WHEREAS, the preparation of an updated Sanborn's 1972 City of Miami Atlas is needed to serve as base information For the preparation of the state -mandated update of the City's Comprehensive Plan; and WHEREAS, since the Atlas is copywrited, its update and expansion to cover the previously omitted portions of the City is necessarily a sole source project; and WHEREAS, funds for this purchase are available in the 1986- 87 Geographic Data Base Element, Special Programs & Accounts; and WHEREAS, the Chief Procurement officer has adopted a finding wherein that Sanborn Mapping Company a Division of Real Estate Data, Inc. is the sole source for this service; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the finding of the City Manager; and WHEREAS, the City Manager and the Director of the Department of Planning recommend that the requirement for competitive formal sealed bids be waived and the procurement from Sanborn Mapping Company, a Division of Real Estate Data, Inc. as the sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: wwwwwwom CITY COMMISSION MEETING OF JANZ%1187 )N No. • 6 ' n Section I. By an affirmative vote of 4/5ths of the Members of the City Commission, after a duly advertised public hearing, the City Manager's written finding that Sanborn Mapping Company a Division of Real Estate Data, Inc. the Sole Source of supply to the City for the preparation of an updated Sanborns' 1972 City of Miami Atlas to serve as base information for the preparation of state -mandate update of the City's Comprehensive Plan at a proposed cost of $184,335.00 is hereby accepted with funds therefor hereby allocated from the 1986-87 Geographic Data Base Element, Special Programs and Accounts. Section 2. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this service, subject to the availability of funds. Odio� City Manager RECOMMENDATION DATE: JAN 14 1987 FILE SUBJECT RESOLUTION AUTHORIZING SOLE SOURCE ACQUISITION OF AN UPDATED BUILDING ATLAS AND DATA FILE FROM REFERENCES- REAL ESTATE DATA, INC. ENCLOSURES. It is respectfully recommended that the City Commission adopt the attached resolution authorizing waiver of the requirements of sealed bids for the preparation of an updated Atlas showing each building in the City of Miami and the completion of a computerized listing of each building and its attributes, for use in preparation of the City's Comprehensive Plan and in a variety of other municipal operations, at a proposed cost of $184,335.00. BACKGROUND The Planning Department has found the Sanborn Mapping Company, a Division of Real Estate Data, Inc., to be the sole source for updating of Sanborn's 1972 Atlas of Miami, which is copyrighted (see attached copy of a Sanborn Map). The City's Chief Procurement Officer and City Attorney have concurred that sole -source procedures are appropriate in this case. Therefore the Planning Department is requesting approval for procurement of one updated Atlas of Miami, covering the entire City, twelve copies of the Atlas at reduced scale, and a data file on computer tape listing each address found, its condition, construction type, use, number of stories, number of residential units, and square footage (non-residential) (see attached example of data file). This information is needed quickly to serve as base information for the preparation of the state -mandated update of the City's Comprehensive Plan. The data file is designed so as to be useful for other City functions, including more efficient Solid Waste routing, Occupational License enforcement, cross- checking of property tax file, public safety emergency response, and zoning notification. Since the Atlas is copyrighted, its update and expansion to cover the previously omitted portions of the City is necessarily a sole -source project. Sanborn has been preparing these Atlases for more than a century and executes similar contracts with Chicago and Buffalo under sole -source arrangements. .
