"ENTRANT ASSISTANCE PROGRAM - 19R7," APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $223,0001 FROM THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN StRVICrS AND AUTHORIZING FROM F THE CITY MANAGER TO ACCEPT A GRANT AWARD E� THE SOUTH FLORIOA EMPLOYMENT AND TRAINING CONSORTIUM TO PROVIDE ON THE J013 TRAINING AND PLACEMENT TO ENTRANTS; CONTAINING A REPEALER PROVISION AND A SEVERAB.IL,ITY CLAUSE. WHEREAS, the South Florida Employment and Training Consortium has allocated $.223,000 of funds provided from the U.S. Department of. Health and Human Services through the Florida Department of Health and Rehabilitative Services Targeted Assistance Program for Cuban and Haitian Entrants and Refugees; and WHEREAS, this allocation will enable the City of Miami to continue providing on the job training and placement to entrants through the Entrant Assistance Program for the period January 1, 1987 through December 31, 1987; and WHEREAS, the herein Ordinance is the appropriate vehicle to appropriate the aforesaid allocation; NOW, THEREFORE, BEITORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: Entrant Assistance. If any section, part- of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provisions Of this ordinance shall, not be affected. Section S. This ordinance is hereby declared to be an emergency measure on the grounds of urgent-- public need for the preservafion of peace, health, safety, and property of the City of Miami. and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section G. The requirement of reading this ordinance on two separate (lays is hereby dispensed with by a vote of not less than four -fifths of the members of the commission. Section 7. This appropriation is contingent- upon the City's application being approved by the U.S. Department of Health and Human Services and the City Manager's acceptance thereof. Section R. The funds appropriated hereunder shall be expended upon the condition that monthly activity statements be furnished the City Commission. Odio �'- City Manager Recommendation: SUBJECT Ordinance Appropriating $223#000 for Entrant Assistance Program REFERENCES Commission Agenda Item ENCLOSURES January 22, 1987 It is respectfully recommended that the City Commission adopt the attached ordinance establishing a new special revenue fund entitled "Entrant Assistance Program - 1987", appropriating $223,000 from the U.S. Department of Health and Human Services, and authorizing the City Manager to accept these funds from the South Florida Employment and Training Consortium to provide on the job training and placement to entrants in the City of Miami. Backaround: The South Florida Employment and Training Consortium has allocated $223,000 of funds from the U.S. Department of Health and Human Services through the Florida Department of Health and Rehabilitative Services Targeted Assistance Program for Cuban and Haitian Entrants and Refugees. These funds will enable the City to continue providing job training and placement services £o entrants and refugees through the Entrant Assistance Program for the period January 1, 1987 - December 31, 1987. The allocation of $223,000 for 1987 is over 50 percent (50%) less than the City received for the previous contract term. This is primarily due, to the program underperforming during the previous contract term. The 1987 allocation provides $140,000 for administrative costs based on 100 placements, $80,000 for participant salaries, and $3,000 for participant transportation. These funds are for a period of one (1) year. In comparison, the 1986,allocation was for $243,0001 for a period of six (6) months, and was distributed as follows: $140,000 for administration based on 100 placements; $100,000 for participant salaries; and $3,000 for participant transportation. While the program was contracted to serve 100 persons, a total of 84 were actually enrolled. Of this total,. 67 completed 50% of the on the job training, 55 entered unsubsidized jobs, 52 remained for five (5) days, and 35 reached the thirty (30)-day unsubsidized placement goal. Therefore, the actual reimbursement for administrative costs is expected to be $84,350, compared to the contracted amount of $140,000. The City has operated the Entrant Assistance Program since 1981, The program began experiencing problems in 1984-85 when the nature of payments under the grant was changed from cost reimbursement to performance reimbursement.
