, to -help make available additional emergency shelters, and to help meet the costs of operating emergency shelters and of providing essential social services to homeless individuals, so that these individuals have access not only to safe and sanitary shelter, but also to supportive services and other types -of assistance they need to improve their situations. The major requirements for receipt of the grant are the submittal of a Homeless Assistance Plan which describes the proposed use of the emergency shelter grant, and various certifications and assurances, including a description of the matching supplemental funds which may be inkind rather than cash. The application, consisting of the above, must be submitted to HUD no later than January 28, 1987. \ io The Honorable Mayor and JAN 161,0307 Members of the City Commission Page two Since the City is not a direct provider of services to the homeless, the grant can be utilized to contract with not for profit agencies to carry out eligible activities. Therefore, staff of the Department of Community Development have worked closely with the Miami Coalition for Care to the Homeless in developing recommendations for use of these funds. The Coalition is composed of representatives of the- various public and private agencies serving the homeless in Miami and Metropolitan Dade County. It should be noted that the regulations governing the use of these funds limit the agencies that could be funded to carry out activities under the program. Specifically, funds cannot be used to renovate, rehabilitate or convert buildings owned by religious organizations. This, therefore, prohibits carrying out activities of this nature with organizations such as the Salvation Army and Camillus House. However, these agencies could be funded to provide the supportive social services eligible through the program. Staff is recommending that the $41,000 be distributed as follows: A. $35,000 for Renovation and Operations at the Miami Bridge Shelter located at 1145 N.W. 11 Street. The fUnds would be used to renovate bathrooms and the male dormitory and to cover increased insurance costs. This project would enable the Miami Bridge to increase service levels for emergency shelter beds for youth resulting from crisis situations and those that cannot be sheltered with family at other shelters. The City would provide these funds to the Miami Bridge, Inc. to carry out this project. The local match for these funds are available through the agency. B. $6,000 for a Follow -Up Program to High Risk Homeless Persons. This project would provide supportive social services to clients of the Salvation Army. The Salvation Army would carry out this activity, which is directed at those persons viewed as high risk. The clients will be assisted in obtaining financial aid, food, legal services, health care, and other services to aid in establishing family stability. This program would be jointly funded with Metropolitan Dade County, and represents a new initiative within the Salvation Army. The local match for these funds are available through the agency. The Miami Coalition for Care to the Homeless concurs with the recommendations for use of the grant,. as these projects are consistent with the Coalition's goal to improve the quality of care to the homeless.
