RESOLUTION NO. 87
A RESOLUTION ALLOCATING $15,000 FROM THE
1986-87 OPERATING BUDGET OF THE SOLID WASTE
DEPARTMENT, IN SUPPORT OF THE "KEEP DADE
BEAUTIFUL, INCORPORATED" PROGRAM WHICH
PROVIDES PROGRAMS AND SERVICES AIMED AT
ELIMINATING PROBLEM AREAS IN THE
ENVIRONMENTAL DEVELOPMENT OF THE COMMUNITY;
FURTHER AUTHORIZING THE CITY MANAGER TO ENTER
INTO AN AGREEMENT WITH SAID ORGANIZATION IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. $15,000 from the 1986-87 Operating Budget of
the Solid Waste Department, are hereby allocated to "Keep Dade
Beautiful, Incorporated" which provides programs and services
aimed at eliminating problem areas in the environmental
development of the community.
Section 2. The City Manager is hereby authorized to
enter into an agreement, in a form acceptable to the City
Attorney, with the aforementioned organization to implement the
operations of said organization.

GRANT AGREEMENT
BETWEEN
THE CITY OF MIAMI, DADE COUNTY, FLORIDA
AND
KEEP DADE BEAUTIFUL, INCORPORATED
WHEREAS, THE CITY OF MIAMI desires to enter into an agreement
with KEEP DADE BEAUTIFUL, INCORPORATED.
NOW, THEREFORE, IN CONSIDERATION of the mutual agreement
contained herein, the parties heretofore agree as follows:
I. THE CITY OF MIAMI
To provide $159000 to KEEP DADE BEAUTIFUL for
administrative expenses associated with operating KEEP
DADE BEAUTIFUL. Grant funds will be paid upon execution
of this Agreement and provide for services to the City in
the following areas:
EDUCATION:
A. Design and introduce in conjunction with the Dade
County Schools a Waste In Place curriculum for usage
by students in grades K-6.
B. Design, coordinate, and initiate recycling programs in
the Dade County public schools.
C. Design, plan, and coordinate presentations, workshops,
and conferences to appropriate business, industry, and
community groups of the type that will inform,
educate, and solicit support for the City's effort to
maintain an environment that is safe and of high
quality.
D. Develop a speaker's bureau composed of community and
business leaders to aid in communicating the City's
efforts and environmental concerns to its citizenry.

PREVENTION
A. Develop for usage by City agencies behavior
modification programs, targeted toward the reduction
of litter, illegal dumping, and enforcement
activities.
B. Plan and/or recommend to the City special events and
projects that reflect the City's overall objectives.
INTERVENTION
A. Through the utilization of the Photometric Index, KEEP
DADE BEAUTIFUL will conduct, monitor, and inform the
City (in a quantifiable manner) of problem areas
impacting negatively and/or positively upon the
environmental quality of the City.
A. KEEP DADE BEAUTIFUL, in cooperation with the City,
will develop for production public service
announcements for the purpose of informing, educating,
and communicating the necessity for and the benefits
inherent in a clean community.
B. Plan and coordinate promotional campaigns and special
events (e.g. KEEP DADE BEAUTIFUL WEEK, NATIONAL LAND
DAY, etc.) for and on behalf of the City.

A. Provide technical assistance, research, and review of
nationwide enforcement practices and ordinances,
making recommendations for exclusion and inclusion to
appropriate City Codes and administrative policies of
the kind that will aid in a clean community.

II. KEEP DADE BEAUTIFUL
1. To use the grant only for administrative expenses
associated with operating KEEP DADE BEAUTIFUL.
2. To submit to the City Manager, upon request,
written reports and documents which demonstrate
use of funds.
3. To maintain accurate and complete
books, records,
and documents, such .as vouchers,
bills, invoices,
receipts, and cancelled checks,
sufficient to
reflect properly all receipts and
expenditures of
funds for a period of three (3)
years following
payment under this Agreement. All of the above
mentioned shall be retained within
Dade County in
a secure place and in an orderly
fashion. The
system of accounting will be in
accordance with
generally accepted accounting
principles and
practices consistently applied.
4. To permit authorized representatives of the City
of Miami to inspect and audit all books, records,
documents and other supporting data and
documentation relating to its performance whether
or not purported to be related to this grant .
These rights of audit shall extend for a period of
three ( 3 ) ye :-�r°s following payment under this
Agreemet.
5. To reimburse the City of Miami for all
unauthorized expenditures which may be determined
by the City at a later date.
6. To repay City of Miami funds as may be requested
by the City Manager in the event of a material
breach of this Agreement.

III. INDEMNIFICATION AND HOLD HARMLESS
1. It is expressly understood and intended that KEEP
DADE BEAUTIFUL is only a recipient of grant funds
and is not an agent of the City of Miami.
2. In the event any claim of lawsuit is brought
against the City of Miami, KEEP DADE BEAUTIFUL
hereby agrees to indemnify, harmless, and defend
any and all claims, liabilities, causes of
actions, any judgments, attorneys fees, and any
expenses incurred by the City of Miami in
connection with such claims or suits.
IV. SIGNATORIES
IN WITNESS, WHEREOF, the City of Miami and KEEP DADE
BEAUTIFUL have entered into this Agreement on this
day of 1986.

