HomeMy WebLinkAboutR-87-0173J-87-118 1/27/87 RESOLUTION N0. 87 -1'73 A RESOLUTION, BY A 4/ 5THS AFFIRIIATIVE VOTE OF THE IIE11BERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC REARING, RATIFYING THE CITY MANAGER' S FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR C01PF.TITIVE SEALED BIDS AND APPROVI14G T!IE PURCHASE OF PROFESSIONAL SERVICES, RELATED MAINTENANCE, COMPUTERS PROGRAMS, AND EQUIP'IENT FOR HONEY MAX CO"IPUTERIZED CASH FLOW INVESTMENT SYSTEM FOR THE DEPARTMENT ON A CONTRACT BASIS FOR ONE (1)YEAR RENEWABLE. ANNUALLY FROM WISMER ASSOCIATES INC. AT A PROPOSED YEARLY COST OF $18,000.00; ALLOCATI14G FUNDS THEREFOR FROM THE GENERAL FUND; AUTHORIZING THE. CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS SERVICE, SUBJECT TO THE AVAILABILITY OF FUNDS. WHEREAS, proper and efficient functioning of the existing iloneymax Computerized Cash Flow Investment System is of most upmost importance; and WHEREAS, the existing 11oneymax Computerized Cash Flow Investment System is provided by Wismer Associates; and WHEREAS, Wismer Associates, Inc. is the only known supplier who can provide this service to the Moneymax Computerized Cash Flow Investment System; and WHEREAS, funds for this purchase are available in the General Fund; and WHEREAS, the Chief Procurement officer has adopted a finding wherein that Wismer Associates, Inc. is the Sole Source of supply to the City for this service and supporting equipment and maintenance cost, and that the pricing offered is both reasonable and favorable; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the finding of the City tianager; and WHEREAS, the City Manager and the Director of Finance recommend that the requirement for competitive formal sealed bids be waived and the purchase from Wismer Associates, Inc. as the sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY COMMISSIt CITY OF MIAMI, FLORIDA: 5 1i Section 1. By an affirmative vote of 4/5ths of the Tlembers of the City Commission, after a duly advertised public hearing, the City iIanager's written finding that Wismer Associate, Inc. is the Sole Source of supply to the City for furnishing maintenance service and related equipment and technical support for the 11oneymax Computerized Cash Flow Investment System on a contract basis for one (1) year renewable annually to the Department of Finance at a proposed yearly cost of $18,000.00 is hereby accepted with funds therefor hereby allocated from the General Fund. Section 2. The City Manager is hereby authorized to instruct the Chief procurement Officer to issue a purchase order for this service, subject to the availability of funds. Odio City Manager ` RECOMMENDATION: DATE: FEB $ 4 1981 PILE: SUBJECT: Resolution Waiving Requirements for Formal Sealed Bids REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached resolution waiving the requirement for competitive formal sealed bids and approve the purchase of professional services, related maintenance, programs and equipment from Wismer Associates as the sole source. BACKGROUND: The Finance Department has studied and reviewed this situation and concludes that Wismer Associates, Inc. is the sole source of supply to the City to provide maintenance and equipment for the Moneymax Computerized Cash Flow System. The Moneymax Computerized Cash Flow System provides accurate, timely data processing services including the following: - Reconciliation and portfolio accounting - Cash flow forecasting - A risk profile on swaps and trades Also, the system provides the required reports for cash management decisions, daily cash requirements for day-to-day operations, and monitors investment goals thereby helping to maximize our interest on investments. There will be no additional funding required. The funds have previously been appropriated and approved for these annual charges.
