A RESOLUTION AUTHORIZING ACCEPTANCE OF
THE APPRAISAL PROPOSAL OF EDWARD M.
WARONKER, PROPERTY CONSULTANTS, INC.,
MEMBER OF THE AMERICAN INSTITUTE OF REAL
ESTATE APPRAISERS, AT A FEE OF $5,0001 TO
APPRAISE, FOR THE PURPOSE OF ESTABLISHING
THE FAIR MARKET VALUE OF THE CITY'S FEE
SIMPLE INTEREST AND THE MIAMI PIONEERS'
CLUB LEASEHOLD ESTATE IN CITY -OWNED
PROPERTY LOCATED AT 250 NW NORTH RIVER
DRIVE WITH FUNDS THEREFOR BEING ALLOCATED
FROM PROPERTY AND LEASE MANAGEMENT
ENTERPRISE FUND, DEPARTMENT OF GENERAL
SERVICES ADMINISTRATION.
WHEREAS, the Miami Pioneers Club holds a lease on City owned
property, located at 250 NW North River Drive; and
WHEREAS, the term of this lease is ninety-nine (99) years,
due to expire in the year 2048; and
WHEREAS, the City plans to develop the area, including this
property, as part of the North River Drive Design & Development
District; and
WHEREAS, the City is interested in establishing the fair
market value of the City's fee simple interest and the Miami Pio-
neers' Club leasehold estate; and
WHEREAS, invitations were sent to thirty-four (34) apprais-
ers domiciled in Dade County and three responses were received;
and
WHEREAS, two appraisals are needed to determine fair and
equitable appraisal; and
WHEREAS, the proposal of Gabriel Garcia-Menocal, The Repub-
lic Appraisal Company, Inc., a Member of the American Institute
of Real Estate Appraisers, is being accepted at a fee of $3,500;
and
WHEREAS, the proposal of Edward M. Waronker, Property Con-
sultants, Inc., Member of the American Institute of Real

Estate Appraisers, was the second most advantageous proposal to
the City at a fee of $5,000; and
WHEREAS, funds for the expenses involved in these appraisals
are to be provided from General Services Administration's
Property and Lease Management Enterprise Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The proposal of Edward M. Waronker, Property
Consultants, Inc., Member of the American Institute of Real
Estate Appraisers, at a fee of $5,000, to appraise, for the
purpose of establishing the fair market value of the City's fee
simple interest and the Miami Pioneers' Club leasehold estate in
City -owned property located at 250 NW North River Drive, is
hereby accepted, with funds therefor being allocated from
Property & Lease Management Enterprise Fund, Department of
General Services Administration.

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the acceptance of the appraisal
proposal of Edward M. Waronker, Property Consultants, Inc.,
member of the American Institute of Real Estate Appraisers. This
appraisal will be for the purpose of establishing the Fair Market
Value of the City's lease fee estate, and the Miami Pioneer's
leasehold estate in the property located at 250 NW North River
Drive at a fee of $5,000.
BACKGROUND:
The General Services Administration Department needs to acquire
appraisals for the purpose of establishing the �Fair Market Value
of the City's lease fee estate, and the Miami Pioneer's leasehold
estate in the City owned property located at 250 NW North River
Drive. The term of this lease is ninety-nine (99) years and is
due to expire in the year 2048. This property is an integral
part of the district that is to be developed under the North
River Drive Development District.
Invitations were sent to thirty-four appraisers located in Dade
County, three responses were received and two appraisals are
needed to determine a fair and equitable market value of the
separate interests.
The appraisal proposal of Gabriel Garcia-Menocal, The Republic
Appraisal Company, Inc., a member of the American Institute of
Real Estate Appraisers, is being accepted at $3,500. The
appraisal proposal of Edward M. Waronker, Property Consultants,
Inc., a member of the American Institute of Real Estate
Appraisers, was determined to be the second most advantageous
proposal to the City at a fee of $5,000.