SUBJECT: Grant Agreement with
Keep Dade Beautiful,
Incorporated

ENCLOSURES:
It is respectfully requested and recommended that the City
Commission approve and authorize the City Manager to enter into a
grant agreement in the form attached with Keep Dade Beautiful,
Incorporated for a period of one (1) year. The amount of the•
proposed grant award is $15,000.
Background:
On November 20, 1985, Keep Dade Beautiful was certified by Keep
America Beautiful as the largest of 378 programs existing in 38
states. The local effort was initiated in the Spring of 1985 in
response to the concerns, expressed by a number of community
leaders, that Dade County in general and the City of Miami in
particular needed to be cleaned up and beautified.
Originally established'as Dade Clean, Incorporated, Keep Dade
Beautiful is a non-profit Florida corporation. It has also
become fully organized, including an executive policy committee
representative of the leadership of both the public and private
sectors, engaged a full-time executive director and a part-time
assistant, developed administrative procedures and financial
controls, and established an office presently housed in the
Greater Miami Chamber of Commerce.
Since its inception the City of Miami has been an active
participant in Keep Dade Beautiful. Mayor Xavier L. Suarez is a
member of the Executive Policy Committee. In addition, the
City's Directors of Solid Waste and Public Works and an Assistant
City manager and myself have continuously been involved and
active in technical and policy issues. Attached for the
Commission's information is a listing of accomplishments by Keep
Dade Beautiful.
The attached agreement is substantially the same as that between
Keep America Beautiful and Metropolitan Dade County which has
made a grant award of $35,000 for Fiscal Year 1987 in addition to
having previously provided $15,000 of in -kind support.

As will be noted from a review of Attachment A. Keep Dade
Beautiful has implemented a number of cost effective programs
that serve all of the Dade County community. However, as the
core community of the County, it is staff's opinion and
recommendation that the additional funds recommended herein be
approved to allow for an increased focus within the City's
corporate limits. This would provide an opportunity for the City
to utilize Keep Dade Beautiful' s expertise to assist City
departments in resolving problems unique to our City.
City Commission approval of the proposed agreement would be a
major step toward making the City of Miami healthier, cleaner and
more attractive aesthetically.

KEEP DADE BEAUTIFUL, INCORPORATED
ACCOMPLISHMENTS
1. Conducted a Litter/Solid Waste Ordinance Survey of all 26
municipalities and Metro Dade County designed to identify
needs, gaps, and similarities in waste management systems and
services, completed a Photometric Index, a photographic
process quantifying changes in litter levels in
representative areas of the community.
2. Recruited and trained 112 volunteers in the Keep America
Beautiful system to serve as members of the committees and
sub -committees; established an advisory committee of waste
management professionals in both public and private sectors.
3. Formulated action committees to promote positive change
working through:
Community organizations
Government
Business and Industry
Beautification and Design
Recycling
Educational systems
PR/Media/Advertising
Regional representatives
4. Adapted Keep America Beautiful training slide show and
manuals to local needs; presented the Keep America Beautiful
system to 53 organizations representing more than 5000
individuals, consulted in the development of "Make I't Shine",
a clean-up and beautification program for Broward County.
5. Hosted "Mr. Clean and the Mr. Clean Machine" for a three day
visit; received national publicity, and Mr. Clean Is
assessment that Miami/Dade County was the friendliest and
most exciting city of any on his 15 city tour.
6. Served as an information and referral service for more than
350 community/citizen complaints and suggestions in response
to the ad campaign; facilitated the identification of the
appropriate party and provided feedback and recognition of
the agent responding.
7. Hosted a reception for the founders of Dade Clean,
Incorporated, and 92 volunteers involved in the formulation
of the organization, recognizing their vision and commitment
to achieving a standard of excellence in cleanliness and
beauty throughout Dade County.

8. Received a first place award from Keep America Beautiful for
planning, coordinating and implementing Keep America
Beautiful Week; including 30 official proclamations; 67
separate events, involving more than 1000 volunteers in 26
municipalities and Metropolitan Dade County, youth, civic,
and service organizations.
9• Changed the name from Dade Clean, Incorporated, to Keep Dade
Beautiful to facilitate recognition and capitalize on the
Keep America Beautiful national image and publicity.
10. Produced a Keep Dade Beautiful brochure and the first issue
of a newsletter, "The Latest Dirt", to create awareness and
encourage participation in the Keep Dade Beautiful program.
11. Received more than $125,000 in promotional and advertising
in -kind support from TV, radio, and print media, PR firms,
corporations, and the public sector.
12. Involved 93 South Florida corporations and individuals in
support of Keep Dade Beautiful through financial
contributions totaling more than $90,000.
13. Planned, developed, and implemented an advertising campaign
based on the theme "Littering is a Lot of Garbage. Can it.,,,
developed and distributed promotional materials, PSA's for
TV/radio/cable and the print media.
Keep Dade Beautiful has instituted innovative, cost-effective
programs that, to a great degree, served the community on a
Countywide basis, involving Dade County and the 27
municipalities. However, funds for this program will allow the
City to utilize Keep Dade Beautiful's model and expertise to
provide these programs and services, tailored toward the
resolution and closure of specific problematical areas unique to
City of Miami environmental issues and the community served.
